TOWARDS PROMOTES INNOVATIVE POLICIES

FOR HOUSING AFFORDABILITY IN ARAB
COUNTRIES;
By: Dr. Arch. Ayman M Nour Afify

Abstract:Cities in Arab countries are growing at extraordinary rates, often
compressing into decades the urbanization process that has
taken centuries in Arab countries. In coping with this growth,
public authorities have devised a wide range of policy
instruments to influence the rate and character of city expansion,
to meet the needs of people for housing and urban services, and
to allocate resources in ways that redistribute both the costs and
benefits of urban growth. Ideally, such policy formulation
should be informed by a careful understanding of the behavior
of urban markets.

Over the past two decades, the scope of housing problems and
the policies available to tackle them have been redefined
radically. We need to see both problems and policies in the
context of the national and local housing market. Planners in the
housing sector may operate in the private, public or nonprofit
sector; all need an understanding of how the formal and
(usually) informal housing markets work and how policy
influences the operation of the market, both intentionally and in
unintended ways.
This paper aims to analyze the different Housing Problems and
the existing situation for housing market in Egypt, and then
explores the structure of housing polices for both low and
middle-income communities in the context of the housing
market as a whole. The paper will also highlight the policy
issues and approaches to solving them through promotes
innovative policies & mechanisms for housing affordability in
Arab countries to increase the availability of affordable housing
for low and middle-income households.
