After obtaining the subscription information from the SPR, the PCRF stores the information in the local database and then generates the corresponding policy information based on the subscription information stored in the local database. The PCRF allows you to manage the associations between subscribers and services, including subscription information and service mappings. The UPCC Web UI allows you to add, modify, delete, or query subscription information. The UPCC enables carriers to simplify the management of subscribers by classifying subscribers into groups according to different subscriber attributes

This feature allows the UPCC to exert static policy control over the PCEF based on Diameter protocol. When an IP-CAN session is established, the UPCC makes a policy decision according to the initial subscription information, and delivers the policy control rules to the PCEF for enforcement. To improve reliability and support the exchange of a large number of messages between the UPCC and a peer NE, the UPCC allows you to configure multiple signaling links (for example, TCP or SCTP based Diameter links) between the UPCC and a peer NE. The flow control function prevents the UPCC from being congested when the traffic volume exceeds the upper limit of the processing capability of the UPCC This feature allows the system to be rolled back when the system upgrade fails.
