, CBD Subic Bay Freeport Zone, Olongapo City 2200 Subject : Power Consumption Complaint Atty Morelos, I received letter of Mr. Justin Jay Navarro, Supervisor, PMD regarding the investigations made by his department pertaining to my Power Consumption Complaint where I challenged the reading made on dates 07-26-2012 and 08-26-2012. Please note that the investigations made by PMD are in no way conclusive but merely speculations of what may have happened which resulted in the upsurge of electric consumption on the contested months. Firstly, it claims that it was established that a water faucet was left open resulting in the continuous operation of the water heater. Yet, interestingly, the investigations never identified which particular faucet was left open. This was particulary important since if we are to follow the logic of the claimed open water faucet that led to water heater continous operation, it would have meant that a relatively heavy volume of hot water was flowing in the drain of that particular faucet continuously for 2 months. This would have busted or seriously damaged the pipes of that particular drain considering that the pipes for the drain are made of PVC or plastic polymers. Surely the pipes could not have withstand uninterrupted exposure to high temperature water for 2 months! Lastly, although there was a laboratory testing made on the subject meter and was witnessed by Mr. Julio Aguilo of FBC, I submit that this testing made is still onerous since Mr Aguilo or the undersigned are in no way technically competent to question the actual tests and the findings. Considering the above issues, I am requesting that a re-investigation of this particular case be made to finally settle the questions raised on the findings contained in the November 20, 2012 Letter of Mr. Navarro.
