GENERAL, - 24 22 23 24 25 26 27 Instrumentation and control systems shall conform to good engineering practices and procedures and shall be in accordance with the instrument specifications and referenced industry standards. Instrumentation shall be provided as indicated on the Piping and Instrument Diagrams, and in the individual equipment specifications. Instrument application shall be in accordance with AP! RP-551, latest revision, when not specifically covered in this specification. All instruments, components, relays, and devices shall be furnished with a permanent, stainless steel tag firmly affixed by either SS screws or SS wire. Each tag shall carry the instrument identification number only. The manufacturer's nameplate is not a substitute for the instrument tag. Tags for pressure gauges, thermocouples, and similar items shall be affixed by wire. Each panel mounted instrument shall have an engraved plastic or other suitable nameplate on the front of the panei immediately below the respective instrument, as well as a tag attached to the back of the instrument itself. The front tag shall contain the instrument number, service, and where applicable, the chart factor. The rear tag shall contain only the instrument number. All instruments furnished as part of “packaged ‘equipment’, etc, shall be identified as specified above, Local transmitters, local controllers, and local recorders shall be installed with a weatherproof case. Ink sets (or felt pen tips) and charts for three months of operation shall be furished with all recorders. ‘The preferred methods of dealing with electrical safety in hazardous areas are first, Increased safety(EExe), and second, Encapsulation(EExm). When these methods cannot be applied, the use of flameproof enclosures (EExd), Intrinsic safe (EExi), and Purged! Pressurized (EExp) shall be considered on a cas by case basis. The selection of EExd, EExi, or EExp when required, shall be made based on ‘operational considerations and shall be subject to Company review and approval. Whenever completed control loops are shown to be contained within skid limits, the Performing Agent shall ensure that each instrument is hooked up as folows: Pneumatic: A) Air supply shall be piped from an on-skid air header to each instrument. The air header will begin at skid edge with a block valve appropriate for the header, as defined elsewhere in the General Specifications. C) The output of each instrument shall be tubed to the respective control device. Electric: A) Power output shall be wired from a terminal strip within an on-skid junction box to the respective instrument, ) Signal output shall be wired from the instrument to the appropriate control device. 2.8 The Performing Agent shall only use new material whose quality is of the standard prescribed and which is in every way ft for its intended purpose, 2.9 The Performing Agent shall cary out the work in accordance with the standards listed herein and in accordance with any local "Statutory Regulations." 2.10 Instruments and electrical materials shall be furnished in accordance with the accepted list of Suppliers/Manufacturers. This document shall always be read in Conjunction with AGS-23 latest revision “Design of Instrumentation’. Any changes or alterations to the equipment to make it meet the requirements of the standards and codes shall be at the expense of the Performing Agent. Whenever equipment proposed by the Performing Agent cannot fully meet the requirements of this specification, such exceptions must be clearly stated in writing by the Performing Agent. No exceptions shall be aliowed unless approved by the Company in writing. The Performing Agent shall state when tendering that his proposed equipment either complies without exception to the requirements of this Specification, or, that it ‘complies subject to certain exceptions. The Performing Agent shall give a ‘detailed description of any exceptions, 5.0 WORKMANSHIP AND SAFETY 64 52 Only the best trade practices shall be used and all work must be done to the satisfaction of the Company. The Performing Agent shall carry out his work in a neat, workmanlike manner. The Performing Agent shall be responsible for protecting installed equipment from damage and pilferage. 6.0 INSTRUMENT MOUNTING AND FIXING 64 82 63 64 65 68 Al instruments shall be installed in accordance with the project standard installation detail drawings. All instrument materials for tubing, fittings, stands and supports shall be in accordance with the project standard installation detall drawings. No instrument with the exception of pressure gauges and temperature indicators shall be installed in such a way that it depends for support on the process piping or electrical connections to it. Pressure gauges of temperature indicators shall not be mounted directly on lines where vibration is likely to be present. Local-mounted instruments shall be bracketed, mounted on subpanels, or placed on a suitable pedestal, in accordance with the drawings. Theso instruments shall be secured to the nearest suitable firm stechwork in @ manner approved by the Company. Wherever possible, local-mounted instruments shall be‘ mounted at approximately 4.5 m (4.5 feet) above the grade or floor in an accessible position, Instruments shall not impede process operation, e.g., masking valves, elc, SPECIFICATION JAcs-9 Arthit Project | INSTALLATION OF INSTRUMENTS & CONTROLS fray pace 7 OF 16 70 6.7 Items such as miniature control valves, solenoid valves, etc., whose position is not specified shall be rack mounted on a framework at the rear of the panel, or in places approved by the Company. 6.8 _Differential-pressure instruments on gas or vapor service shall be mounted above process taps and connecting piping (or tubing) shall slope downwards towards the process taps, 6.9 _Differential-pressure instruments on liquid service shall be mounted below process taps and connecting piping (or tubing) shall slope upwards towards the process taps. 6.10 Hancrails shall not be used for supporting instruments or instrument ines unless approved by the Company. 6.11 Process piping may be used to support instrument lines only where approved by the ‘Company. 6.12 _ Instruments shall be mounted as close to the sensing points as possible. PIPING 7.1. Instrument taps and impulse lines from a process shall conform to the process line specification up to and including the first block valve. Block valves shall be ful ‘opening type. 7.2 All instrument process lines shall be run with a slope downward from instrument (except liquid flow measurements) of not less than one inch per 12 inches except where otherwise specified. 7.3. Steel process piping downstream of the first block vaive shall be as required in General Specification AGS-8, "Piping Materials” except connections for instruments shall be NPT threaded. Instrument air piping downstream of the header take-off block valve shall be schedule 8 ASTM A106, Grade B, galvanized per ASTM A120. Fittings shall be galvanized 3000 Ib ASTM A234, Grade WPB (NPT throaded). 7.4 Muttiple instrument lines shail be run in the vertical plane whenever possible and shall be run with the minimum number of changes of direction consistent with good practice and neat appearance. 7.5 Tubing shall be bent with correct size tubing bender. Use of elbow fittings is to be kept to minimum. A tubing cutter shall always be used to cut tubing. Cut tubing ‘ends shall be reamed prior to make-up. 7.6 All tubing shall be run in such @ manner as to give the maximum protection against ‘mechanical damage. SPECIFICATION jAGs-9 Arthit Project | INSTALLATION OF INSTRUMENTS & CONTROLS [gaya AcE _@ OF 16 7.7 Tubing run in permanent enclosures shall not have joints, except in special junction boxes provided for this purpose, 78 Where tubing is run in permanent enclosures, the Contractor shall ensure that entry and exit of such enclosures is clean and smooth, 79 Tubing tray shall be of standard manufacture, designed for the respective application and fabricated of stainless steel. Tray shall be of slotted design, manufacturer's standard tees, elbows, tubing clips, mounting and fixing hardware shall be used where required and be stainless steel, 7.10 Alltubing shall be rectilinear, neatly arranged, and securely supported, 7.11 Tubing unions shall be staggered and raised from the plan in which itis supported to allow “breakout” or tightening without distortion or damage to adjacent tubing runs. 7.12 Where the length of transmission tubing exceeds 60 m (200 feet), the Company should be consulted, as to the necessity of installing signal-booster relays. 7.43 Where permanent enclosures are left with space for instrument tubing to be pulled-in at some future date, a galvanized pull wire of adequate size shall be left in the tray. 7.14 Pipes or tubes installed, but not connected, shall have the ends plugged in an approved fashion to prevent the entry of foreign material 7.15 All reasonable precautions shall be taken to prevent foreign material entering tubing ‘and instrument piping before and during erection. Shields shall be grounded only at the control panel. Pairs of cables for different receivers may be run in the same conduit or shielded cable but no other conductors shall occupy the same conduit or shielded cable. Power cables shall not be run with signal cables. Power cables and signel cables shall be separated by a minimum of 80cm (12 inches.) or by use of an approved barrier strip. Where cables are run through conduit, the entry and exit shall be smooth and free from burrs. Cables shail be pulled into conduit in a way that ensures there is no damage to the cable. Splices shall be made only at terminals, in instruments or approved equipment, No intermediate splices shail be made on cable tray or in conduit. Shielded cable shall be of the insulated jacket type. GROUNDING 94 92 9.3 4 95 96 Grounding within the package shall be the Performing Agent's responsibilly, It shall comply with IEC requirements. Al instruments and equipment furnished by Performing Agent in a control panel shall be grounded effectively to the panel frame. The panel frame shall be grounded to the packaged equipment skid, where applicable, with a grounding conductor of minimum size 35 mm2 A suitable lug or terminal shall be bonded to the skid frame at two diagonally ‘opposite comers. These lugs shall be used in connecting the skid to the platform steel structure upon installation. The lugs shall be sized for 35/50 mm2 bare copper wire, The frames or cases of all instrument panels and mounting supports, as well as vessels, tanks, and structural parts shall be bonded to the grounding points on the skid if they are not attached to the skid structure by means of fusion welding. ‘All conduit, cable shields, and junction boxes are to be bonded to provide a continuous ground connection between respective items. Normally the connection will be provided by tightly-engaged condult threads. However a bare-copper bonded grounding conductor is to be provided inside all flexible conduits. Uniess otherwise required by the Company, shields of cables for analog instruments will be ungrounded on package skids. Care shall be" taken to avoid accidental contact with grounded parts. Conductors shall be protected from mechanical damage and rigidly supported on skids. Grounding conductors shall be installed in conduit where they extend over one (1) foot above skid floor. HAZARDOUS AREA REQUIREMENTS: 10.1 The determination of the area ciassitication shall be in accordance with IEC 60079- 10, 10.2 All Instruments in general shall be suitable for be suitable for the hazardous area classification cortiied by BASEEFA. or equal. 10.3 Instrument and controls equipment shall have @ surface temperature identiication number of T3 200°C (282°F) or better in accordance with IEC 80078-4. 10.4 The equipment for installation in classified andlor corrosive location shall be suitable for the hazard classification of the area and to be resistant to the corrosive vironment speciied PAINTING. 11.1 All materials supplied by the Contractor and not already protected in an approved manner shall have protective coatings per AGS-13, "Protective Coating.” Type 316 stainless stee! panels and parts do not require protective finishes. 11.2 Allnameplates shall be masked prior to painting. Paper masking is not acceptable. PROTECTION 124 The Contractor shall cover all instruments with polyethylene bags, containing desiccant for electric or electronic devices, and plywood (to protect glass) to ensure that the instruments are adequately protected from the weather, sandblasting and weld slag. The covers shail be kept in place at all times, except during work on the device they protect, until they are removed for start-up. TAG NUMBERING OF INSTRUMENTS, CABLES AND JUNCTION BOXES 134 132 Ih generat for process skid based packages the Company wil provide the contractor with applicable Project approved instrument tag numbers, cable numbers and junction boxlequipment tag numbers. Where the contractor has an established and documented instrument, cable and junction box tag numbering system for a proprietary eduipment package (within a ‘skid boundary) this system shall be used subject to Company approval Arthit Project SPECIFICATION 08-9 INSTALLATION OF INSTRUMENTS & CONTROLS jpay a PAGE 13 OF 16 140 15.0 IDENTIFICATION OF CABLES, LINES AND INSTRUMENTS 144 14.2 143 144 145 14.6 147 Al site-mounted instruments, junction boxes, air/gas headers, tubing, and wiring terminations shal be labeled or tagged in a manner approved by the Company. All cables shall be identified at both ends using engraved stainless steel tags (Panduit Permatag or Company approved equivalent). Cable tags shall be fixed using insulated stainless steol cable ties. All instruments shall be supplied and installed with a wired on 3168s engraved tag ‘Wire shall be 316ss. In addition an engraved traffolyte label shall be mounted local to the instrument either mounted on the associated instrument panel or local mounting stand. This label shall identify instrument tag number and full description of service. The label shall be black letters on white background, Al air headers and tubing lines shall be installed with wired on 316ss engraved tag giving applicable associated instrument tag number and service. All junction boxes shall be supplied and installed with traffolyte labels fixed on the front facing cover giving junction box tag number and service. This shall be in adcition to manufacturers nameplates External labels shall be stainless steel fixed with two stainless bolts or screws. The Teans of attaching the labels shall not affect the equipment NEMA or Ingress Protection (IP) rating or corification Control stations, panels and similar equipment shall also carry normal operating function labels ie. ‘stop’, ‘start’, ‘on’, ‘off ete. ‘STANDARDS OF MATERIALS 154 152 Materials supplied by the Contractor shall conform to the following standards unless otherwise specified or agreed in writing by the Company. Stainless steel tubing shall be seamless ASTM A269 fuly annealed type 316 stainless steel, Tubing shall have a hardness of Rockwell 8 80 or less, be free of scratches, and be suitable for bending. Plastic tubing is not acceptable (except when used within instruments), 15.4 Process tube fittings shall be 316 stainless steel, Process tubing shall be 316/316L, stainless steel. Tubing and fitings in contact with seawater shall be Monel. All tubing and fittings shall be Swagelok make no substitutions are acceptable. 15.5 High pressure installations shall be installed in accordance with the relevant "hookup" drawings. 15.6 Where required, flexible tubing shall be stainless steel corrugated Swagelok or Cajon type (as specified). 15.7 Bolted (flanged) connections on instruments or valves shall use bolts and nuts in accordance with Piping Specification AGS-8. INSTRUMENT AIR/GAS SUPPLY 16.1. The branch connections to individual instruments shall use 1/2-in. isolation valves. 16.2 Isolation valves between airgas manifolds and individual instruments shall have NPT, threaded connections. ISOLATION VALVES 17.1 Isolation valves for process lines shell be as shown in the "hookup" drawings. Unless otherwise specified, these vaives shall be needie valves, ball vaives, or gale valves as required in General Specification, AGS-8, "Piping Materials." INFORMATION REQUIRED FROM PERFORMING AGENT 18.1. Documentation requirements and submitial times are itemised in the RFQIPO. In summary the Performing Agent shall provide the following as part of the quotation: * Basic layouts both for skid instruments, junction box locations and local control panels. ‘* Details of all instrumentation and panels, * A ist of the power supplies and utiities required together with the load requirements on each voltage end the necessary information for circuit protection discrimination. = The names of the authorities certifying the equipment for use in hazardous areas together with a list of standards to which such equipment conforms. Where Company has provided preliminary instrument datasheets in the RFQ these shall be marked up ‘as-built’ by the ‘contractor and supplied as part of Performing Agent documentation package. © Alarm and trip schedule for package UCP's, © Details of all power supply and utlity requirements to be completed on the Package Equipment data sheet. * Schematic wiring diagrams and interconnecting wiring diagrams of the power and control system. Interface points for Company's connections shall be clearly identfied and detailed. * Copies of test certificates issued by the appropriate certifying authorities, for equipment to be installed in hazardous areas. + Schedule of electrical or eloctronic instrumentation for location in hazardous areas or IS bartiers/isolators thet are included within the package. INSPECTION AND TESTING 19.1 19.2 193 19.4 19.5 196 197 All testing and calibration shall be subject to the approval of the Company and be performed in the presence of the Company Representative as required on Instrument Inspection Check Lists. ‘The Performing Agent shall remove, as deemed necessary by the Company Representative; all control valves prior to flushing of lines. Pneumatic lines shall be tested per ISA Recommended Practice RP 7.1, "Pneumatic Control Circuit Pressure Test.” Al airigas signal lines shall be disconnected and blown through with dry fitered air. Wiring shall be checked to ensure that itis correctly connected and with the correct, polarity Correct connection of all switches and transmitters either electric or pneumatic shall be checked. ‘Alarm operation checks shall be made by the Performing Agent to check functionally all alarm and trip systems. Wherever possible, process conditions shall be simulated to check the operation. Faults in wiring shall be corrected. This testing shall be witnessed by the Company Representative. All errors or faulty workmanship discovered during this testing shall be corrected to the satisfaction of the Company,
