The present document ives an overview of the tas"s underta"en by the 1ore networ" protocols of a Mobile !tation
(M!) when in idle mode- that is- switched on but typically not havin a dedicated channel allocated. %t also describes the
correspondin networ" functions. The idle mode functions are also performed by a GP/! M! as lon as no dedicated
channel is allocated to the M!. The conditions when the idle mode functions are performed by an M! in the 3T/.
//1 connected mode states are specified in 3GPP T! *<.33, D33E. The conditions when the idle mode functions are
performed by an M! in the 2@3T/.& are specified in 3GPP T! 3=.3+; D;3E.
The present document defines the P5M& selection for a multi mode M! that supports both 3GPP and 3GPP* systems.
The common P5M& selection loic covers also P5M&s that are available in 3GPP* system- but the present document

Loca$ise# )ervice Area (L)A): . localised service area consists of a cell or a number of cells. The cells constitutin a
5!. may not necessarily provide contiuous coverae.
Location -egistration (L-): .n M! which is %M!% attached to non@GP/! services only performs location reistration
by the 5ocation 3pdatin procedure. . GP/! M! which is %M!% attached to GP/! services or to GP/! and non@GP/!
services performs location reistration by the /outin .rea 3pdate procedure only when in a networ" of networ"

-egistere# PLMN (-PLMN): This is the P5M& on which certain 5/ outcomes have occurred (see table ,). %n a
shared networ" the /P5M& is the P5M& defined by the P5M& identity of the 1& operator that has accepted the 5/.
-egistration: This is the process of campin on a cell of the P5M& and doin any necessary 5/s.
-egistration Area: . reistration area is an area in which mobile stations may roam without a need to perform location
reistration. The reistration area corresponds to location area (5.) for performin location updatin procedure- to
routin area for performin the GP/! attach or routin area update procedures- and to list of trac"in areas (T.s) for
performin the 2P! attach or trac"in area update procedure.
The P5M& to which a cell belons (P5M& identity) is iven in the system information transmitted on the 011I (M11

from an 2IP5M& (if the 2IP5M& list is present).
2 General "e#%ri&tion o5 i"le mo"e
Hhen an M! is switched on- it attempts to ma"e contact with a public land mobile networ" (P5M&). The particular
P5M& to be contacted may be selected either automatically or manually.
The M! loo"s for a suitable cell of the chosen P5M& and chooses that cell to provide available services- and tunes to its
control channel. This choosin is "nown as Gcampin on the cellG. The M! will then reister its presence in the
reistration area of the chosen cell if necessary- by means of a location reistration (5/)- GP/! attach or %M!% attach
procedure.
%f the M! loses coverae of a cell- or find a more suitable cell- it reselects onto the most suitable cell of the selected
P5M& and camps on that cell. %f the new cell is in a different reistration area- an 5/ re9uest is performed.
%f the M! loses coverae of a P5M&- either a new P5M& is selected automatically- or an indication of which P5M&s
are available is iven to the user- so that a manual selection can be made.
/eistration is not performed by M!s only capable of services that need no reistration.
The purpose of campin on a cell in idle mode is fourfoldB
a) %t enables the M! to receive system information from the P5M&.
b) %f the M! wishes to initiate a call- it can do this by initially accessin the networ" on the control channel of the
cell on which it is camped.
c) %f the P5M& receives a call for the M!- it "nows (in most cases) the reistration area of the cell in which the M!
is camped. %t can then send a GpainG messae for the M! on control channels of all the cells in the reistration
area. The M! will then receive the pain messae because it is tuned to the control channel of a cell in that
reistration area- and the M! can respond on that control channel.
d) %t enables the M! to receive cell broadcast messaes.
%f the M! is unable to find a suitable cell to camp on- or the !%M is not inserted- or if it receives certain responses to an
5/ re9uest (e..- Gilleal M!G)- it attempts to camp on a cell irrespective of the P5M& identity- and enters a Glimited
serviceG state in which it can only attempt to ma"e emerency calls.
%n .:Gb mode- if the 1T! M! is in 1T! mode only or in automatic mode with 1T! preferred- it will start by attemptin
to find a 1T! fi'ed part on which it is enrolled.

The M! normally operates on its home P5M& (IP5M&) or e9uivalent home P5M& (2IP5M&). Iowever a visited
P5M& (?P5M&) may be selected- e..- if the M! loses coverae. There are two modes for P5M& selectionB
i) .utomatic mode @ This mode utili(es a list of P5M&s in priority order. The hihest priority P5M& which is
available and allowable is selected.
ii) Manual mode @ Iere the M! indicates to the user which P5M&s are available. Only when the user ma"es a
manual selection does the M! try to obtain normal service on the ?P5M&.
To prevent repeated attempts to have roamin service on a not allowed area (i.e. 5. or T.)- when the M! is informed
that an area is forbidden- the 5. or T. is added to a list of Gforbidden 5.s for roaminG or Gforbidden T.s for roaminG
respectively which is stored in the M!. These list s- if e'istin- are deleted when the M! is switched off or when the
!%M is removed. 5. area restrictions are always valid for complete location areas independent of possible subdivision
into GP/! routin areas. The structure of the routin area identifier (see 3GPP T! *3.++3 D**.E) supports area
restriction on 5. basis.

be a part of a P5M& belonin to the list of Gforbidden P5M&sG.
Optionally the M2 may store in its memory an e'tension of the Gforbidden P5M&sG list. The contents of the e'tension
of the list shall be deleted when the M! is switched off or the !%M is removed.

in the list of Gforbidden P5M&sG or the list of Gforbidden P5M&s for GP/! serviceG. The M! shall not remove any
entry from the list of Gforbidden P5M&sG or the list of Gforbidden P5M&s for GP/! serviceG as a result of such
accesses.

%f the M! supports 1!G- it is provisioned with an .llowed 1!G list and an Operator 1!G list and associated P5M&
identities. 0oth lists can be retrieved either from the 3!%M if the lists are available in the 3!%M- or as described in
3GPP T! *;.*A< D;>E if the lists are not available in the 3!%M. These lists have (ero or more entries.
&OT2 ,B The networ" also updates the .llowed 1!G list in the same updatin operation if one or more entries are
removed from the Operator 1!G list. This avoids an entry removed from the Operator 1!G list remainin

state of GP/! M!s attached to GP/! and non@GP/! depends on the outcome of the location updatin.)
(%n automatic P5M& selection mode- events (a)- (c) and (e) would normally cause a new P5M& selection- but even
here- the situation may arise when no P5M&s are available and allowable for use).
3nder any of these conditions- the M! attempts to camp on an acceptable cell- irrespective of its P5M& identity- so that
emerency calls can be made if necessary. Hhen in the limited service state with a valid !%M- the M! shall search for
available and allowable P5M&s in the manner described in subclause ;.;.3., and when indicated in the !%M also as
described in subclause ;.;.3.;. Hith the e'ception of performin GP/! attach or 2P! attach for emerency bearer
services- no 5/ re9uests are made until a valid !%M is present and either a suitable cell is found or a manual networ"

e9uivalent to each other for P5M& selection- cell selection:re@selection and handover.
Hhen the M! reselects to a cell in a shared networ"-and the cell is a suitable cell for multiple P5M& identities received
on the 011I the .! indicates these multiple P5M& identities to the &.! accordin to 3GPP T! *<.3+; D3*E and
