Magistrate Court - Decree Appointing a Conservator, issued
by Presiding Judge Ehud Rekem evidence of Fraud on the
Court
It is extremely unlikely that Presiding Judge Ehud Rekem did not know the
true and correct, lawful form for a decree appointing a conservator. Moreover,
the omissions in Robert Zernik's purported appointment record are specific the parts, which indicate that the appointment is pursuant to the law of the
State of Israel...
Furthermore, the Decree fails to show a serial number, as prescribed by the
regulations.
The law of the State of Israel also says that the Conservator should be
identified as such in each filing in court. But filings by Robert Zernik, following
his purported appointment, only identify him as an individual, which indicates
that Attorneys for Robert Zernik knew all along that his appointment was void.
Therefore, the Decree record indicates that the case was subject to Fraud on
the Court at least since November 2010, and more likely since its
commencement, in June 2010.
Numerous members of the Haifa Magistrate Court had to be involved in such
conduct, which is likely to be a well practiced routine.

DECREE APPOINTING A CONSERVATOR
Following review of the Request, and having no objections, and being convinced that
the Conservatee is unable to attend to her own needs and her own matters, and that it
is correct to appoint a conservator to manage her property and attend to her needs, and
following review of the Social Worker Review, I decided to appoint the Conservatee's
husband Robert Raffael Zernik, ID... , Conservator for her body and her property.
The Conservator shall file reports, pertaining to the management of the Conservatee's
property and file accounts with the General Conservator for review, whenever asked
to do so.
The Conservator is also ordered to obtain permission of the Court to represent the
Conservatee in actions, which are listed in Article 47 of the Legal Competency and
Conservatorship Act 1962.
Hearing of December 7, 2010 is canceled.
A copy of instant Decree shall be sent to the Requester, to Attorney Salman Srour
Ministry of Welfare, and to the General Conservator.
Issued today, November 23, 2013, in the absence of the parties.

Decree Appointing a Conservator:

9. (a) Decree Appointing a Conservator shall be drafted pursuant to Form No 1 in the Appendix,
and shall be marked by a serial number of the Court that issued it; the Decree shall state whether
the appointment is general or limited, and if limited the matters to which the appointment
applies.
(b) With the issuance of the Decree, the Chief Clerk of the Court shall serve a copy thereof on the
General Conservator, and enclose to it a copy of the Request, based on which it was granted,
including all its appendices.
