RE: PARCEL ON HOLD

It has come to the notice of the Authority of the United Nation Organization, Anti-Terrorist
Department through our intelligence monitoring network that Fedex Courier are in the
process of delivering a certified cheque which is billed for delivery on Wednesday 29th April,
2009 to your home address, Eglinton Avenue West Apartment 305, Toronto, Ontario, M5N
1B7, Canada.

After due investigation and contrary to Article 102, Section 36 Sub-section IV of the 1996
Courier and Shipping Institutional Decree (CSID) guiding against delivery of cheque above
Two Hundred Thousand Dollars ($200,000.00) without clearance from Anti-Terrorist
Department to obtain Anti-Terrorist Certificate. It is unfortunate that the above referenced
shipment attempt was made without proper consultation with this Agency for the official
attachment of Anti-Terrorist Certificate.

This is in line with the Bi-lateral Agreement reached between UN, United States, Africa and
European Union after the September 11th, 2001 bombing of the World Trade Centre. The
agreement further states that the priority courier must be cleared by the above named
agency prior to shipment. Therefore, all uncleared shipment will be freeze pending approval
and clearance.

This Shipment is considered unconstitutional and illegal by this Agency and subsequently, we
have stopped this shipment until proper Anti-Terrorist Certificate is attached to this shipment
before it can be released.

We hereby put your shipment “ON HOLD” pending the beneficiary’s compliance with the
above instructions.
