1.1 Risk Assessment
6lease remember that organisers of events have a legal responsibilit$ to ensure the 1ealth' Safet$ and 4elfare of an$ emplo$ees' volunteer helpers or contractors involved in arranging the event and to the public and participants attending' carr$ing out a detailed ris" assessment should ensure this. All ha%ards associated !ith the event should be identified' the level of ris" assessed and appropriate action ta"en to reduce these ris"s to an acceptable level. All events must compl$ !ith recognised safet$ standards and $ou must ta"e all reasonable precautions to ensure the event ta"es place safel$. A formal record should be "ept of the ris" assessments. A simple guidance note and an e5ample form are provided !ith this pac". .ompleted forms should be retained for future reference. 4here the event consists of more than one attraction e.g. a summer fete a !ritten ris" assessment ma$ be re-uired for each activit$. *n these circumstances' the enclosed ris" assessment form can be photocopied. As the organiser of an event $ou have legal responsibilities to ensure the health' safet$ and !elfare of an$ emplo$ees' volunteers' and contractors involved in arranging the event@ and of the public and participants attending. All events must compl$ !ith recognised safet$ standards and $ou must ta"e all reasonable precautions to ensure the event ta"es place safel$. The event organiserBs best tool for determining potential ha%ards connected to their event is a ris" assessment. A full ris" assessment must be carried out for all events. A ris" assessment needs to identif$ the activities' !hich ma"e up an event and the ha%ards that are

associated !ith each activit$' together !ith a ris" rating. An$ contractors involved in $our event must also carr$ out ris" assessments. Accordingl$' if $ou are emplo$ing contractors/other organisations it is $our dut$ to ensure that $ou obtain copies of the ris" assessments. The follo!ing guidance should aid $ou in carr$ing out $our ris" assessments. 6lease also see the e5ample form' !hich provides detailed e5amples of some event components. The paragraph numbers belo! relate to the headings on the ;vent 8is" Assessment )orm for ease of reference.

An activit$ is an$thing !hich is ta"ing place as part of $our event' i.e. stalls' face painting' fairground rides' car boot sale' staged events' music' dancing' sports activities' fire!or"s' laser sho!' parade' mar-uee/tent' food' alcoholic refreshment' etc. *n addition' !ithin the activities column $ou must also include the provisions $ou must ma"e to enable the activities to ta"e place safel$' i.e. first aid' ste!arding/securit$' cro!d management' car par"ing' site fencing/barriers' fire precautions and e-uipment' potential ma,or incidents' evacuation procedure &due to emergenc$ or inclement !eather(' stages/mar-uees/temporar$ structures' !aste collection/handling/disposal' cash collection and signage. 6lease note that these lists are not e5haustive. All activities must be clearl$ identified on the event/site la$out plan $ou submit.

All ha%ards must be identified for each activit$. A ha%ard is something !ith the potential to cause harm' i.e. slipping/tripping/falling ha%ards' ha%ards relating to fire ris"s or fire evacuation procedures' an$ chemicals/fumes/substances ha%ardous to health' moving parts of machiner$' vehicle movement' electrical safet$ including use of portable electrical appliances' lifting/carr$ing/moving' high noise levels' poor lighting/heating/ventilation' an$ possible ha%ard from specific demonstrations/activities' cro!d intensit$ and pinch points C i.e. areas !here there is restricted access/e5it for the amount of people. This list is not e5haustive and care should be ta"en to identif$ an$ other ha%ards associated !ith the specific activities !ithin the event.

)or each ha%ard identified' list all those !ho ma$ be affected. 3o not list individuals b$ name' ,ust list groups of people' i.e. ste!ards' emplo$ees' volunteers' contractors' vendors/e5hibitors/performers' members of the public' people !ith disabilities' children/elderl$ people' e5pectant mothers and local residents. This list is not e5haustive.

8is" is the chance that someone !ill be harmed b$ the ha%ard. The e5tent of the ris" arising from the ha%ards identified must be evaluated' i.e. high' medium or lo!' and actions then ta"en to minimi%e the ris". Dou should be ta"ing into account an$ information' instruction and training regarding the event and the activities involved@ and compliance !ith legislative standards' codes of good practice and 0ritish Standards. ;5amples of ris"s and their categories are as follo!s ig+ *e"ium 2o. An inflatable bounc$ castle !hich is not tied do!n being used in adverse !eather conditions b$ $oung children@ or a fairground chair ride !ithout sufficient safe space around it. )ace painting being underta"en !ithout the "no!ledge of childrenBs allergies. A mime artist performing amongst the cro!d.

)or each ris" consider !hether or not it can be eliminated completel$. *f it cannot' then decide !hat must be done to reduce it to as lo! a ris" as far as is reasonabl$ practicable an.

All identified ris"s can be minimi%ed b$ ta"ing appropriate action. i.e. preventing access to the ha%ard b$ enclosure/segregation' safe-!or"ing procedures' ade-uate Signage/training/instruction' find a substitute for that activit$/machine etc' provide !elfare facilities for removal of contamination/first aid' removal of the ha%ard' etc. 6ersonal 6rotective e-uipment should be considered as a last resort. This list is not e5haustive. )or the e5amples listed in E above' action ta"en to minimi%e the ris" could be to secure the inflatable !ith gu$ ropes@ suppl$ sufficient barrier-ed space around the fair ride@ as" parents/guardians regarding allergies@ supervise the mime artist.
