Furthermore, excess adjacent sector overlaps result in increased soft (softer) handover probabilities and overhead, which in turn

reduces system capacity

Avoid high sites as much as possible, because very high sites are a source of pilot pollution and cannot always be effectively controlled with antenna tilting. Use proper downtilting. Antenna tilting is the most important CDMA site optimization technique because it allows control of cell boundaries and interference. However, antenna tilting must not be over-rated. One scenario where antenna tilting may prove to be of limited use is on high sites where radical down-tilting can affect antenna patterns and result in coverage gaps and interference. Furthermore, down-tilting of sites in urban environments can result in signal diffraction and limit its effectiveness. Use antennas with well-controlled side lobe suppressions (more than say 20 dB suppression for the upper side lobes). Examine and use proper adjustment for the antenna azimuths. Proper azimuthing of neighboring sites is important for the effectiveness of antenna tilting. Use antennas with no more than 65 degrees horizontal beam width for 3-sectored sites, and no more than 33 degrees for 6-sectored sites if possible. Use proper setting of the P-CPICH power based on area and coverage desired.

In GSM systems, link budgeting can be done for each user irrespective of other users in the cell
