A BILL
To prohibit congressional recesses until Congress adopts a
concurrent resolution on the budget that results in a
balanced Federal budget by fiscal year 2024, and for
other purposes.
Be it enacted by the Senate and House of Representa- 1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the Do Your Job Act. 4
SEC. 2. FINDINGS. 5
Congress finds the following: 6

(1) The Federal debt exceeds 1
$17,000,000,000,000 and continues to grow. 2
(2) It is the responsibility of Members of Con- 3
gress to enact and implement policies that encourage 4
economic growth and job creation, including a bal- 5
anced budget. 6
(3) In 2013, the House of Representatives was 7
in session only 160 days and the Senate was in ses- 8
sion only 156 days. 9
(4) Congressional recess in a time of excessive 10
national debt is a lost opportunity to reach agree- 11
ment about a balanced budget. 12
SEC. 3. NO CONGRESSIONAL RECESSES. 13
(a) IN GENERAL.During the period beginning on 14
the date of enactment of this Act and ending on the date 15
specified in subsection (b), neither the Senate nor the 16
House of Representatives may recess or stand adjourned 17
for a period of longer than 24 hours. 18
(b) BALANCED BUDGET AGREED TO.The date de- 19
scribed in this subsection is the date a concurrent resolu- 20
tion on the budget is agreed to that establishes a level 21
of deficit of $0 or a surplus by not later than fiscal year 22
2024. 23
(c) RULES OF HOUSE OF REPRESENTATIVES AND 24
SENATE.This section is enacted by Congress 25

(1) as an exercise of the rulemaking power of 1
the Senate and House of Representatives, respec- 2
tively, and as such it is deemed a part of the rules 3
of each House, respectively, and it supersedes other 4
rules only to the extent that it is inconsistent with 5
such rules; and 6
(2) with full recognition of the constitutional 7
right of either House to change the rules (so far as 8
relating to the procedure of that House) at any time, 9
in the same manner, and to the same extent as in 10
the case of any other rule of that House. 11
SEC. 4. HOUSE AND SENATE APPROVAL OF REGULAR AP- 12
PROPRIATION BILLS. 13
Section 312 of the Congressional Budget Act of 1974 14
is amended by adding at the end the following new sub- 15
section: 16
(g) HOUSE AND SENATE APPROVAL OF REGULAR 17
APPROPRIATION BILLS. 18
(1) POINT OF ORDER IN THE HOUSE OF REP- 19
RESENTATIVES AGAINST ADJOURNING IN AUGUST 20
UNTIL HOUSE PASSAGE OF ALL APPROPRIATION 21
BILLS.It shall not be in order in the House of 22
Representatives to consider any resolution providing 23
for an adjournment period of more than three cal- 24
endar days during the month of August until the 25

House of Representatives has approved annual ap- 1
propriation bills providing new budget authority 2
under the jurisdiction of all the subcommittees of 3
the Committee on Appropriations of the House of 4
Representatives for the fiscal year beginning on Oc- 5
tober 1 of such year. 6
(2) POINTS OF ORDER IN THE HOUSE OF REP- 7
RESENTATIVES AND SENATE AGAINST ADJOURNING 8
UNTIL HOUSE AND SENATE PASSAGE OF ALL APPRO- 9
PRIATION BILLS.Beginning on October 1 of a ses- 10
sion of Congress and during the duration of that 11
session, it shall not be in order in the House of Rep- 12
resentatives or the Senate to consider any resolution 13
providing for an adjournment period of more than 14
three calendar days for the duration of that session 15
until the annual appropriation bills providing new 16
budget authority under the jurisdiction of all the 17
subcommittees of the Committees on Appropriations 18
of the House of Representatives and the Senate for 19
the fiscal year beginning on October 1 of such year 20
have been presented to the President under section 21
7 of article I of the Constitution.. 22
