Use the command u p d a t e m a n a g e rd in a terminal. This will check if you can upgrade Ubuntu to a newer release. If you can, it will give you an option to start the upgrade process.

The most correct way would be: 1. Download the Ubuntu 13.04 ISO-Image (.iso) 2. Burn it into a DVD or use a bootable usb stick. 3. Boot from this DVD/USB stick 4. Right after the window with the tittle: "Preparing to install Ubuntu",choose the option "Upgrade Ubuntu 12.04.X LTS to Ubuntu 13.04" After that Ubuntu will be installed normally and your files will be kept and some programs if possible.
