Aims
To strengthen in a sustainable manner the Veterinary Services compliance with OIE standards defined in the OIE Terrestrial Animal Health Code To determine precisely what activities and means are needed to bring the Veterinary Services progressively and sustainably into line with OIE quality standards

Objectives
1. To protect human and environmental health from hazards caused by animal diseases and zoonoses; 2. To establish a modern and responsive veterinary services; 3. To formulate, promote, enforce, implement rules, policies and programs for the promotion of animal health, animal welfare and environment-friendly animal production processes; 4. To institutionalize inter-agency, multi-sectoral and local government cooperation on animal health and veterinary service programs;

1. Crafting the Veterinary Services Strategic Plan
Formation of a dedicated Technical Writing Group to finalize the Strategic Plan Fitting this in with the rationalization plan (streamlining) of the government Matching with the priorities and banner programs of the current administration Possible incorporation into the Philippine Medium Term Development Plan (2011-2016)

2. Sourcing of funds
Diligently working within the system: regularly submitting budget proposals and justification Utilizing income from regulatory activities and services for the development and modernization of government facilities and enhancing efficiency of services Improving external assistance through international donor funding

Threats of transboundary diseases (e.g., Foot and Mouth Disease, Hog Cholera, Newcastle Disease), zoonoses (e.g. Highly Pathogenic Avian Influenza, Rabies, Anthrax, Influenza AH1N1) and emerging diseases Coping with forces of nature (tsunamis, earthquakes, floods), effects of global climate change, rational use of drugs and biologicals in animals, bioterrorism Compliance to international standards and guidelines
