Abstract:

MuchofIndiasurbanpopulationlivesininformalandoftenillegalsettlements.Quantifyingthis
populationthroughstudiesandsurveysisimportantforalltypesofgovernmentaswellaslocaland
internationalhumanitarianorganizations.DuringthetimeIspentatHunnarshalaFoundationinBhuj
Kutch,Iwasinvolvedindevelopingmethodologyforacitywidecensusofinformalandillegal
settlements.InresponsetoHunnarshalaandpartnerNGOsexperiencesworkinginBhuj,the
methodologyofthesurveywasdesignedtoaddresstheinformalpopulationofBhujasaseriesof
distinctivecommunities,toactivelyengagethesecommunities,andtohelpthemtobuildthecapacityto
useandtakeownershipoftheinformation.

Thepurposeofthisstudyistoobserveandinformtheinitialimplementationthatsamecensusin
Bhuj,Kutch.Itisalsotoinformanyindividualororganizationthatisplanningtostudyorsurvey
vulnerablepopulationsandchallengethemtomaketheprocessmorethansimplyan
informationgatheringexercise.Theimpactofthesurveyintermsofcapacitybuildingcanonlybe
evaluatedinthelongterm,butthispaperseekstocloselyobserveitsimplementationinseveral
communitiesandanalyzethereactionsofthecommunitiesaswellasreflectionsfromthesurveyteamin
ordertoevaluatehowwellthemethodologyactuallyengagedthesecommunities.

Thispaperwillfirstdiscusssomeotherexamplesofsurveysandstudieswhathavesoughtto
followaparticipatoryapproach.ItwillalsoprovidesomecontextofslumcommunitiesinBhujandthe
workdonebyHunnarshalaFoundationandpartnerorganizations.Thesurveyitselfwillbeaddressedin
fourparts:adescriptionofsurveyandplannedmethodology,observationsandanalysisoftheinitial
implementationofthesurvey,reflectionsfromthesurveyteam,andfeedbackfrommembersofthe
communitiesthatparticipated.
