This document lays down performance specifications for IMPLEMENT ATION OF CONDITIONAL
ACCESS SYSTEM (CAS) at Todapur. The scope for this PROJ ECT is detailed inthe specifications as given
below:

.NTRODUCTION
SATDlIntro/2013
Doordarshan is presently providing free to air DTH service with 59 SDTV channels. The DTH
platform is being expanded by increasing the capacity up to 97 channels. All the channels in MPEG-2
DVB-S will be in free to air mode and all the channels in MPEG-4 DVB-S2 standard will be in free to
view mode for subscribers after one time registration. Conditional Access System (CAS) will initially be
introduced inonly two streams of MPEG-4 DVB-S2 to count the total no. of active subscribers.
Doordarshan desire that more than one STB manufactures can sell their STB in Indian market
with Doordarshan approved CAS and Firmware/Middleware so that Doordarshan can count total number
of viewers and control look and feel in all STB marketed in India. A schematic Block diagram of CAS
implementation model is given inAnnexure-2A.
All software licenses are to be given to Doordarshan on perpetual basis without specifying any
time limit or without specifying any end of lifeof software. Any up-gradation of software will begiven to
Doordarshan without any additional cost during period of warranty starting from the date of
commissioning.
The offer shall include supply, installation, testing, commissioning and Operation &Maintenance
of Hardware, software Firmware/Middleware &works related to new registration and reactivation of
STBs of the viewers. Setup should be complete in all respects. A representative block schematic is
provided to give a general idea about the intended configuration. A complete schematic of actuallv
proposed implementation should be supplied alone: with the Quote.
1.1 Eligibility Criteria DVB CAS Company
Tenders are invited fromaDVB Conditional Access System (CAS) Company fulfilling the following
eligibility criteria:
a) The CAS system should be industry proven fromareputed CAS Company.
b) Offered CAS system should beDVB-CSA Complaint.
c) The bidder should have successfully implemented their CAS system and it should be functioning in, at
least, 5 nos of leading Indian or International DTH or Digital Cable System, since the last three years
(the date of NIT shall be taken as the cut off date) out of which at least one DTH installation is
mandatory~
d) The STBs installed base at each of the above 5 installations should at least be one Million and one DTH
installation having at least 2 Million installed STB base.
e) Bidder's CAS system should have been integrated in the STBs of at least three different OEMs using
different leading chipsets.
t) The offered Firmware / Middleware software Solution should be functional in at least five DTH / MSO
Cable Systemout of which at least one should be on DTH platform.
g) It shall bearegistered company in India.
h) All relevant documents like purchase/work orders, completion certificate, Certificate from DTH operator
/ MSO, Certificate from Chipset Manufacturer etc in support of eligibility criteria are to be enclosed with
thetender.

2.0 Scopeof Project

The scope of the project is to implement DVB - CSA compliant conditional Access System (CAS) in
Doordarshan's DTH platform, which shall include the following not limited to: _
I. Supply, installation, testing, commissioning and Operation & Maintenance of OVB CAS System
including Hardware, software Firmware/Middleware &works related to implementation of CAS in
Doordarshan's DTH Earth Station at Todapur, New Delhi (As per block diagram in Annexure 2). Bidder
should submit ablock sc.hematic of their offered solution along with the bid document.
2. Complete Hardware (with redundancy) and Software for Implementation of CAS including SMS, EMM,
ECM servers etc. (Details with make, model, quantity and itemno. to beprovided.)
3. Providing up-gradation, testing and downloading ofSTB Firmware/Middleware to all active STB's inthe
network.
4. Provide Subscriber Management System (SMS) including hardware, software and support services upto
the premises of short listed call center including the providing of all required interface Hardware &
Software to integrate it with the Hardware & Software of separately short listed call center service
providers.
5. Provide Services for new registration ofSTBs by
6. viewers. (Viewer shall register their STB on purchase through call center)
7. Provide Services of Reactivation of STBs by viewers. (Viewer shall renew their registration on annual
basis through call center)
8. Provide interface services to Call Centre Service Provider for implementation and operation of CAS
including receipt of complaints &feedback fromviewers. Call center service provider will beshort listed
separately by Doordarshan by inviting tenders.
9. Insertion of EPG data for all the channels operating on DD Direct+ DTH Platform. Aggregated EPG data
will beprovided through aagency separately short listed by Doordarshan.
10. Supply of CAM modules required for CI slots of 50 Professional IROs and demodulators installed in DD
Earth Stations.
11. Hardware &Software for Simulator facility. Details with make, model to beprovided.
12. Installation, Testing, Commissioning, Operation and Maintenance of all supplied Hardware &Software
items.
13. The above listed supplies and services, which are described in this specification in subsequent
clauses, will have to be provided without any cost to Doordarshan in lieu of the rights to sell their
"Client Security Components (CAS Hardware/ CAS Software /Smart Cards/ CAM Modules' etc)
for STBs to all STB manufacturers (Less than or equal to the maximum sale price as quoted in
Table-1A) whoever wants to sell their STB in India for receiving Doordarshan' DTH service".
14. CAS Vender shall declare the cost of Starter Kit and Service Fee for integration of CAS with Set Top Box
(STB) chip set per STB model of any STB OEM. (for any STB manufacturer whoever wants to sell their STB in
India, this will not be accountedfor deciding lowest bidder). In Table ~IB

.A. Features of conditional access system are as follows: -
,. Secure Over The Air (OTA) software downloader to STBs.
(a) Offered CAS system should support Secure over the Air (OTA) software downloader to STBs in
conjunction with the STB and Firmware/Middleware vendors.
(b) A remote secure software download mechanism must be present to update software/ replace security
into the STB or smart card (if applicable).
(c) All Conditional Access (CA) messages shall be fully encrypted, including return path communication
(if applicable).
(d) It should not be possible to alter the boot process nor to run pirate software on the STB (or the smart
card, if applicable).
2. CAS Systemshould have unique Hardware ID feature for each STBs which cannot bechanged.
3. A reliable redundancy mechanism must be available for all critical components including backup and
restore procedures.
4. It should be scalable by mere addition of hardware, CPU, memory capacity and extension of license as
theplatform grows interms of channels, transponders, products or s'ubscribers.
5. It should have tools to monitor the activities and status of all system components such as ECM, EMM
injectors etc. Alarms should begenerated for alerting operators of all abnormalities.
6. In order to control bandwidth, security and performance of the platform, priority and duration of
broadcast shall beconfigurable for the different EMM types.
7. The secure path used to send EMM shall allow encrypted data to be sent to STBs for instance to tune on a
particular channel or to display apicture or message.
8. Fingerprinting:
a. The finger printing should not be removable by pressing any key on the remote.
b. The fingerprinting should beon the top most layer of video.
c. The location of the finger printing can be set to random or specific location fromhead end
d. Background and text color should bechangeable
e. Transparency control should beavailable
f. Duration for display of Fingerprinting should becontrollable fromheadend

generation and archival of log for all activation and deactivation up to 2 years. Provide backup of full
database on DVD on monthly basis.
g) Subscriber Management System should be able to send feedback through mobile SMS (Short Messaging
Service), Telephone, or Web / email, to viewer.
h) Other Features:-
a. The rules for call back must beconfigurable per STB or group of STBs. In particular, automatic retry
should occur in case of connection failure or interruption. Manual, automatic, (configura~le) and
forced call back should also besupported along with adocument describing procedure for scheduling
call back.
b. Token management shall be supported along with the configurable conditions for call back.
c. A mechanism for geographical region/state wise or transponder wise configuration shall beavailable.
d. Parental control parameters must beconfigurable and updatable over the air.
e. Graphical User Interfaces shall allow easy operation of the system; inparticular, last minute changes
occurring on events must be introduced and dispatched efficiently.
f. Graphical User Interface shall display the all system information like CPU usage, Memory status etc.

III. It should be possible to force reactivation from a pre-registered telephone number of (existing
viewer) only.
IV. It should be possible to have a log of total no of new registrations and Reactivation with date
and time fromanyone pre-authorized phone number of dealers or retailers etc.
c. Incaseof Web:
I. It should be possible to limit total number of new registration and reactivation in one day from
anyone IP address.
II. It should bepossible to prohibit new registration or reactivation fromanyone IP address.
Ill. It should be possible to force reactivation from a pre-registered! last recorded IP address of
(existing viewer) only. In case of different IP address system should send OTP to viewers pre-
registered mobile for renewal.
iv. It should be possible to force reactivation from a pre-registered e-mail address of (existing
viewer) only.
v. It should bepossible to have a log of total no of new registrations and Reactivation with date and
time fromanyone pre-authorized IP address of dealers or retailers etc.
2.0 C. Basic condition for CAS Vendors:
I. CAS Vendor shall submit unique alphanumeric number of each Conditional Access Module/ Chip (CAM)
inadvance to DO at the time of its issuance to STB OEM.
2. Whenever, new STB Model by any OEM istested by CAS vendor, five such STB's are to be provided to
DO for verification testing before authorization to sell is issued to STB Manufacturer.
3. CAS system supplier should have the technical support centre in India to be able to maintain the system
on 24 x 7basis throughout the year. The firmmust have local support engineers and project managers.
4. CAM modules as detailed in the scope are required to be supplied for some of Professional IRDs and
demodulators installed in our Earth stations.

2.0D. Firmware/Middleware software: _
The offered FirmwarelMiddleware software Solution should meet the following:
1. The offered Firmware/Middleware software Solution should be functional in at least five DTH/MS\
Cable Systemout of which at least one should beon DTH platform.
2. The Firmware/Middleware to be installed in STB should provide a clear view of program information
playing on respective channels. It should also provide an ability for viewer to navigate to programming
information for future timings.

9. Firmware/Middleware should be compatible and adaptable to display program information inadditional
languages. STBs should be able to switch the complete information menu into a regional language as
opted by the user

16.Provide a simulator facility in DD Earth Stations to test any Firmware/Middleware version in sample
STB's before actually downloading through OTA to large numbers of STB's (as per block diagram

period subject to limitation of internal memory for collection via aUSB port or Ether net port'from some
of the STBs as and when required.
20.Modification in Firmware/Middleware are to be done as and when business process changes for delivery
of additional information on to STBs.

21.Date and Time facility on STB to becontrolled by the headend and not by the viewers.
22.Firmware/Middleware should provide a facility of "Power ON" picture Download, which can be
displayed on every Power On operation inSTB.
23.Firmware/Middleware should provide a facility of "Radio channel" picture Download, which can be
displayed on selection of any Radio channel in STB.
2.0 E. General Conditions to be fulfilled are as follows: -
I. CAS Company shall be required to enter into a Service Level Agreement (SLA)with Doordarshan
specifying the various terms and condition of the Services to be delivered by the CAS Company as
detailed inthis specification.
2. CAS vendor shall agree to authorize all STB manufacturers whoever wants to sell their STB's in
Indian Market at non discriminatory terms and conditions.
3. CAS vendor shall submit the list of terms and conditions to be met by any STB manufacturers to get
CAS certification along with the tender. No STB manufacturer shall be authorized by the CAS Vendor
without theprior approval of Doordarshan.
4. CAS vendor shall agree for extending all kind of help along with starter kit for implementation of
CAS system to any STB manufacturers (with their preferred Chipset) as and when recommended by
Doordarshan.
5. Offered CAS system should be DVB-CSA compliant. Bidder shall give a list of installation where
Simulcrypt have been implemented anywhere in the World along with the name of other CAS
systemoperating in simu1crypt mode.
6. CAS vendor shall agree for extending all kind of help in implementation of simulcrypt with any DVB-
CSA compliant CAS system, as and when desired by Doordarshan.
7. CAS vendor shall have a 24x7 Technical support staff in India or shall agree to establish technical
support center in India on receipt of work order within the delivery period of the order.
8. CAS vendor shall perform STB testing for any Doordarshan recommended STBs manufacturer and
submit a report to Doordarshan. All the authorized STB manufacturer may have to submit a
Performance Bank Guarantee from the date of issue of authorization by Doordarshan along with an
undertaking for agreeing to sell their STB's in Indian Market and complete other service &
performance requirements as per all legal terms and conditions laid down by Government of India and
maintain acall center and service centers for after sale service inrespect of their STBs sold inIndia.

The contract period shall be for a period of ten years which can be further extended who
consent. Accordingly Performance Bank Guarantee shall be extended for the extended perio~
contract.
The bidder shall submit the details of Firmware/Middleware firm aAd MP\: eY:icc Pm. ialf a\
with theauthorization letter to support Ooordarshan for at least ten years.
CAS and Firmware/Middleware firm shall not provide any data or update to STB's required by an~
broadcasters whose channel is on 00platform without the written consent fromDO.
CAS and Firmware/Middleware firmcan provide software with additional features to STB's OEMs to
support optional features in STBs (like USB port to play video or land photos, Ethernet port for
Internet connection, local HOO or flash drive etc) in addition to the basic feature requirements
stipulated by Ooordarshan after the written consent fromDO.
CAS OEM shall give an unctrtaking for inclusion of CAS inany DVB compliant compression system
separately purchased by Ooordarshan.
All web portals should beregistered inthe name of Doordarshan.
All software licenses are to be given to Ooordarshan on perpetual basis without specifying any time
limit or without specifying any date by which the supplied software automatically stop working. Any
up-gradation of software will be given to Ooordarshan without any additional cost during contract
period starting fromthe date of commissioning. At thetime of up gradation, new version shall beback
word compatible for smooth operation of existing STBs operating with older versions of CAS.
3.0Evaluation Criteria:
I. The Technical Evaluation committee shall evaluate the Technical Bids on the basis of their
responses in the submitted detailed technical solution and enclosed documents against the Scope
of work and requirements detailed inthis specification.
2. If required the bidder may beasked to provide demo during Tender evaluation within 15days from
the issue of request letter.
3. After Technical evaluation of Technical bids with respect to this specification , for Commercial
evaluation the bid will be decided by the Lowest Maximum quoted cost of client Security
Components (as quoted in Table-lA) (CAS Hardware/ CAS Software /Smart Cards/ CAM
Modules etc) for STBs to all STB manufacturers whoever wants to sell their STB in India for
receiving Doordarshan' DTH . The services shall beprovided for aperiod for Ten years as detailed
inthe Specification with an option to extend beyond 10years. .
4 Space:
Therequisite space for installation of CAS equipment will beprovided by Doordarshan inEarth
Station Todapur, New Delhi.

6. GENERAL
6.1 COMPLIANCE
(a) A point-by-point compliance statement from the orie:inal eauipment manufacturer (OEM)
in respect of all the points. sub-points and paras laid down in this specification from
pae:e 1 onwards is to be enclosed along with the offer. Mere signature on a copy of
Doordarshan specifications shall not beaccepted as acompliance statement.

(c) The manufacturer should also record the performance figures of the equipment offered in the quote
for which the compliance statement is enclosed.
(d) T~e compliance statement should be supported by highlighted record of these in the technical
literature/data sheets enclosed with the tender and a clear reference to the attached supporting
document should be given in the remarks column against each & every specs. Any offer without
proper supporting document of each & every specs and containing only a commercial hand
out/pamphlet will berejected.

(I) Any deviation from the specification detailed in the compliance statement is to be hi,

(g) Offers without proper &duly completed compliance statement are likely to berejected witht\
responsibility of Tenderer and no further claim/correspondence will beentertained.
6.2 Ordering Information
One soft copy of ordering informationlBili of material (in MS Excel format) should be provided
along withthequote inthesame format as DD BOM.
6.3 Documentation
Offer should include the supply of two complete sets of original documents in respect of installed
equipment (about operation and maintenance of equipments). All the information as asked above should
also be supplied in CDROM with each set of document. The CDROM supplied should have full features
of find and research facility of Microsoft. One set of the above manuals for each equipment should be
enclosed with the tender for technical evaluation. Offers without the manuals for evaluation are liableto
berejected.
6.4 Spares
I. Stocking of necessary spares required for the maiotenance of the equipment is the responsibil ityof bidder
during the contract period.
6.5 Necessary Requirement
I. Theoffer should indicate thetime frame for completing theactivities up to thecommissioning of theset-up
onabar chart.
2. All theessential items, which the manufacturer feels arenecessary to complete the equipment/cbain for the
full exploitation of all the features of the equipment offered to complete scope of project, need to be
included.
3. Thesystem/equipment preferably should bemountable into industry standard 19" rack.
4. All the servicesl system requirement necessary to meet the sPecificationsirequirement/scope should be
accounted for &need to beincluded.
5. Thesystemand services offered should becomplete inall .respects.
6. Theoffer incomplete inany respect is liableto berejected.
7. If required, bidder shall demonstrate any of the system /sub system along with operators &technical
manuals aspart of technical evaluation within 15days fromthedate of issue of request.
