To Amend the Home Rule Charter

of the City of Philadelphia
Proposing an amendment to the Philadelphia Home Rule Charter to
Call upon the Pennsylvania General Assembly and the
Governor to abolish the School Reform Commission
and return local control of Philadelphias schools
WHEREAS, an amendment to the Philadelphia Home Rule Charter may be proposed by a petition signed by not less
than twenty thousand registered electors of the city; now therefore
RESOLVED, BY A SUFFICIENT NUMBER OF ELECTORS OF THE CITY OF PHILADELPHIA, that the following amendment
to the Philadelphia Home Rule Charter is hereby proposed to be submitted to the electors of the City on an election
date designated by ordinance:
Proposed Amendment to Home Rule Charter
Chapter 5 entitled Referenda Approved By Voters of Article VIII of the Home Rule Charter of the City of
Philadelphia, entitled Provisions Of General Application of the Home Rule Charter of the City of Phila-
delphia, shall be amended to add the following new provision:
8-504. Restoring Local Control of Philadelphias Schools.
We, the citizens of Philadelphia, believe the states takeover of our schools through the School Reform Commission
has weakened the voices of parents and community in the operation of public education in Philadelphia. We
call upon the Pennsylvania General Assembly and the Governor to abolish the School Reform Commission and
return local control of Philadelphias schools. All appropriate City ofcials are hereby vested with the duty and the
responsibility to take all appropriate steps, to the fullest extent allowable under law, to promote and defend the
will and mandate of the people.
Proposed Ballot Question for consideration by the City Council:
Shall the Home Rule Charter be amended to call upon the Pennsylvania
General Assembly and the Governor to abolish the School Reform
Commission and return local control of Philadelphias schools?

To the Clerk of the City Council: We, the undersigned, all of
whom severally declare that we are qualied and registered electors
of the City of Philadelphia, do hereby petition the President of the City
Council to submit for consideration of the City Council the question as
to whether the amendment set forth above shall be submitted to the
qualied electors of the city for their approval or disapproval.
NOTE: This afdavit must be executed after all signatures
have been obtained
NOTICE -- INSTRUCTIONS -- READ CAREFULLY
1. SIGNERS: (a) Signers must be qualied, registered electors of the City of
Philadelphia. (b) Each elector must personally sign his/her name as it appears
on registration records, insert his/her printed name, his/her occupation and
the date of signing (e.g. mm/dd/yy or Month, Day, Year). (c) Ditto marks may
not be used.
2. CIRCULATORS AFFIDAVIT: Every sheet must have the afdavit of the circu-
lator executed after the signatures have been obtained.
3. ASSEMBLING PETITIONS: All sheets must be fastened together before ling
and should be numbered consecutively. A single sheet is considered one page.
4. REVISIONS TO PROPOSED AMENDMENTS: The city solicitor or head of the
law department may alter the form or language of the proposed amendment
only with the approval of the following four signers of the petition: Christen
Woods, Jessica Marie Burgan, Stanley J. Shapiro and Keith M. Tubbs.
