The Senate of the Republic of Haiti vote a new legal framework for the
Information Technologies and Communication (ICT) May 12, 2014 .

This law aims to:

1. Provide the electronic communications sector of a legal and
regulatory framework and effective and transparent institutional
mechanisms to ensure the harmonious and integrated
development of telecommunications networks and services
and promoting fair competition for the benefit of users and the
economy countries;
2. To ensure the provision of all of Haiti a public communication service
quality compatible with the projects and needs of users and local
communities by fostering access and universal service , the digital
economy and digital planning;
3. Provide to the national economy means to be more open and
increase its competitiveness by creating a favorable
environment for investment , public and private partnerships
and initiatives leading to the creation of value-added
services and wealth;
4. Establish the necessary conditions for an appropriation of modern
electronic communications can enhance productivity and production
capacity throughout the Haitian territory;
5. Promote the creation of direct and indirect jobs in the sector towards
a strong and sustained economic growth ;
6. To protect the user of electronic communications services in
the country .
