Superior Mini Storage), and Coughlin thereafter changed his SCR 79 address (SCR 79 does not speak to one’s physical address in any way whatsoever) to his current 1471 E. 9th St. address (Coughlin’s notified the SBN of his fear as to providing his physical address to them in light of the rampant misconduct by law enforcement Coughlin had been facing since August 2011 and the still fresh memories of the abuse by the RPD from September 2012) in a 10/6/12 written correspondence to the SBN and Coughlin wrote to the SBN’s agent, Reno Carson Messneger Service and left at least two voice mails offering to meet the to allow for the personal service of documents), and additionally, Coughlin fully complied with SCR 79 in changing, within 30 days, with the SBN, via its online portal, his SCR 79 address one Coughlin cancelled his USPS PO Box 3961 in favor of his current 1471 E. 9th St., Reno, NV 89512 address.
