Introduction
RUSA ,a central govt. sponsored scheme, proposed by
Ministry of Human Resource and development on 4
Oct. 2013.
RUSA- an intervention by center to reform the state
higher education.
Now, the funding of state universities and colleges
would be a part of RUSA.
Indias GER overtime
Objectives of RUSA
To achieve gross enrolment ratio (GER) target of 25.2%
by 12
th
FYP(five year plan) and 32% by 13
th
FYP.
To establish backward and forward relationship
between education and job market.
Improve equity in higher education by providing
opportunities to socially deprived.
To identity and fill up the critical gaps in higher
education.
Provide guidelines to state govt.
Funding under RUSA
RUSA would entail an expenditure of Rs. 98,134 cr over
12
th
and 13
th
FYP.
Funds would be shared between center and states in
the ratio of 65:35.(for NE,HP,J&K-90:10).
The states would receive the funds on the basis of
achievements and outcomes.(access, equity and
excellence).
Future strategies under RUSA
For 12
th
FYP:-
80 new state universities
100 new colleges (professional & technical)
54 existing colleges would be converted in to model
degree college.



For 13
th
FYP:-
273 new universities
388 colleges
266 colleges would be converted in to model
degree college.
20,000 faculty positions(in both12&13 plan).
States obligations
Creation State Higher Education Council(SHEC)
Adequate no. of full-time faculties
Performance based fund allocation
Allocation of 4% of GSDP
No funding to private institutions


Conclusion
Better utilization of funds
Generate enough no. of employment
Approach to Quality education
Focus on skill development
Linkage b/w education and job market.
