DeLong, Chairman of the Lynn Township Board of Supervisors, dated May 6, 2009. Enclosed with the May 6, 2009 letter was a technical memorandum dated April 15, 2009 prepared by Gannett Fleming containing an evaluation of treatment processes, The memorandum was prepared at the request of the Township to consider alternate processes other than the Virginia Initiative Plant (VIP) process mentioned in the Department’s January 26, 2009 Act 537 Plan approval letter. The Township substituting an alternate process that will not trigger an official revision to the Township's Act 537 plan, ‘The Township's plan considers Pennvest for financing. The Department's role as Pennvest’s technical advisors is to ensure that those projects recammended for financing have selected the most cost effective alternative. The technical memorandum indicates that proposals have been requested fiom two MLE packaged plant vendors, presumably based upon the representation in Table 6 that those processes are the most cost effective alternates. The Department views costs estimated using a present worth analysis within 15% of one another to be equivalent; meaning that no particular favor needs to be given fo any one alternative if they are within 15% of each other. Therefore, after a final review of your proposals, if the difference is greater than 15% of each other the Township would have to choose the most cost effective alternate. ‘The technical memorandum also mentions that additional tankage will be required for the new, treatment process. If the additional tankage requires additional disturbances beyond those areas that ‘were considered as part of the environmental review for the Act 537 plan revision, then an updated environmental report generated from the Uniform Environmental Review process would need to be submitted to the Department for our review prior to the Pennvest application cut off date.
