Corruption is recognised as one of the world’s greatest challenges and an obstacle for
sustainable development. Corruption affects ordinary people everywhere. The poorest
in all societies are the ones hit the hardest - they face the most demands and are
more likely to pay. The impact on the private sector is also considerable - it hinders
economic growth, distorts competition and represents serious legal and reputational
risks. Corruption is very costly for businesses as well. With the extra financial burden
estimated to add 10% or more to the costs of doing business in many parts of the world.
The World Bank has stated that “bribery has become a $1 trillion industry”.

The local and international legal fight against corruption has gained momentum in more
recent times. Companies need high levels of transparency and good governance to
compete in a global market place. Foreign perceptions of Malaysia’s ethical standards
is an important factor as the country sought to gain greater export income and access
to international markets. These perceptions determine to an extent whether foreign
direct investments come in or bypass us. Business must be committed to high standards
of integrity, fairness and accountability.

The Anti-Corruption Summit, with the theme “Towards Zero Tolerance for Corruption,”
is jointly organised by Transparency International - Malaysia and the Asian Strategy
& Leadership Institute (ASLI). It aims to provide a timely opportunity for policy and
management decision-makers in the public and private sectors to update on the
importance of incorporating good ethical practice and transparency, promote greater
awareness of accountability and responsibility in management practices and set up
acceptable benchmark standards in good corporate governance. The objective is to
eradicate corruption and unethical practices in every organisation. This is especially
important as the trend of the Corruption Perceptions Index (CPI) for Malaysia has
remained mediocre at midpoint (4.9 - 5.1) with no improvement for the last eight years.

The summit is aimed at building a National consensus towards zero tolerance for
corruption. It aims to bring together prominent experts in the field to share their insights
and perspectives on how to better encourage good ethics in both the public and
private sectors. The Malaysian government recently established the Malaysian Anti-
Corruption Commission (MACC) based on the Hong Kong ICAL model to push the fight
against corruption.

Corruption is an unnecessary cost of doing business. As such, we hope this summit


will provide a national platform for an interchange of views and sharing of insights to
overcome corruption and inculcate good ethics.

This Summit will bring together concerned individuals and organisations to brainstorm and
to discuss how we can work together to overcome corruption. Combating corruption
requires a National Partnership between government, business and civil society. Come
