    These are Bellaire properties where the toe plus 15 foot buffer zone was purchased from individuals with connections to the levee board and the Corps. The toe plus 15 foot buffer zones were later taken without compensation from the non-connected residents. I do not by any means intend to imply any wrong doings by Mr. Lupo. He is one of the very few residents who was treated fairly here and I do not fault him at all for that.
