III. Proposed Briefings

The purpose of the site visit is to provide 9-11 staff with a more in-depth
understanding of the role of NORTHCOM in defending the U.S. against
terrorist attacks and in response to such attacks. Questions of interest include
the following:

1. How NORTHCOM will work with the Department of Homeland Security,


the National Guard, and state and local responders in the case of a terrorist
attack;
2. How NORTHCOM is training for its new role (including any exercises
NORTHCOM has conducted to date, and those with federal, state and
local responders);

3. How NORTHCOM interacts with the Office of the Secretary of Defense


(OSD) Assistant Secretary of Defense (ASD) for Homeland Defense and
with its two subordinate commands, the Joint Forces Headquarters and the
Joint Task Force;
4. How special forces will be used to support NORTHCOM missions;
5. Information on the Bj/lateral Planning Commission (with Canada);
6. Information on the integration of NORAD into NORTHCOM; and
7. Intelligence support provided to NORTHCOM for the command to carry
out its mission.

These briefings should complement the briefings to 9-11 Commission staff at


the Pentagon on October 1, 2003 on NORTHCOM and the ASD for
Homeland Defense.
