TOWARDS GREATER PUBLIC ACCOUNTABILITY – The House Committee on Appropriations chaired
by Davao City Rep. Isidro T. Ungab (left inset) presides over the initial committee deliberation on the
proposed P2.606-trillion 2015 national budget that, according to President Benigno Aquino III addresses
the Filipino people’s demand for greater accountability from government. Top members of the
Development Budget Coordinating Committee (DBCC) – Department of Budget and Management
Secretary Florencio Abad, National Economic and Development Authority (NEDA) Chief Arsenio
Balisacan, Department of Finance (DOF) Secretary Cesar Purisima, Bangko Sentral ng Pilipinas
Governor Amando Tetangco and Bureau of Internal Revenue Commissioner Kim Henares – gave the
committee a first-hand briefing on the macro- vision of the proposed spending law for 2015. Expecting the
widest and most comprehensive live media coverage, the President, in his budget message, stressed that
“Now more than ever, our collective effort to establish a proactive and reformist government will give our
people the great and unique chance to irreversibly change their fortunes.” Once again, Speaker Feliciano
Belmonte, Jr. expressed confidence that the proposed national spending bill, just as in the last few years,
will be passed on time, negating any chance for a re-enacted budget come January 2015. (30) Photos by
