When we talk about a technical computer system like using Microsoft word to write a book.

There is no expert knowledge of the operator required to use Microsoft word. It is mere typing , saving and formatting. So operators efficiency will not affect the performance of the system.

Whereas when we talk about socio-technical system like a system for publishing a book this system definitely requires the operators ability to operate the system, put in right data, troubleshooting knowledge etc to ensure proper working of the system. If the operator has adequate knowledge of the system, its operation, troubleshooting this definitely would increase the performance of the system thereby achieving organizational goals.

The idea of socio-technical system is to optimize both social and technical aspects of the system.
