Parade celebrates selfless service of Low Country veterans

The 2009 Veteran's Day Parade, sponsored by Ralph H.

Johnson Veterans Affairs Medical Center, celebrated the service of Low Country veterans as it proceeded through the heart of the 'Market district' Sunday, Nov. 8. The event was free and open to the public.

The parade began at Concord and Market Streets, turned south onto East Bay Avenue, and followed Broad Street to the event's conclusion at the Jasper Arms Apartments.

The traditional flyover of a C-17 Globemaster III, a cargo airlifter from Charleston Air Force Base, along East Bay Street kicked-off the afternoon.

Multiple marching bands, motorcycle groups, and Veterans Service Organization floats were among the many marching participants, making this year's Veteran's Day Parade the largest in recent history.

The parade featured award-winning combat photographer Stacy Pearsall, an Air Force veteran, as the Grand Marshal. Pearsall was atop the lead float with other female veterans who served in combat.

The Star Riders motorcycle group led the procession carrying each state's flag and each military service's flag. Also participating in the parade was a special contingent of British Royal Naval Officers who served in World War II.

Other distinguished guests included veterans from World War II, Korea, Vietnam, Desert Storm, and Operations Enduring Freedom and Iraqi Freedom.

The Secretary of the Navy. designated November as Warrior Care Month.

11J.is year's theme is 'Continuum of Care - Providing services and support throughout the recovery, rehabilitation, and reintegration process. '

The continuum of care provides resources to safeguard the mental and physical well-being of our service members and their families and includes wounded warrior care, operational stress control, suicide prevention and sexual assault prevention and response.

Warrior Care Month is an opportunity to highlight warrior programs across the Navy to provide awareness of the many programs, services, and support available to sea service members and their families.

The Navy and Marine Corps have instituted a variety of programs to increase medical and nonmedical assistance to wounded, ill and injured service members utilizing a comprehensive approach designed to optimize their recovery, rehabilitation and reintegration.

There is no higher obligation than to care for our warriors who have sacrificed so much in service to our nation. If you have any questions or need assistance, a great place to start is with our very own Fleet and Family Service Center.

Keeping with the theme of taking care of our own, the holidays provide the opportunity to travel long distances to be with family and friends.

Such gatherings are not without risk.

Remind your folks to use common sense and risk management when making holiday travel plans. Before you sign their leave chits or approve long weekend liberty, find out where and how far they are traveling. If they are driving, use these techniques:

• Discourage driving between the hours of midnight and 6 a.m. 11J.is is the time when fatigue strikes with a vengeance and there is an increase in the number of alcohol-impaired drivers on the road. They can kill you no matter how good a driver you are. Encourage drivers to plan ahead and allow plenty of time for rest stops at a safe location every two hours.

• Promote responsible use of alcohol. Caution against drinking and driving. Lots of good information and safe driving tips can be found in our Motor Vehicle division.

• And watch those turkey deep fryers! Assuming personal responsibility for your actions and managing risk will keep you and your family safe and healthy during this holiday season . and throughout the New Year.

All supervisors can help by making safety awareness and risk management a top priority this holiday period. Show you care by putting into practice what you preach. 'The ideas I've outlined are good starting points. They can be lifesavers. What better gift can you give this holiday season? Make it happen.

Suicide Prevention:

It's about life, not death

Over the years, Naval Weapons Station (NWS) Charleston has reached out to Sailors by implementing many facilities and programs to obviate the risk of suicide, such as: Fleet and Family Support Center (FFSC) programs, the Chapel's 24-hour suicide prevention hotline, Suicide Prevention Program and mental treatment centers.

"FFSC is designated by the Department of the Navy to have a program to prevent and raise awareness on suicide. Pamphlets are available in our office to discretely provide information to those who need it," said Becky Bowers, life skills educator at NWS Charleston's FFSC.

As a microcosm of society, the Navy is understandably affected by suicide. The taking of one's life is not limited to returning war veterans.

"Anyone, regardless of gender, religion, race or even rank, is at risk," said Lt.

Rich Johnston, NWS Charleston chaplain. "Those affected by high risk factors, such as drug and alcohol abuse, significant career or relationship troubles, and even financial problems, are highly susceptible to suicidal thoughts. Outside of the warzone, this is the next greatest killer aside from drugs and alcohol."

The Navy provides specific suicide awareness training online via general military training (GMT). The most crucial lesson to be learned from the Navy's required training is simple: it's never too late to give assistance or get help.

"It's every Sailor's job to promote suicide prevention. Standard Navy training, including the 2009 GMT Suicide Awareness, gives Sailors the signs to detect," said Machinist's Mate 2nd Class Nicholas Miller, leading petty officer at NWS Charleston All Saint's Chapel.

All Saints Chapel provides a 24-hour suicide prevention hotline that is manned by all chapel staff. While in possession of the duty phone, they act as direct liaisons for the chaplain.

According to statistics, prevention of suicide has the most impact when the initial signs start to manifest themselves, however, most people do not recognize the behaviors as destructive or even dangerous.

"The key to prevention is being proactive, getting the help before the stressors arrive," said Bowers. "Anticipation of stressors is very important, and educating them with the services we at FFSC offer will help prevent unnecessary loss of life."

Suicide is an atrocity that can be mitigated; however, early intervention keeps the circumstances surrounding the at-risk person from spiraling out of control. When this occurs, help can seem too distant and prevention becomes even more challenging.

The counselors, chaplains and command work together to impel the victim of these harmful thoughts to recover.

"The attempt or ideation is a red flag for significant issues, and those need to be worked through. If the person is to truly recover, support from friends and family, and their shipmates and faith community is crucial," said Chaplain Johnston.

By training Sailors to understand that everyone is potentially at-risk and by stressing the consequences of inaction, the Navy is determined to promote keeping a positive attitude about receiving mental care and counseling.

"Inaction can lead to death or serious injury. When Sailors help Sailors and people help people by taking more than a casual interest in others and yourself, lives can be saved," added Chaplain Johnston.

HINI Vaccines Now Available

Naval Health Clinic Charleston (NHCC) currently has a limited supply of the H1N1 vaccine for active duty dependents, retirees, and their dependents.

TRICARE beneficiaries may receive the H1N1 vaccine at the NHCC Internal Medicine Department (Rivers Avenue facility) or at the NWS Branch Medical Clinic (BMC).

Because the supply is limited, patients are encouraged to call Central Appointments at 743-3709 to check on availability of the vaccine.

Seasonal (non-H1N1) Flu vaccines are also available at both locations. While many schools are closed, the BMC is open on Wednesday, Nov. 25. Parents are encouraged to bring their children in to get vaccinated for Seasonal and/or H1N1 Influenza.

H1N1 vaccines for active duty, DoD civilians, missionessential contractors, and reservists are expected in the coming weeks.

Readiness and Wellness Services Moving

Naval Health Clinic Charleston (NHCC)

ReadinesslWellness Component is moving from its current location, next to the Naval Weapons Station Branch Medical Clinic (BMC) on Pulaski Street to the third floor of the NHCC main building at 3600 Rivers Avenue in North Charleston. Readiness services transferring to Rivers Avenue are Periodic Health Assessments (PHA) and Preand Post-Deployment Health Assessments. Wellness services moving to the Rivers Avenue building include nutrition, Ship Shape, weight management, diabetes education, and tobacco cessation.

The move will allow for better access for medical appointments by providing additional exam rooms and offices for primary care providers.

Patients wanting to schedule ReadinesslWellness services should contact NHCC Central Appointments at 843-743- 3709.

After-hours Medical Advice Available

Naval Health Clinic Charleston (NHCC) has partnered with CareNet, Inc., to provide nurse advice services to patients enrolled to NHCC's Rivers Avenue and Naval Weapons Station Branch Medical Clinic (BMC) locations.

As of Monday, Oct. 5, patients calling NHCC after business hours will have the option to speak to a Registered Nurse (RN) about their medical issue and receive professional medical advice in a timely manner.

Whether guidance is needed for urgent health issues, non-emergency situations, or self-care for injuries and illnesses, the RN s at CareN et will provide helpful assistance in making medical decisions.

Patients having medical concerns after clinic hours should call the NHCC Central Appointments line at 843- 743-3709. A CareNet care coordinator will collect the patient's demographic information and symptoms. An RN will call the patient back within 30 minutes to provide advice and assistance.

Victim Intervention: Here when help is needed

Many experts agree that sexual victimization is a devastating experience. Victims may feel ashamed, embarrassed or even at fault, which in tum, may have adverse affects on loved ones, family members and even job performance.

The Navy has set a fleet-wide goal to reduce sexual assault cases. One way to accomplish this is by using the SA VI (Sexual Assault Victim Intervention) program, which provides empathetic guides to help the victim through medical, legal and investigative procedures and includes awareness and prevention training for all service members.

Each individual command is required to have trained SA VI advocates, SA VI point of contacts and a SARC (Sexual Assault Response Coordinator) - representatives who a victim could call in the case of any victimization, giving the victim a shoulder to cry on and a companion of support during that time of need.

"We want them to know that we are there for them, no matter the case. We hold no bias opinions and we do not judge," said Master-at-Arms 2nd Class Cassandra Mcswain, a SAVI advocate aboard NWS Charleston.

"Making the victim feel comfortable, ensure that they are medically cared for, and letting them know what options they have as a victim is what we are here to do."

SAVI advocates can work with a victim to properly report the incident. There are two types of reporting procedures: restricted and unrestricted.

Restricted reporting allows sexually assaulted victims to report on a confidential basis, disclosing the details only to their advocate.

It also allows them to receive medical treatment, advocacy and counseling without triggering the official investigative process.

Unrestricted reporting offers medical treatment, advocacy, counseling and an official investigation of the crime.

Although this report is sent through the standard reporting channels, Command, Naval Criminal Investigative Service (NCIS), security, medical, SAVI point of contacts, victim advocates and SARC, details regarding the incident are limited to those with a needto-know.

"It's important for everyone to understand SAVIs restricted/unrestricted policy," explained Hospital Corpsman 3rd Class Summer Borges, an advocate for the Health Clinic at NWS. "Especially since there is a

one in six chance that you know someone who has been or will be affected by rape or sexual assault. If you don't understand the policy, it could lead to the victim being re-victimized."

Statistics show when people are asked the meaning of "consent" or "sexual assault," there are a number of definitions.

"There are a lot of people who do not know the actual definition of sexual assault or consent. The differing definitions can come from their up-bringing or they can be learned definitions contracted over time through the beliefs of friends, social events or even through family," said Culinary Specialist 1st (SW) Class Donald Jones, a SAVI point of contact aboard Naval Weapons Station Charleston.

Sexual assault includes rape, indecent assault, such as unwanted or inappropriate contact, or any attempt to commit these acts.

Consent is not given when a person uses force, threat of force, coercion or when the victim is asleep, incapacitated or unconscious.

Self-defense course promotes female empowerment

Women attending the self-defense course here aboard Naval Weapons Station Charleston Saturday, Nov. 14 shared these experiences while learning tips and techniques to identify and protect themselves from danger - making them feel more in-control during a seemingly uncontrollable situation.

The United States Judo Association (USJA) teamed-up with NWS Charleston Morale, Welfare and Recreation's (MWR) athletic club to offer the self-defense course at no cost to active duty personnel.

Dr. Ronald Allan Charles, who holds an eighth-degree black belt in Judo and a sixth-degree black belt in Ju-jitsu, led the course with instructors Dr. Bruce Spears, who has a third-degree black belt in Ju-jitsu, and Terry Aumock, who has a fourth-degree black belt in Judo and a third-degree black belt in Ju-jitsu.

"Women tend to be victimized more often than men, so this is definitely a course that they should consider as a step toward defending themselves and their family," said Charles.

Instructors taught the women to avoid, diffuse, protect without physical contact, and then, as a last resort, use whatever skills honed to extricate themselves from the harmful situation.

"We want to enhance their situational awareness and defensive profiling skills and we want to give them some techniques that are practical, effective and realistic that don't require kungfu black belt skills," said Spears. "We teach practical, realistic self-defense techniques so they can escape, resist and counter assaults against themselves and loved ones."

Even in a self-defense situation, a victim will still have to be able to justify the force used.

"You have to know when to stop and you have to know what amount of force is necessary, and that's how a class like this may make the difference between life and death," said Charles.

During the course, instructors explained how everyday items such as hairspray, magazines and keys could be used as weapons in a time of need. Improvised weapons are not intended to hurt or be fatal to the aggressor but to help a victim get away to safety.

Although some students stated that the majority of this course was more instructional, the information provided was something that most establishments do not put out.

"I enjoyed this course very much and I liked how they separated the class into two portions," said Michelle Crosby, a Department of Defense civilian at Space and Naval Warfare System's Center Atlantic here. "I liked how they went over techniques first and then they went over the weapons."

Machinist's Mate 3rd Class May Nicholson, attached to Nuclear Power Training Unit (NPTU), returned for her secondround of the defense course, stating that the course helps build self-confidence and reassurance of safety.

"At the last course, they picked me out of the crowd to flip one of the instructors and I was thinking to myself, 'I can't flip you!' But they gave me some instruction on what to do and I was able to flip him over," said Nicholson. "That really surprised me. It showed me that sometimes you don't really know what you're capable of until you try."

"It's very important for women to come to this course, at the very least, to learn the basics to defend and protect themselves in any situation," added Nicholson.

Turkey Shoot Golf Tournament

Saturday, Nov. 21, the Redbank Plantation Golf Course will host the annual Turkey Shoot Golf Tournament, in which players will compete against members of their own foursome for a chance to win a holiday turkey! Two turkeys will be awarded per foursome for the lowest net scores in each group. Players must tee off before 9:00 am. The cost is $10 per person, plus cart and greens fees. Golf with Our Teaching Professional

Here's your chance to play 9 holes with a real teaching professional and receive tips on your game during an actual round of golf! Redbank Plantation Golf Course is offering a chance to play with our teaching professional, and former touring pro, Randy Glover, on Saturdays at 1 p.m.

You will play the front nine with Randy and 2 other players, where he will instruct you on proper club selection, chipping, reading greens, bunker play, rules of the game, and maneuvering yourself around the course. This is a great opportunity to learn how to lower your golf score simply by using the proper thought process. The cost is $40 per person and these playing lessons are available on a first-come basis. These lessons are recommended for intermediate to advanced golfers, and are not recommended for beginners. These "Play with the Pro" lessons will be offered on Nov. 21, 28, and Dec. 5 and 12. If you have your own threesome and would like to take advantage of this offer, call and reserve one of the available dates, or perhaps another more suitable time can be arranged. Youth Basketball Registration

Youth Basketball registration is now underway at the NWS Teen Center (Bldg.777). Registration is open to kids, ages 4 - 14. Women's Self Defense Workshop

I started smoking at eleven years old. After that, everything I did with my friends included smoking - it became a regular part of my life.

While in the Navy, I was assigned to submarine duty as a nuclear trained Machinist's Mate. During the training phase, the school demanded many hours in the classroom and self-study to maintain and keep up with the fast-paced curriculum. Smoking during class breaks and study hall was my way of letting my mind relax and socializing with other students. Going outside was a nice break from the classroom environment.

Even after my education, smoking was important to my everyday life. The hours at sea and in port were long and busy. On most days I felt that if I did not go topside on the pier to smoke, that I would never see the light of day. And, for the most part that was true.

At my current duty station, I stay busy helping other Sailors, getting involved with different programs, and making plans for retirement. I'd heard about the smoking cessation class offered by the Wellness Clinic at NHCC, but really felt like I couldn't make the time.

I knew I should quit, but I just couldn't imagine my life without cigarettes. Following a horrible cold and the doctor's recommendation, I signed up for the smoking cessation class in February.

While in the class, I learned a lot more about the side effects of smoking; what's really in a cigarette; the resources available for assistance with quitting; and various aids to quitting tobacco. The class leader discussed the process, normal expectations, pros and cons of each type of medication or patch and gum. Understanding how the aids work made it a little easier to visualize my success in the end. I started taking medication to help me stop smoking and it really worked. My smoking habit was cut in half each day, but not completely eliminated. It was hard to let go of those few smokes in the morning with coffee, after a meal, and while driving each day.

Finally I made up my mind and decided to take action. I gave the inside of my truck a thorough cleaning, which removed a lot of the smoke smell, and stopped smoking while driving. I enjoyed not smelling like an ashtray. My strategy worked. I made it to and from work without a cigarette. I couldn't believe it. Before I knew it, I hadn't smoked in several days. The struggle didn't end there but it definitely became a lot easier. On March 16, 2009 at 2 p.m., I was proud to say that I had finally quit tobacco.

My advice to others is to take action. Go to the smoking cessation class and learn the steps and processes to help quit tobacco.

I had to make a conscience decision to stop smoking, stick with it and find other things to do when I felt the urge to smoke.

It's important for people to remember that there's always a chance of falling back into the habit - but just keep trying.

Six hours into your trip your legs start aching. This leg pain could be a sign that you have deep vein thrombosis (DVT). DVT occurs when a blood clot forms in your veins, usually in the legs. Rental Partnership Program

What exactly is the Rental Partnership Program (RPP)?

The RPP is designed to provide military personnel, enlisted and officer, with affordable housing in the civilian community. The program is governed by an agreement between the Property Management Company and the Commanding Officer, Naval Weapons Station Charleston. Key points concerning the program are as follows:

Program enables military personnel to rent off base housing with up to a 5% reduction in rental cost, no application fee or security deposit, and credit checks are waived.

All military personnel (married and single), who are members of the various branches of the military and who are currently eligible to apply for Navy Family Housing, may apply for the RPP. The member must apply; a Power of Attorney is not authorized.

The service member is required to initiate an allotment, via Disbursing Office, for payment of their monthly rent to the Landlord.

Either a 6 or 12 month lease must be signed. The service member may terminate the lease with military orders, discharge orders, or a retirement certificate. An official copy of orders must be presented along with a 30-day written notice to vacate.

So, what do you need to do to get started? The military member must report for counseling to the Housing Welcome Center, bringing ALL of the following with them: a copy of their orders, a current Leave and Earnings Statement (LES), and if married, a copy of Record of Emergency Data sheet (Page 2).

Failure to bring ALL of the listed items will delay your

ability to apply for the RPP Program. He/she must have a minimum of six months remaining on EAOS and PRD. If single, E4 or below, the member must have written approval from their command to live off base. When counseling has been completed, the military member will receive a list of participating apartment complexes along with a letter of eligibility. This letter, authorizing participation in the RPP, is to be provided to the property manager of the RPP complex.

Failure to provide all required paperwork/information may result in cancellation from the program. If you have any questions regarding Rental Partnership Program procedures, please contact the Housing Welcome Center at 764-7218 and a Housing Referral Assistant will be happy to assist you.
