.* In India the First Biogas Plant was commissioned in the year 1962. * This was known as KVIC Floating Dome Model.(Popularly known as Indian Model) * Till 79, the promotion was not in serious way ;and in 79, the First Fixed Dome Model(Janata) was commissioned. * In 82, Govt. of India launched National Biogas Programme countrywide thro Ministry of Non- conventional Energy Sources. * Potential of Domestic Biogas Plants in India 12 million. * Achievement till end of 2005 3.8 million.(31.66%) MODELS That ar e Pr omot ed 1. Floating Dome KVIC Model. 2. Fixed Dome Deenbandhu Model. 3. Bag Type portable digester made of rubberized nylon fabric. 4. Low cost fixed dome models made of alternate construction materials, like the pre fabricated Ferro Cement or Reinforced cement and in-situ built Ferro cement materials. All these are promoted by the states in the country by State Nodal Agencies Of MNES(Ministry of Non conventional Energy Sources, Govt. of India. 2 AWARENESS CREATI ON On Bi ogas Tec hnol ogy/Pl ant s. 1. * In many States, village panchayats and local bodies, such as Mahila Mandals (Women Organizations)and Yuvak Kendras (Youth Centers)are actively associated for such activities. * Some States have linked the implementation of the biogas programme with Rural Development schemes, such as Rural Sanitation Programme , Watershed Development and Integrated Tribal Development Programmes. *As a part of publicity campaign leaflets developed in regional languages are widely distributed by BDTCs( Biogas Development & Training Centers). Popular articles on the benefits of biogas plants are published in regional and local dailies and magazines. Pr omot i on/I nf or mat i on/Per suasi on *Publicity and awareness campaigns based on both print and electronic media are undertaken for different target groups on a regular basis. * Periodic advertisements on the benefits of biogas technology and details of the government financial assistance are released in national and regional dailies. Regional Stations of All India Radio and Doordarshan (TV)are used for broadcasting/telecasting programmes on biogas. 3 - Cont d. * Regional Stations of All India Radio and Doordarshan(TV) are used for broadcasting/telecasting programmes on biogas. *Many State Governments are distributing booklets and leaflets, displaying posters in Panchayat Ghars(Village/Cluster of Villages), Mahila (Women)/ Yuvak Mandals(Youth Centers) and organizing radio talks, seminars, etc. *The biogas plants are being promoted with the involvement of the State Forest Department through Van Sanrakshan Samitis( Forest Protection Committees) This strategy is in one state in India. * An international television channel screened the stories of the Indian biogas programme, as an example of successful resource utilization for meeting cooking energy needs and reduction in the drudgery of women. Cent r al Fi nanc i al Assi st anc e 1. The Ministry provides Central Financial Assistance (CFA) for 2. a) Construction and maintenance of biogas plants, 3. b) Training & Awareness creation, Technical centers, 4. c) Service charges or salary support to implementing agencies. 5. d) The financial assistance for construction of biogas plants is enhanced for a few categories of beneficiaries mainly to accommodate the increase in cost of construction. 6. e) The central subsidy offered to different categories of beneficiaries/areas for construction of biogas plants . 4 Cent r al Subsi dy The Pattern of Subsidy is not uniform. This has been decided to help out a) Hilly and inaccessible areas of the country b)Scheduled Castes and Schedule Tribes, Desert districts, Small & Marginal Farmers, Landless Labourers c) All others. Maximum Financial help has been extended to the poorest farmers as well the lower middle class villagers as well for inaccessible areas. Subsidy is also applicable to Urban Biogas Plant owners in par with their status of caste and income. ( According to Census report of India, 2001, 76.32% plants are in Rural India and the balance 23.68% are in Urban India). The Ot her I nc ent i ves Apart from Central Subsidy, the Ministry has the following financial assistance for Biogas Plant Promotions 1. Turn-Key Job Fee This is applicable to any agency Govt/NGO/Self Employed Worker or Entrepreneur paid after successful commissioning of the plant- as per plant. 2. Household plant linked to Toilet There will be an additional subsidy to the beneficiary on such linking of toilet with the Biogas Plant. 3.Incentive for saving Diesel by using Biogas in Dual Fuel engines - Incentive is available for purchase of a kit for modification of a diesel engine to a dual fuel engine. Also cost of purchase of rubber balloon/plastic container for storage of gas for use in dual fuel engines. 5 - Cont d. 4. Service Charges/ Staff Support - Each State Nodal Agency is entitled for Service Charges of set up of Biogas Plants and there are different rates for different achievements. The Target Ranges are :- a- 100 to 3000 per year. b - 3001 to 7000 per year. C - 7001 and above per year. Higher the achievement, higher is the Service charge. This generates a competitive spirit amongst the states for higher achievements. 5. Communication & Publicity As per the achievements, this amount is paid to each state at the end of each year. Higher the achievement, higher is the amount on this head of account. THE OTHER INCENTIVES- Biogas development & Training Centers- Region-wise these centers are established in Uni versities/Institutions who are pursuing the Biogas Technology for dissemination/research/development/publicity. - Cont d Training Courses Financial support is available for Training on Biogas Technology for:- 1 Users training 2 Staff 3- Refreshers course/Construction cum maintenance 4 Turn-Key workers The Syllabi has been carved for each course and the duration accordingly for each has been drawn to impart a meaningful training in each stream. Support is also available for Repair old non- functional biogas plants. This is fixed at 50% of the Central subsidy and for the plants they have been functional for 5 years and thereafter have developed the defects. 6 THE RESULTS 1. 1. From 82 to 2004, 3.8 million domestic plats have been installed in the country. 2. 2. Monitoring and inspection on sample basis has shown that 93.3% are Functional. 3. 3. The Pay-back period/cost-effecti veness has been decreased to less than 2 Years; thanks to the incremental price of LPG. 4. 55% of the installed biogas plants have been the predominant source for cooking fuel. 5. Improved standards of living; zero indoor air pollution. 6. Rich organic manure production; 1.2 tons/plant/year. 7. Man days generated is @ 30 man days for skilled and unskilled workers for each plant constructed. 8. Abatement of green house gas emissions. THE MI SSI NG LI NKS 1. India, in fact, has been successful in establishing the Biogas Technology with all the efforts and plans as narrated earlier. 2. The Technology has been accepted by the Users. BUT On a closer introspection, the following are the lessons learnt and need to be addressed :- A Slurry- pH. B Retention time C- Construction Quality. D- Commissioning of the Plants. E Varied Inputs. 7 The Possi bl e Sol ut i ons 1.On pH & RT, the promoting/implementing/extension agencies must, first should understand the important role both pH & RT play in assured gas generation. Once the gas generation is less than the assured, users loose faith in the technology and this spreads fast discouraging other potential users. Hence, sustained AFTER COMMISSIONING & MONITORING is to be mandatory for at least 3 months. 2. Wherever Cement & Sand materials are there, precision of work, is dire necessity as no amount of Gas should leak. Instances are there for low quality construction which is impeding the prosperity of the technology; ALTERNATE Materials, but economical, should replace the present building materials. - Cont d - 3. One must understand the difference between Construction & Commissioning of a Biogas Plant. Instances have proved that on paper the number of plants constructed are mistaken for as commissioned. This needs to be addressed by convincing the user in collection of input material as per the RT for initial charging of the plant. 4. From 62 to date, DUNG has been the only input in India. Experiments have resulted that Domestic Waste Food material, Water Hyacinth have been the other inputs available in abundance for the villagers, those who do not have cattle. Stress in extending this message will enhance the Progress of Biogas Plants Installation and usages. 8 WHO ELSE SHOULD BE ACTI VE TO MAKE BI OGAS TECHNOLOGY MORE POPULAR 1..WHO has been lamenting for Indoor Air Pollution Unlike the IC Stoves, a Biogas Plant totally ERADICATES THE SMOKE!! 2. They have been promoting HIV AIDS/Leprosy Eradication/Malaria Eradication/Smallpox Eradication and many other. 3. At this juncture It is felt that WHO should actively support Indoor Air Pollution Alleviation as this is one of the 10 dreaded diseases they have identified/classified. -Cont d- 2. Environment Conscious Countries, Donors, and Carbon Traders are the Other who have a moral responsibility in alleviating the Dissemination of Domestic Biogas Plants. 3. Needless to mention about the Forest Departments of all countries MUST dovetail their activity under the banner of SAVE THE TREES . 9 - Cont d- 4. The Biogas Promotion will be faster and effective if this item/discipline is made mandatory for the Corporate Sectors , Public Undertakings and Private Industrial Houses under CSR ( Corporate Sector Responsibility). 5.
