On April 14, 2009, Roger Phillips of Gannett Fleming, Ine., the Lynn Township Sewer Authority
Engineer, contacted you concerning the potential for a revision to the process selected in the
Township's approved Act $37 Plan, You informed Mr, Phillips that no official revision to the
Act 537 Plan would be necessary and that the Township should just notify the PADEP officially
that the process will be revised from the VIP process stated in the PADEP Act 537 Plan
Approval letter, You indicated that the submission of an evaluation of the processes would be
sufficient to document the change, You also indicated that an evaluation of the user costs should
be included with the submission since the project may be seeking PENNVEST funding, Included
herein are the following documents prepared by Gannett Fleming, Ine. in support of the request:

As indicated in the evaluation, it is anticipated that the expansion will utilize the MLE process,
However, the specifies of the selected process, as well as the design calculations will be

SUBJECT: Preliminary Process Evaluation for LTSA.

Background:
Lynn Township had received approval of an Act 537 Plan in January of 2009; the plan was prepared by
Keystone Engineers, and Bassett Engineering, Inc. (BE) The LTSA owns and operates the sanitary
sewer facilities. The Act 537 Plan provides for the expansion of the LTSA WWTP to 0.16 mgd Annual
Average Daily Flow (AADP) by utilizing the Virginia Initiative Plant (VIP) Process, The Authority
passed two motions, to recommend to the Board of Supervisors (BOS) that they allow the LTSA more
time to complete an additional alternate analysis to include alternative processes to the recommended
VIP in order to determine if there is a more efficient cost effective and applicable treatment process than
what was recommended in the 537 plan. On March 12, 2009, at the Lynn township Board of Supervisors
meeting, the BOS voted 2 — 1 to allow the LTSA to continue with an evaluation of alternate process, to
be performed by GF.
‘This memorandum evaluates process alternatives considering recent influent flow metering and influent
sampling data to meet draft National Pollution Discharge Elimination System (NPDES) permit limits,
and provides relative life cycle costs. Process alternatives were established based upon the
recommended process from the Act 537 Plan by others and suitability based on a cursory review by GF.
‘The alternatives were evaluated based on capital costs plus operating costs including: electrical
consumption, chemical costs, labor costs and sludge disposal,
This process evaluation analyzes five alternatives:
VIP process within the existing tankage
Modified Ludzack-Bttinger (MLE) process within the existing tankage
‘VIP process with new tankage
MLE process with new tankage
‘Sequencing Batch Reactors (SBR) with new tankage
Draft NPDES Permit
NPDES Permit No. PA 0070254 was issued to LTSA in draft form for discharge of treated wastewater
to the Ontelaunee Creek. The draft permit is effective December 1, 2008 through November 30, 2013.
‘The NPDES permit sets concentration effluent limits for Carbonaceous Biochemical Oxygen Demand
(CBOD), Total Suspended Solids (TSS), Ammonia (NHs-N), Total Residual Chlorine, Total Phosphorus
(TP), Dissolved Oxygen, pH, and Fecal Coliform for monthly, weekly, and instantaneous values. In
addition, the NPDES permit includes local Total Maximum Daily Load (TMDL) limits for total
suspended solids and total phosphorus associated the public water supply of the City of Reading. The
‘TMDL limitations are based on annual mass loadings and will be effective from December 1, 2010
