Ruchira Kamboj was appointed as the Permanent Representative of India to UNESCO, Paris with the rank of Ambassador. Ravindra Kumar, Editor of The Statesman was elected as President of The Indian Newspaper Society for the year 2013-14. Sri Srinivasan was sworn in as a first IndianAmerican judge of the US Courts of Appeal for the District of Columbia Circuit. The Association of Mutual Funds in India (AMFI) appointed Sundeep Sikka, Reliance MF President and Chief Executive, as its Chairman. Government of India appointed Justice Vangala Eswaraiah, former Acting Chief Justice of Andhra Pradesh High Court as the Chairperson of the National Commission for Backward Classes. The National Spot Exchange Limited appointed Saji Cherian as the new Managing Director and Chief Executive Officer of the company. 10. Deepak Sandhu became the first woman Chief Information Commissioner. She replaced Satyananda Mishra.

Tata Sons have signed an agreement with Singapore Airlines to set up a new airline in India. Tata Sons will control the majority 51 percent stake, while Singapore Airlines will own 49 percent.

The government announced the constitution of the Seventh Pay Commission to revise salary and pension. Its recommendations are likely to be implemented with effect from January 1, 2016. 146. The United Nations High Commissioner for Human Rights Navi Pillay set a March 2014 deadline for the Sri Lankan government to engage in a credible national inquiry into reported cases of human rights violation. 147. TRAI recommended implementation of mobile number portability across the country within six months. 148. A panel headed by Raghuram Rajan has recommended a new index of backwardness in States. The new methodology ranks Odisha as Indias most backward State, Bihar as the second most backward. Goa is Indias most developed State. The committee has proposed an index of backwardness composed of 10 equally weighted indicators. The 10 States that score above 0.6 (out of 1) on the composite index have been classified as the least developed, the 11 States that scored from 0.4 to 0.6 are less developed and the seven that scored less than 0.4 are relatively developed. 149. Small destinations in the country will have air connectivity with a network of more than 100 airports planned to meet the expected passenger load capacity of 30 crore by 2020, Prime Minister Manmohan Singh said. 156. India's unemployment rate rose to 4.7% in 2012-13 from 3.8% in 2011-12 due to a sharp slowdown in the industry and infrastructure sectors. 157. The per capita annual income in Delhi has increased to Rs 2.01 lakh in 2012-13 compared to Rs 1.73 lakh in the previous fiscal, which is three times the national average and highest in the country. The Reserve Bank said its 'Basic Savings Bank Deposit Account (BSBDA) guidelines are applicable to "all scheduled commercial banks in India. However, holders of 'Basic Savings Bank Deposit Account' will not be eligible for opening any other savings account in that bank.
