Vessel Seaworthiness & Cargo- Seaworthiness

Seaworthiness basically can be defined as the fitness of the vessel in all respects to encounter the ordinary perils of the sea that could be expected on her voyage, and deliver the cargo safely to its destination.

What exactly does Fitness mean? Is it just the physical fitness of the vessel or does it extend s to cover its equipment, crew and documents?

Is it just limited to the ability of the vessel to sail or does it extend to cover its ability to receive the cargo?
