Abstract

In the coming months the measure of minimum guaranteed income will be adopted in

Greece, initially on a pilot level in 2014 in two areas of the country and at a second stage
in the whole country. The measure aims to tackle extreme poverty and social exclusion

by providing to beneficiaries income support and supplementary services. The National

Institute of Labour and Human Resources recently organized a workshop on the issue of
minimum guaranteed income in an efford to collect useful proposals for the effective
implementation of the measure. Participants included experts on social policy,
representatives of public institutions involved in the implementation of the measure, so-

cial partners and NGOs already active in implementing such measures. This publication

summarizes the findings of the workshop. Suggestions are made concerning the philosophy of the measure, the identification of beneficiaries, the amount of income support, the content of the accompanying services and organizational - assessment issues.

Despite the disagreements on particular issues, a common understanding of the


necessity of the measure has been formed. The importance of not only the income

support but also (and especially) the accompanying services, is underlined. Difficulties

are mentioned with respect to the identifying of beneficiaries and the risks concerned

with the implementation of the measure. The importance of a scientific evaluation of the

pilot phase providing usable conclusions for the second phase of the implementation

across the country is highly emphasized. Although the measure is not a panacea, it is
expected - provided for proper planning - to help reduce poverty and social exclusion,
especially among individuals/households most seriously affected.
