Electronegative elements are on the upper right of the periodic table. They pull on and hold on to electrons very strongly. Where are the least electronegative elements? Ions form when valence electrons are lost or gained to achieve a noble gas configuration (eight valence electrons). Ions have a charge. When valence electrons are shared to achieve the stable eight configuration, the result is not ions but covalent bonds or molecules.
