Good. Gentle men and women of the 9th Election Council, a savage dictator can be found on Colony-2099, lording over his faction of rag-tag fighters somewhere in the eastern zones of the Red Delta. Power hungry and holding onto a store of vast resources, He came over on the first ships to establish Colony-2099 and quickly made his move, using force to take control of a few of the untouched ore mines before the Colonial Governing Authority (CGA) could set up the sanctioned outposts and use the ore in trade to fuel its far reaching influence of colonies, governments, cultures and militaries. Not much is known about the man himself. He is extremely secretive, more often using pawns to carry out his plans of sabotage and drug smuggling to and from Colony-2099. He is known to be very intelligent, indeed the very reason the CGA know so little about him is because of the great aforethought put into his daring and greedy enterprise at the dawn of the colony. He must have changed his identity shortly before leaving his home planet of HD 85512b, the third of many stops in the long voyage from Farther Earth to the colony, and upon arriving he quickly erased all evidence of his passage. It has been noted that this would have required extensive knowledge in the technical aspects of the ships manifest, computer, and even more importantly, the CGA Galactic Mainframe. As of this report the only accurate information we know of the man is his first name, or perhaps a pseudonym, which his associates always use when referring to him. This name is Murdoch. Unfortunately, it doesnt appear that the CGA consider him much of a threat. Relative to the amount of money in trade that leaves the colony to go to the coffers of the CGA Murdoch does not steal very much, and to those in charge he doesnt register as more than a slight thorn in the side. Within the colony itself Murdoch is much more than a nuisance, and has been implicated in the murder of hundreds and the decimation of flora and fauna alike, all the while building up his own money stores with the illegal sell of rare and endangered spices, herbs and animals native to Colony-2099. It is believed that if left unchecked, this one man could alter the natural ecosystem of the entire planet. He is feared both locally and in the adjacent hemispheres, and the area he is believed to reside in has become a hot bed of illegal activity as pirates, thieves and mercenaries flock to him for good pay and a life of anarchy. Local authorities so far have been unable to apprehend Murdoch, who has used his private reserves to purchase weapons, ammunition and supplies from traders on other worlds, building up a personal army of guerilla fighters. The colonies psychologists have pooled their resources and have come up with speculative reports pertaining to the mans psyche. It is believed that Murdoch wishes to one day overthrow the CGA on Colony-2099 completely, using his influence then to spread to other colonies, expanding a new Empire. It has been 20 years already since the Founding, and Murdoch has shown considerable patience in carrying out his plans, often leaving blood in his wake. He has shown time and again that he has little regard for human life, disposing of his enemies in an often gory and dramatic fashion which is clearly meant to be taken as an example of his ruthlessness. Our experts do not believe that he plans to retire

or leave the colony anytime soon, the most predominant school of thought in fact believes that his attacks and brutality will only multiply if outright attacked, and without the assistance of the CGA it is not advisable that the Colonial Police Force on the colony authorize any such attack. Instead a covert mission should be organized to penetrate the ranks of the criminal organization and destroy it within. We may have just the candidate for such an operation.
