From your Missouri NEA UniServ Director
Although the EEL policy offers valuable liability coverage,
educators often need help with other job-protection
matters. UniServ directors, MNEA's field staff, are the
front-line defense team for Association members. Full-
time trained professionals, UniServ directors are available
12 months a year to assist individual members and local
associations in dealing with a wide range of problems.
Located in the Southeast Regional Office at 2310 N.
Truman Boulevard in Crystal City 800-540-8983 and five
other regional offices around the state, professionals are
just a phone call away. Members are encouraged to call
them at the first hint of trouble as many situations can be
resolved informally in the early stages.
There is no charge to members for UniServ assistance. It is
another important benefit of Association membership.

More than 20 NEA staff work with Congress on
education issues. All 535 members of Congress hear from
elected NEA board members four times a year.
Political action
No dues dollars are used for political contributions. PAC
contributions are voluntary and separate from dues.
Candidate screening is based on education issues only.

Meet and Confer Collective Bargaining
Public education employees and board
members discuss problems. The school
board unilaterally makes decisions (which
can be changed).
The two parties arrive at mutually
agreeable solutions in an enforceable
written agreement.
When differences are not resolved, the
board makes the final decision.
A neutral third party assists in resolving
differences.
The board may meet with several employee
groups, pitting one group against another.
Employees speak with one voice, a
representative theyve elected.
Results are recommendations for the Board
of Education to change its policies.
Results are complied in a separate binding
contract ratified by both the teachers and
Board of Education.
1945 - Missouri Constitution
employees shall have the right to organize and to
bargain collectively through representatives of their own

2007 Independence NEA vs. Independence
School District
Missouri Supreme Court restores original rights to public
employees.
Public employees have the right to bargain.
Strikes are still illegal.
Collective bargaining means:

Good faith efforts from both parties
Duty of fair representation
