Egyptian Government's Program to Sustain Democratic Process

At this crucial moment, where Egypt is exposed to


a serious danger caused by a terrorist threat
jeopardizing its national security and aiming to
shake the very basis of the State by resorting to
violence, intimidation and sectarianism; the
Egyptian government asserts, in both words and
deeds, that it will not tolerate nor hesitate to
confront, with strong determination, those targeting
its national security and safety of its citizens. Egypt
will continue to keep its national interest above all
other considerations, rejecting any form of foreign
pressure or intervention, and is determined to
ensure the safety of the country and its citizens
leveraging all resources required to defend them.

While the state's relentless, uncompromising fight


against security threats persists, the government

affirms its unshakable belief in and absolute
commitment to working on both social and political
levels towards establishing a democratic system

that will guarantee the rights and freedoms of all
Egyptians.
The government declares that it will spare no effort
to end the bloodshed and defuse the tension among
Egyptians. To this end, the government is reaching
out to all peaceful Egyptians who denounce
violence, uphold the roadmap as outlined in the
Constitutional Declaration, and have no blood on
their hands - a bright future for Egypt becomes
feasible only when harmony and solidarity prevail.

Accordingly, the government announces the launch


of "Egypt's Program to Sustain the Democratic
Process". The program gives an opportunity for all
Egyptians to participate, politically and socially, in
determining the measures necessary to ensure the
progress of the democratic process, safeguard the
fundamental rights and freedoms of all Egyptians
during the transitional period, and guarantee free
parliamentary and presidential elections, all in
accordance with the following principles:

1. Completing the roadmap according to the


Constitutional
Declaration
in
a
way
guaranteeing full participation of all political
powers. Besides, a referendum on the new
constitution along with free and fair
parliamentary and presidential elections are to
be held in due time in presence of all legislative
and actual rules.

2. The government's determination to ensure
security and stability to all citizens, while

protecting their lives, freedoms and property,
and to combat violence, terrorism and

lawlessness.
3. The government's commitment to continue
building institutions contributing to support of
democratic process, including the restructuring
or completion and activation of the National
Council for Human Rights, the National
Council for Women, the National Council for
Justice and Equality, as well as empowering
them all to fully carry out their roles in
promoting democracy, equality among citizens,
confronting effectively to sectarian strife and
protecting women's rights and accrued
privileges in society.

4. The government's resumption, in consultation


with all political powers and civil society, to the
legal, administrative and executive framework
guaranteeing democratic process' completion
and integrity. This framework includes the
abolition of the emergency state, immediately
after the end of the reasons necessitating such
state, and the issuance of new legislations;
allowing freedom of civil society, information
access
and
exchange,
and
peaceful
demonstrations. They are to regulate elections
funding, ensure independence of the Higher
Commission for Elections and its supervision
over the entire electoral process, and allow
oversight on the Commission by national and
international observers as well.

5. Reaffirming the commitment of the state to


protect the rights and freedoms of all citizens as
provided in Egyptian laws, as well as in
international conventions and agreements. This
includes guaranteeing the right to peacefully
demonstrate in accordance with international
laws and standards, which criminalize those
violating peaceful demonstrations, blocking
roads, using force, to threaten other people's
lives and property, or inciting violence.

6. Providing all citizens, having no blood on their

hands, with equal opportunities for political
action and participation in the democratic
process, as long as they are committed to the
rule of law, the roadmap, violence
denouncement, and peacefulness believing in
equality
among
all
citizens
without

discrimination.
7. Ensuring that all parties wishing to participate
in the political process are unconditionally ) 7
rejecting violence and are surrendering all
weapons.

8. Confronting all forms of attacks on all houses


of worship all over the country, respecting all
citizens' rights to practice their religion freely
and safely within the regulations of public order
and strictly forbidding the use of houses of
worship for political activity as well as working
on establishing a non-discriminatory culture
among citizens and introducing legislations that
protect citizenship and ensure equality among
all segments of the Egyptian society.

9. The government's commitment to develop a
legal and professional framework protecting
freedom of opinion and expression, while
stipulating media codes of conduct and self.
censorship, so as to guarantee their
independence.

10. Inviting all citizens to stand together to rebuild
Egypt, support the national economy, adopt
higher principles of work integrity, increase
productivity and exert every possible effort
enabling the government to offer decent living
for all Egyptians. Moreover, the government
commits itself to ensure social justice, being
one of the most important demands of the
revolution, and to provide a sustainable national

program as well as to guarantee achievement of
social protection to those who deserve it.

11. The government's implementation to a
transitional justice national program. This
program could be implemented, on the one
hand, through national independent committees
aiming to restore solidarity, unity and harmony
to society by promoting mechanisms of
transparency, accountability, and reconciliation.
On the other, it could through resuming factfinding committees' works regarding various
crimes associated with or subsequent to the
revolution as well as through passing a
transitional justice law to apply the foregoing.

For implementation purposes, the government of


Egypt calls onto all political and civil powers to
participate in applying this program, provided that a
working group will be immediately formed
comprising representatives from the government,
the presidency and political and civil powers who
will follow up the implementation of this program
during the transitional period. Furthermore, this
group will submit their recommendations and
outcomes regularly to the National Reconciliation
Committee, the National Defense Council and the
Council of Ministers. It will also communicate its
outcomes regularly to the public.
