Frequently Asked Questions Updated 09-July-2014

1. Is there a site visit scheduled?

We do not have a site visit scheduled. Except for Pemex installations, bidders will be expected to
independently familiarize themselves with the project locations. We will be providing additional
information about the work to be done within Pemexs Tuxpan and Tula facilities at a later date; and if
necessary we will arrange site visits to these locations.
2. Can we get more detailed alignment sheets and geotechnical reports?
The package should already include one alignment sheet for every 12 km. Alignment sheets for every 3
km, as well as geotechnical reports will be performed by the winning bidder(s) as part of detailed
engineering.
3. Should the bids be in US dollars or Mexican pesos?
The agreements will be transacted in US dollars.
4. How long should our bid prices be valid?
We will expect the offers to be valid through December 2014. PMI would have until that date to make
the award at the stated offer. The prices offered should consider that the work will begin in
approximately June 2015, and last for approximately 10 months. We do not intend to apply inflationary
factors to compensate for schedule changes.
5. Are there any minimum requirements for camps and housing for the workers?
The housing or encampment of workers during construction will be the sole responsibility of the
contractor(s). Our only requirement will be that the facilities conform to legal requirements.
6. Wed like to do our own route surveys. How should we go about it?
We request that you do NOT do any surveying. We do not have any rights to survey or enter any
properties. We will actually begin this process once we obtain a formal approval from our board to
proceed with the project, which we expect to occur in November of this year. So, bidders will have to
formulate their bids based on a visual inspection of the general areas in which we are building.
7. There seems to be a discrepancy in the index in the appendix of the Instructions and the
index found in folder 00.
As a general rule, the Index in folder 00 should be considered the defining documents over the index in
the appendix of the instructions. When we put together the bid package, we tried to streamline the
information to provide enough information for you to build an accurate bid package, but we did our best
to not overwhelm you with superfluous or extraneous information.
