PREFACE
This document was developed at the outset of the Africa Campaign
on Disability and HIV & AIDS to share some of the principles and
thining behind the Campaign!s establishment" This document
outlines the overall Campaign strategy for #$$% to #$&& and
addresses immediate as well as long term priorities" It reflects the
combined efforts of a core group of individuals and organi'ations
who uphold the belief of human rights for all" A more detailed
Action (lan is posted on the Africa Campaign website

WHY A CAMPAIGN?
1ighty million people in -frica are di"abled2 ,hey make up a large proportion of people in the poore"t
communitie"3 +hich are al"o "e!erely affected by 4)5 6 -)7$2
Persons with disai!ities" who #a$e %& aro%nd '() o* a +o%ntr,-s &o&%!ation" are sti!! e.+!%ded
*ro# the res&onse to the AI/S &ande#i+0
7e"pite gro+ing international attention to the right" of per"on" +ith di"abilitie"3 -frican go!ernment"
and policy maker" rarely con"ider di"ability i""ue" +hen formulating their -)7$ "trategic plan"2
7e"pite their e8clu"ion3 per"on" +ith di"abilitie" are both +illing and able to po"iti!ely contribute to the
re"pon"e to the pandemic2
,he -frican 9nion3 9* "y"tem3 -)7$ donor"3 non go!ernmental organi:ation"3 -)7$ "er!ice"
organi:ation"3 the pri!ate "ector and di"abled people;" organi:ation" all ha!e a role to play to achie!e

,he "tigma e8perienced by per"on" +ith di"abilitie" mean" that they are le"" likely to marry and more
likely to ha!e "e!eral "e8ual partner" in a "erie" of un"table relation"hip"2 7i"abled +omen3 men3 and
children are al"o more likely to be !ictim" of "e8ual !iolence and rape2 Other factor" "uch a" phy"ical
dependence3 life in in"titution"3 di"abled communitie"3 and lack of acce"" to legal right"3 al"o make
them particularly !ulnerable to infection and abu"e2 $ome per"on" +ith di"abilitie" in -frica recei!e
blood tran"fu"ion"< other" might u"e inection drug"3 "till other" may "eek "er!ice" from traditional
healer" +ho"e practice" could facilitate 4)5 tran"mi""ion2 ,he"e ri"k factor" parallel tho"e of the
general population2

,oday there i" an urgent need for action and a+arene"" that 4)5 and -)7$ affect per"on" +ith
di"abilitie"3 too2 ,here i" al"o a need for di"abled per"on" them"el!e" to openly ackno+ledge that 4)5

their communitie" to maintain their health and +ell&being2

Per"on" +ith di"abilitie" acro"" -frica ha!e been feeling the impact of 4)5 6 -)7$ in their familie" and
communitie" "ince the beginning of the pandemic2 (any of the"e indi!idual" and group" ha!e
re"ponded to mitigate thi" impact on a local le!el3 thu" becoming !aluable actor" in their entourage2
4o+e!er3 a" the re"pon"e to 4)5 become" more organi:ed3 a" deci"ion" and re"ource" are
concentrated increa"ingly at the national le!el3 per"on" +ith di"abilitie" ha!e found them"el!e" at the
fringe" of the ci!il "ociety right"&ba"ed mo!ement and e8cluded from initiati!e" that a"pire to achie!e

,he concept of a pan&-frican net+ork of actor" +orking together to impro!e acce"" to 4)5 "er!ice" by
di"abled per"on" originated in Cenya in >//4 +here the -)7$ epidemic i" ad!anced and +here the
di"ability mo!ement i" +ell organi:ed2 )n thi" conte8t3 4andicap )nternational and local partner" began
to brain"torm on ho+ to reduce the !ulnerability of di"abled per"on" to 4)5 6 -)7$ through an
e8change of e8perience" and method" in the region2 ,he concept e8panded to an international le!el
u"ing the e8ample of the 9*-)7$ Global Coalition on Women and 4)5D-)7$2 4andicap )nternational
organi:ed a brain"torming meeting for international actor" in @ondon in the "ummer of >//5 to di"cu""
the po""ible +ay for+ard for e"tabli"hing a Coalition on 7i"ability and 4)5 6 -)7$ in -frica2
)n $eptember >//53 the $ecretariat of the -frican 7ecade of 7i"abled Per"on" created a platform at it"
)nternational Partner" Conference in -ddi" -baba for the concept of a Coalition on 7i"ability and 4)5
and -)7$ in -frica to be introduced to -frican leader"3 di"abled people;" organi"ation" and the
international *GO" pre"ent2 $ub"eEuently3 the $ecretariat of the -frican 7ecade a""umed o+ner"hip
of the initiati!e and adopted it a" a platform for action acro"" the continent2
- "erie" of meeting" bet+een the founding partner" and other "takeholder" +ere then held to clarify
obecti!e" and organi:ational "tructure2 )n particular3 participant" called for a lighter "tructure that relied
