Dear Ms. Kuklova,

I want to thank you and the folks at the Helsinki Committee for having representatives at the
07.02.2006 hearing before the Supreme Administrative Court.

Regrettably, it was not much of a hearing, as is so often the case in Bulgaria, an adjourned
was inevitable. The higher court having to take a much delayed decision on the straight
forward question of a right under §21 §§1 of the Law for the Supreme Administrative Court
allowing other imprisoned foreign citizens to participate in the trial.

I sincerely hope this delay does not assuage the Committee from assisting and observing those
civil and administrative cases under the new law against discrimination and that will prove the
Committee’s long standing position that foreign citizens in Bulgaria’s prisons (and courts)
have a lesser legal status and unequal rights under Bulgarian law.

I did not have a chance to talk to the young people who appeared there, hopefully next time.
