CHNG 1. QUY NH CHUNG 1.1. Phm vi iu chnh Quy chun ny quy nh yu cu, ni dung, trnh t p dng chng trnh qun l cht lng theo nguyn tc HACCP m bo an ton thc phm thy sn. 1.2. i tng p dng Quy chun ny p dng cho cc c s sn xut kinh doanh thu sn dng lm thc phm (di y gi tt l c s) thuc phm vi qun l ca B Nng nghip v Pht trin nng thn trn phm vi c nc. 1.3. Gii thch thut ng Trong quy chun ny, cc thut ng di y c hiu nh sau : 1.3.1. HACCP : Tn tt ca cm t ting Anh " Hazard Analysis and Critical Control Point " , c ngha l " Phn tch mi nguy v kim sot im ti hn ". 1.3.2. Yu cu tin quyt i vi HACCP (Prerequisites for HACCP): Cc yu cu v c s vt cht, quy phm sn xut v quy phm v sinh cn thit m bo nhng iu kin c bn cho chng trnh HACCP hot ng c hiu qu. 1.3.3. Quy phm sn xut (Good Manufacturing Practice - vit tt l GMP): Nhng bin php, thao tc thc hnh cn phi tun th, nhm kim sot mi yu t nh hng ti qu trnh hnh thnh cht lng sn phm. 1.3.4. Quy phm v sinh (Sanitation Standard Operating Procedure - vit tt l SSOP, hoc Good Hygien Practices - GHP): Quy trnh lm v sinh v th tc kim sot v sinh ti c s. 1.3.5. K hoch HACCP (HACCP Plan): Ti liu c xy dng theo cc nguyn tc ca HACCP, nhm kim sot cc mi nguy ng k i vi an ton thc phm trong ton b dy chuyn ch bin thc phm. 1.3.6. Nhm sn phm tng t (Similar Product Group): Nhm cc sn phm c quy trnh cng ngh tng t v c cng mc nguy c khi s dng.

1.3.7. i HACCP (HACCP Team): Nhm ngi c giao trch nhim xy dng v t chc thc hin k hoch HACCP ti mi c s. 1.3.8. Mi nguy (Hazard): Bt k yu t sinh hc, ho hc, hoc vt l no c th lm cho thc phm mt an ton, gy hi cho sc kho ngi tiu dng. 1.3.9. Mi nguy ng k (Significant hazard): Mi nguy c nhiu kh nng xy ra, gy hu qu nghim trng cho sc kho ca ngi tiu dng. 1.3.10. Phn tch mi nguy (Hazard Analysis), hoc nhn din mi nguy (Identification of hazards): Qu trnh thu thp, nh gi thng tin v cc mi nguy v iu kin dn n s xut hin cc mi nguy , nhm xc nh mi nguy ng k i vi an ton thc phm cn c kim sot trong k hoch HACCP. 1.3.11. Bin php phng nga (Preventive Measures): Cc phng php vt l, ho hc hoc cc th tc c thc hin ngn nga vic xy ra cc mi nguy c th lm mt an ton thc phm. 1.3.12. S quyt nh (Decision Tree): Cng c h tr c th c p dng xc nh im kim sot ti hn (CCP) bao gm mt chui cc cu hi sp xp theo trnh t.

1.3.13. im kim sot ti hn (Critical Control Point - vit tt l CCP): Cng on sn xut, ti cc bin php kim sot c thc hin ngn nga, loi tr hoc gim thiu ti mc chp nhn c mi nguy i vi an ton thc phm. 1.3.14. Gii hn ti hn (Critical Limit): Mc gi tr ca cc ch tiu hoc tiu ch c xc nh cho tng bin php ti mi im kim sot ti hn kim sot c mi nguy . 1.3.15. Th tc gim st CCP (CCP Monitoring): Vic quan st, o m hoc cc php phn tch c h thng nhm m bo cho quy trnh, th tc ti mi im kim sot ti hn (CCP) c thc hin y theo k hoch HACCP. 1.3.16. Hnh ng sa cha (Corrective Action): Cc hnh ng c d kin phi thc hin khi gii hn ti hn b vi phm nhm khc phc hu qu v ngn nga s ti din ca vi phm . 1.3.17. Thm tra HACCP (HACCP Verification): Vic p dng cc phng php, th tc, php th v cc cch nh gi khc nhm xem xt tnh hp l ca k hoch HACCP v xc nh s tun th theo k hoch HACCP trong thc t sn xut. 1.3.18. Chng trnh HACCP (HACCP Program) - tn gi tt ca Chng trnh Qun l Cht lng v An ton Thc phm theo HACCP: L h thng cc bin php m c s p dng nhm m bo an ton thc phm v cht lng sn phm; c xy dng trn quan im phn tch v kim sot mi nguy trc khi chng xy ra, bao gm c cc th tc t thm tra v hiu chnh chng trnh. 1.3.19. S ch: l hot ng chia tch ra tng phn, b xng, lt da, lm sch, bc v, bm/nghin, cn mng, lm lnh, ng lnh hay r ng. 1.3.20. Ch bin: l bt k hot ng no v cn bn lm thay i sn phm ban u, bao gm gia nhit, xng khi, lm chn, lm kh, p tm gia v, chit xut hay kt hp cc hot ng trn. 1.3.21. Tu khai thc, tu thu mua thy sn: phng tin thy chuyn dng khai thc, thu gom, bo qun, vn chuyn nguyn liu thu sn, c trang b ng c. 1.3.22. Cng c: cng trnh xy dng chuyn dng, c trang b phng tin tip nhn, bc d, x l, bo qun nguyn liu thu sn t cc tu c v cung ng dch v cho tu c. 1.3.22. Ch c u mi: cng trnh xy dng chuyn dng nhm mc ch t chc bn bun nguyn liu thu sn. 1.3.23. C s thu mua: l ni din ra hot ng tip nhn, ra, bo qun ban u nguyn liu thy sn cung cp cho cc c s ch bin thy sn, cc ch c hoc cc im tiu th trc tip. CHNG 2: QUY NH V K THUT 2.1 . Yu cu tin quyt

2.1.1. C s sn xut kinh doanh thu sn phi p ng y cc quy chun v iu kin m bo an ton thc phm c B NN&PTNT quy nh tng ng cho tng loi sn phm. 2.1.2. C s phi thit lp bng vn bn Quy phm sn xut (GMP) cho tng cng on trong tt c cc dy chuyn cng ngh sn xut, quy nh r rng v hng dn chi tit thao tc k thut ca cng nhn, cc thng s cn m bo, trch nhim ca tng c nhn qun l sn xut, t chc thc hin v c h s theo di y vic thc hin Quy phm . 2.1.3. C s phi thit lp bng vn bn Quy phm v sinh (SSOP/GHP), nu r cc th tc, quy trnh, phng php lm v sinh v kh trng, bin php kim sot, phng php gim st cho tng lnh vc m bo v sinh cng nghip, t chc thc hin v c h s theo di y vic thc hin Quy phm . 2.2. K hoch HACCP 2.2.1. Yu cu chung: 2.2.1.1. C s phi thit lp k hoch HACCP bng vn bn, c xy dng ring bit cho tng loi sn phm trn dy chuyn cng ngh nht nh. c php xy dng v p dng mt k hoch HACCP chung cho cc sn phm cng nhm sn phm tng t, c sn xut trn cng mt dy chuyn cng ngh. 2.2.1.2. Mi k hoch HACCP phi m bo nhn din c mi mi nguy ng k v c bin php kim sot nhng mi nguy mt cch hu hiu. 2.2.1.3. C s phi xy dng th tc v vic ghi chp v lu tr h s mt cch y chng minh vic thc hin k hoch HACCP trong thc t hon ton tun th nhng yu cu quy nh trong Quy chun ny. 2.2.1.4. Mi k hoch HACCP phi bao gm nhng ni dung t mc 2.2.2 n mc 2.2.8 di y. 2.2.2. Phn tch mi nguy 2.2.2.1. C s phi tin hnh phn tch mi nguy nhn din v nh gi chnh xc mi mi nguy c kh nng xy ra trong iu kin thc t c th ti tng cng on trn dy chuyn cng ngh ca c s. 2.2.2.2. Cc mi nguy tim n trong bn thn nguyn liu thu sn, ph thuc vo bn cht ca loi thu sn, do nhim t mi trng sng hoc do cc yu t khc trc khi nguyn liu c a vo c s, cng phi c phn tch v nh gi y trong k hoch HACCP. 2.2.2.3. Vic phn tch mi nguy phi c tin hnh ln lt cho tng cng on ca dy chuyn cng ngh, c cn c khoa hc, nhm xc nh ng v y cc mi nguy ng k, cn c trn kh nng xy ra v tnh nghim trng ca tng mi nguy c nhn din.

2.2.2.4. Ti tng cng on, c s ng thi phi xc nh r cc bin php phng nga hoc bin php kim sot cho tng mi nguy ng k c nhn din. Cc bin php phi kh nng ngn nga, loi tr hoc lm gim kh nng xy ra mi nguy ti mc chp nhn c. 2.2.2.5. Nu khng xc nh c bin php hu hiu no kim sot mi nguy ng k, th phi thay i dng sn phm, hoc sa i quy trnh cng ngh ti cng on ang xt hay cc cng on trc . 2.2.2.6. Qu trnh phn tch mi nguy phi c trnh by theo mu hng dn v a vo h s ca Chng trnh HACCP. 2.2.3. Xc nh cc im kim sot ti hn (CCP) 2.2.3.1. S dng S quyt nh CCP, hoc cc phng php tng ng khc xc nh im kim sot ti hn. 2.2.3.2. Ti mi CCP c th kim sot mt hoc nhiu mi nguy ng k. 2.2.3.3. Vic xc nh CCP phi c trnh by theo mu hng dn v lu vo h s ca Chng trnh CCP.. 2.2.4. Thit lp gii hn ti hn 2.2.4.1. C s phi thit lp gii hn ti hn theo tng bin php kim sot xc nh i vi tng mi nguy ng k ti mi CCP. 2.2.4.2. C s phi c y cn c khoa hc khng nh rng, vi gii hn ti hn thit lp, mi nguy s c ngn nga, loi b hoc lm gim ti mc chp nhn c. 2.2.4.3. Gii hn ti hn phi c tnh thc t d gim st, ph hp vi nhng quy nh trong cc tiu chun, quy phm, vn bn php quy khc ca Nh nc v quc t. 2.2.4.4. Ti liu dng thit lp gii hn ti hn phi c lu tr theo nhng quy nh ti mc 2.2.8. 2.2.5. Thit lp th tc gim st 2.2.5.1. C s phi thit lp th tc gim st ti tng CCP m bo rng cc mi nguy ng k ti lun lun c kim sot. 2.2.5.2. Th tc gim st phi c kh nng pht hin s mt kim sot ti cc CCP v cung cp thng tin kp thi tin hnh hnh ng sa cha. 2.2.5.3. Ti mi CCP, th tc gim st phi quy nh r cc yu t sau y: a. i tng gim st (Gim st ci g?); b. Phng php gim st (Gim st bng cch no?); 8

QCVN c. Tn sut gim st (Gim st khi no?); d. Ngi c trch nhim gim st (Ai gim st?).

2.2.5.4. Vic gim st ti mi CCP phi lp thnh h s ph hp vi nhng quy nh ti mc 2.2.8. H s gim st ngoi cc thng s k thut phi c ch k ca ngi gim st, ngy thng gim st. 2.2.5.5. Kt qu gim st phi c ngi c thm quyn thm tra. Vic thm tra kt qu gim st t nht phi c thc hin trong vng mt tun k t ngy c kt qu gim st. Ngi thm tra phi k tn v t ghi ngy thng thm tra vo h s gim st. H s gim st phi c ch k ca ngi gim st, ngi thm tra kt qu gim st, ngy thng gim st, ngy thng thm tra. 2.2.5.6. nh k hoc t xut ngi c thm quyn cp cao nht ca c s phi tin hnh thm tra h s gim st ti cc CCP. 2.2.6. Thit lp hnh ng sa cha 2.2.6.1. C s phi d kin hnh ng sa cha hp l bng vn bn p dng mi khi gii hn ti hn b vi phm ti tng CCP. 2.2.6.2. Hnh ng sa cha d kin phi m bo thit lp li s kim sot i vi mi nguy ng k c lin quan ti CCP xc nh. 2.2.6.3. L sn phm c sn xut trong khong thi gian gia ln gim st pht hin ra s vi phm gii hn ti hn v ln gim st cho kt qu bnh thng ngay trc , phi c x l theo th tc c thit lp kim sot v phn bit c vi cc l sn phm bnh thng. 2.2.6.4. C s phi c vn bn quy nh c th v th tc qun l nhng l sn phm mt kim sot do s c v thc hin th tc sau khi s c xy ra nhm m bo mi sn phm a ra th trng l an ton cho ngi tiu dng. 2.2.6.5. Mi hnh ng sa cha thc hin u phi c lp thnh h s, lu tr theo ng nhng quy nh ti mc 2.2.8. 2.2.7. Th tc t thm tra h thng HACCP 2.2.7.1. C s phi c vn bn quy nh th tc t thm tra do ngi ng u c s ph duyt v phi nh k thc hin th tc t thm tra theo ng tn sut v ni dung ra, nhm xc nh s tun th ca h thng HACCP so vi k hoch HACCP thit lp v nh gi tnh hiu qu ca k hoch HACCP trong vic m bo an ton thc phm. 2.2.7.2. Cc th tc thm tra ca c s t nht phi bao gm cc yu cu v ni dung sau: a. nh gi v iu chnh li k hoch HACCP cho ph hp vi thc t khi c bt k s thay i no c th gy nh hng n kt qu phn tch mi nguy, xc nh CCP, hoc tnh hiu qu ca k hoch HACCP. 9

b. Khi khng c s thay i no th bt buc cng phi thc hin vic nh gi li k hoch HACCP t nht mi nm mt ln nhm m bo kim sot hu hiu cc mi nguy ng k. c. Thm tra t xut khi c vn pht sinh m ngi c trch nhim thm tra phi nh gi cht lng cc cng vic ang thc hin trong Chng trnh HACCP bng cch: xem xt h s khiu ni ca khch hng, kim tra v hiu chun thit b gim st, ly mu phn tch ngu nhin trn dy chuyn hoc thnh phm, xem xt li cc gii hn ti hn,... d. Thm tra nh k theo tn xut xc nh, c bit ch n cc hot ng: gim st CCP, thc hin hnh ng sa cha, hiu chnh dng c gim st, ly mu kim tra trn dy chuyn hoc thnh phm. . Thm tra t xut hay nh k u phi c tin hnh bng cch nh gi hiu qu ca Chng trnh HACCP thng qua vic xem xt h thng h s lu tr c lin quan v nh gi hot ng thc t, k c vic ly mu phn tch khi cn. 2.2.7.3. Vic t thm tra phi do nhng cn b c o to v nng lc tin hnh. Trong trng hp thiu cn b, c s c th yu cu cn b ca cc c quan, t chc khc thc hin vic thm tra HACCP. 2.2.7.4. Tt c cc kt qu thm tra phi c lp thnh h s theo ng nhng quy nh ti mc 2.2.8. 2.2.8. Thit lp h thng h s HACCP 2.2.8.1. C s phi c vn bn quy nh chi tit h thng h s, biu mu theo di vic thc hin k hoch HACCP v duy tr lin tc vic kim tra cc loi h s lin quan ti h thng HACCP. 2.2.8.2. Cc biu mu ghi chp s liu lin quan ti h thng HACCP phi r rng, ngn gn, thch hp vi thc t c s, c ngi c thm quyn xem xt v ph duyt trc khi a vo s dng hoc mi khi c thay i. 2.2.8.3. Tt c cc h s ghi chp ca c s, ngoi cc ni dung k thut cn ghi chp theo mu, t nht phi bao gm y cc thng tin c bn sau: a. Tn v a ch ca c s; b. Ngy thng nm, thi im tin hnh ghi chp v ch k ca ngi ghi chp. c. Kt qu gim st. d. Ngy thng nm thm tra v ch k ca ngi thm tra h s. . Tn hoc k m hiu ca sn phm, ca l hng c lin quan. 2.2.8.4. C s phi phn cng cn b theo di v ghi chp h s ngay ti hin trng, vi tn sut ng quy nh theo biu mu chun b sn. H s ghi kt qu gim st phi c gi gn cn thn, khng ty xo, sa cha v thay i. 10

2.2.8.5. C s phi lu tr h s trong thi gian ph hp vi thi hn s dng ca tng loi sn phm, tun th quy nh ca php lut hoc nhng cam kt vi khch hng. Thi gian t nht lu tr h s nh sau: a. 6 thng i vi sn phm ti sng; b. 2 nm i vi sn phm thu sn ng lnh, ch bin; c. 2 nm i vi h s theo di thit b hoc cc qu trnh. 2.2.8.6. C s c php lu tr mt s loi h s trong my tnh (computer). Trong trng hp phi c th tc quy nh ni dung lu tr, quy trnh thao tc, x l d liu, lu tr d liu, bo mt, ngi c trch nhim v cc chi tit lin quan khc chng c vic sa i, xo hoc mt d liu. 2.2.8.7. C s phi c vn bn phn cng trch nhim ca cn b xem xt v thm tra h s ghi chp theo cc mc thi gian: a. Hng ngy; b. Hng tun; c. Hng thng; d. Xem xt tng th theo k hoch nh k. 2.3. Trin khai xy dng chng trnh QLCL theo HACCP Chng trnh HACCP phi c xy dng nh mt s tay cht lng ca c s v phi bao gm y nhng ni dung sau: 2.3.1. Cc thng tin c bn v c s gm: a. Tn c s, a ch, s in thoi, fax; b. Tn ngi chu trch nhim cao nht ca c s; c. S t chc ca c s; d. Bn v mt bng sn xut c cp nht kp thi, phn nh chnh xc hin trng b tr mt bng ca c s; . Danh mc cc trang thit b cng ngh ch yu ca c s v tnh nng k thut ca tng thit b. 2.3.2. Chnh sch cht lng ca c s C s phi c vn bn v cc chnh sch m bo cht lng v an ton thc phm do ngi lnh o cao nht ca c s ph duyt v ban hnh. HACCP, cc quy nh v t thm tra v nh gi li Chng trnh HACCP. Chnh sch cht lng ca c s t nht phi m bo cc ni dung v yu cu sau y: 2.3.2.1. C vn bn quyt nh ph duyt v cho php thc hin k hoch HACCP, ghi r loi sn phm v v tr sn xut c kim sot, xc nh phm vi p dng h thng HACCP. 2.3.2.2. m bo chnh sch v an ton thc phm c mi b phn ca c s hiu r, thc hin v duy tr thng qua vic ph bin n tng ngi. Kim tra mi hot ng theo h thng, p dng cc bin php nhm m bo tnh nht qun, s tun th cc yu cu ca Quy chun ny v chnh sch ca c s v an ton thc phm. 2.3.2.3. m bo chnh sch ca c s tun th nhng yu cu v an ton thc phm ca c quan Nh nc c thm quyn, ca khch hng; m bo sn phm ca c s khng gy hi cho ngi tiu dng; c bin php m bo vic thu thp thng tin lin quan ti yu cu ca c quan c thm quyn v an ton thc phm. 2.3.2.4. Cam kt bng vn bn p dng ng theo Chng trnh HACCP c ph duyt ti c s. Quy nh r ngha v, trch nhim v quyn hn ca cc cn b ch cht nhm m bo Chng trnh HACCP hot ng c hiu qu. 2.3.2.5. Quy nh r chnh sch v bin php o to, s dng v m bo nhn lc thc hin v kim sot Chng trnh HACCP. 2.3.3. i HACCP 2.3.3.1. Ngi lnh o cao nht ca c s phi ra quyt nh bng vn bn thnh lp i HACCP km theo bn danh sch v phn cng trch nhim r rng cho cc thnh vin ca i. 2.3.3.2. i HACCP phi bao gm nhng ngi c o to v HACCP, c kin thc v kinh nghim xy dng v t chc thc hin Chng trnh HACCP c hiu qu. 2.3.3.3. C s phi xy dng th tc bng vn bn nhm m bo rng, i HACCP nhn c thng tin y v kp thi v: a. Cc sn phm mi; b. Nhng thay i v nguyn liu, sn phm hoc dch v; c. Nhng thay i trong h thng cng ngh v thit b ca c s; d. Nhng thay i v nh xng, v tr lp t, mi trng xung quanh; . Nhng thay i v h thng bao gi, bo qun v phn phi; e. Nhng thay i v nng lc nhn s v phn nh trch nhim; g. Nhng thay i v thi quen ca ngi tiu dng v cc nhm ngi tiu dng;

h. Nhng i hi xc ng ca cc bn lin quan v nhng khiu ni ca khch hng v sn phm lin quan n mi nguy i vi sc kho; i. Nhng yu cu ca cc c quan Nh nc c thm quyn; k. Nhng yu cu khc ca khch hng m c s c thc hin; l. Nhng iu kin v thay i khc c nh hng ti an ton thc phm, bao gm nhng thng tin mi v cc mi nguy tim n c lin quan n nguyn liu hoc sn phm. 2.3.3.4. i HACCP phi nh gi nhng thay i nu trn v iu chnh k hoch HACCP m bo thch ng vi cc iu kin mi. 2.3.3.5. Bn phn cng c th nhim v ca tng thnh vin i HACCP v chng ch o to HACCP c bn ca cc thnh vin i HACCP phi c lu trong H s HACCP theo ng nhng quy nh ti mc 2.2.8. 2.3.4. M t sn phm C s phi c vn bn m t sn phm v xc nh phng thc s dng sn phm (c x l nhit trc khi n hay khng). nh gi c nhng mi nguy ng k, bn m t sn phm t nht phi bao gm nhng thng tin v: 2.3.4.1. Nguyn liu a. Tn gi v tn khoa hc ca nguyn liu thu sn chnh; b. c im l, ho, sinh hc cn lu ; c. Khu vc khai thc hoc nui trng, khong cch, thi gian vn chuyn n c s; d. Cch thc bo qun, vn chuyn, tip nhn; . Bin php x l trc khi ch bin. 2.3.4.2. Sn phm a. Quy cch; b. Cc thnh phn khc ngoi nguyn liu chnh; c. Tm tt cc cng on ch bin; d. Kiu bao gi; . iu kin bo qun; e. iu kin phn phi, vn chuyn; g. h. Yu cu v dn nhn; i. Cc iu kin c bit; k. Phng thc x l trc khi s dng; l. i tng s dng. 2.3.5. S quy trnh cng ngh ch bin sn phm i vi tng sn phm hoc nhm sn phm tng t. S quy trnh cng ngh phi cung cp cc thng tin cn thit cho vic phn tch mi nguy chnh xc. S quy trnh cng ngh phi c lp bng vn bn, c ph duyt v phi m bo: a. Bao gm tt c cc cng on ca qu trnh sn xut (k c nhng cng on x l cc thnh phn khc ngoi thnh phn nguyn liu chnh); b. ng vi cc cng on thc t; c. C y cc thng s k thut v thao tc ti mi bc; d. C bn thuyt minh chi tit cc bc ca qu trnh sn xut. 2.3.6. Quy phm sn xut (GMP) 2.3.6.1. Quy phm sn xut (GMP) c xy dng cho tng sn phm hoc nhm sn phm tng t, bao gm cc GMP ca tng cng on hoc mt phn cng on sn xut trong quy trnh cng ngh ch bin sn phm. 2.3.6.2. Mi GMP bao gm t nht cc ni dung sau: a. M t r yu cu k thut hoc quy trnh ch bin ti cng on hoc mt phn cng on sn xut ; b. Nu r l do phi thc hin cc yu cu hoc quy trnh k thut nu; c. M t chnh xc cc thao tc, th tc phi tun th ti cng on hoc mt phn cng on sn xut nhm m bo t c yu cu cht lng, m bo an ton v sinh cho sn phm, ph hp v k thut v kh thi; d. Phn cng c th vic thc hin v gim st vic thc hin GMP. 2.3.6.3. C s phi xy dng cc biu mu gim st vic thc hin GMP, theo ng nhng yu cu quy nh ti mc 2.2.8. Nu thch hp v thun tin, c th ghp chung mt biu mu gim st nhiu GMP v CCP. 2.3.6.4. 2.3.7.1. Quy phm v sinh c thit lp chung cho c s, t nht phi bao gm cc thnh phn c xy dng kim sot c cc lnh vc sau y: a. Cht lng nc dng trong sn xut; b. Cht lng nc dng trong sn xut; c. V sinh cc b mt tip xc trc tip vi thu sn; d. V sinh c nhn; . Vic chng nhim cho cho thu sn; e. Vic chng ng vt gy hi; g. V sinh vt liu bao gi v vic ghi nhn sn phm; h. Vic bo qun v s dng ho cht; i. 2.3.9. Th tc truy xut v thu hi/x l 2.3.9.1. C s phi c vn bn quy nh cc th tc truy xut v thu hi/x l trong trng hp pht hin thy c mi nguy an ton thc phm i vi nguyn liu nhp vo ch bin hoc l sn phm c xut xng. 2.3.9.2. C s phi thc hin cc th tc , thng bo kp thi n cc bn hu quan (c quan thm quyn, khch hng) trong trng hp cn thit v thu hi, yu cu x l cc sn phm . 2.3.9.3. Khi thit lp cc th tc trn, c s phi c bin php chi tit m bo kh nng truy xut v thu hi/x l sn phm trong sn xut v sau khi xut xng. 2.3.9.4. H s ghi chp v vic o to ca tng lp, tng cn b, cng nhn phi c lu tr y theo ng nhng quy nh ti mc 2.2.8. 2.3.11. Kim sot, hiu chun thit b gim st 2.3.11.1. CHNG 3. QUY NH V QUN L 3.1. Cc Qun l Cht lng Nng lm sn v Thy sn (NAFIQAD) l c quan Nh nc qun l thng nht cc hot ng nh gi v chng nhn hp quy theo quy chun ny; chu trch nhim t chc kim tra gim st vic thc hin quy chun ny. 3.2. Cc c s sn xut kinh doanh thy sn dng lm thc phm phi xy dng v thc hin cc quy nh v qun l cht lng p ng quy nh nu ti quy chun ny, c th nh sau: 3.3.1. Tu khai thc, tu thu mua thy sn: Thc hin SSOP, GMP theo hng dn v biu mu ca C quan chuyn mn gip Gim c S Nng nghip v Pht trin nng thn qun l v cht lng ATTP nng lm thy sn. 3.3.2. Cng c, ch c u mi: Ban qun l n v chu trch nhim xy dng v t chc thc hin GMP, SSOP theo cc quy nh nu ti Quy chun ny. 3.3.3. C s thu mua: phi xy dng v thc hin GMP, SSOP theo cc quy nh nu ti Quy chun ny. 3.3.4. C s s ch, ch bin thy sn: Phi xy dng v thc hin Chng trnh m bo cht lng v ATTP theo nguyn tc HACCP da trn cc quy nh nu ti Quy chun ny. 3.4. Thanh tra chuyn ngnh B Nng nghip v pht trin nng thn chu trch nhim thanh tra vic thc hin Quy chun ny v x l cc vi phm theo quy nh.
