orani!ation.
%P&s are specified throuh definition and measurement of #ey parameters of inputDoutput of internal networ# system
andDor maintenance E operation proress of an enterprise.
%P&s are primary metrics to evaluate process performance as indicators of Fuantitative manaement- and to measure
proress towards the enterprise$s oals.
1ompetition in the liberali!ed telecommunications mar#ets and customer reFuirements for more comple( services are
leadin to a reater emphasis on the provision of efficient customer service.
To achieve this oal- telecommunication operators have found the "ervice 5evel .reement ("5.) solution.
&n the Performance Manaement hierarchy- "5. is supported by %G&C %G& is supported by %P&C and %P& is supported
by networ# performance data from 'etwor# 2lements.

comple( services are leadin to a reater emphasis on the provision of efficient customer service. The efficiency of
customer service is embodied by customer perception and ood customer relations.
.ccordin to TM7 (TeleManaement 7orum) contributions- "5.s ("ervice 5evel .reement- "ee in TM7 G0,8> H8+I)
can contribute to determinin how customer care is perceived and aidin service providers in attractin customers and
maintainin customer loyalty. . "5. is an element of a formal- neotiated contract between two parties- vi!.- a service
provider and a customer. &t documents the common understandin of all aspects of the service and the roles and
responsibilities of both parties from service orderin to service termination. "5.s can include many aspects of a
service- such as performance objectives- customer care procedures- billin arranements- service provisionin
reFuirements- etc.
"5.s are supported by service or product %G&s. "ervice %G&s are the #ey indicators of the service element
performance- and used as the primary input for manaement of internal or supplierDpartner "5.s that calculate actual
service delivery Fuality aainst desin tarets or in the case of supplierDpartner contractual areements. "ervice %G&s
provide the main source of data for the product %G&s that are reFuired to manae product Fuality and support the

%G&s are supported by %P&s that are an indication of service resource performance.
%P& is proved by areation of networ# performance data from networ# elements.

&n detail to support customer "5.s- %P& should be used to evaluate user$s deree of satisfaction with the service
provided. The user$s deree of satisfaction depends on Fuality of service that is on the user$s perception of the service
performance= the support- the operability- the serveability and the security ("ee in &T3BT /ecommendation 2.A++ H,I).
&n the present document- %P& is only used to evaluate the service serveability performance. The service serveability
performance is further subdivided into three terms= service accessibility- retainability and interity performance.
7rom networ# performance point of view- serveability performance depends on trafficability performance that is the
combined aspects of availability- reliability- maintainability and maintenance support performance. "o that %P&s defined
in the present document are widely used for networ# performance monitorin and Fuality benchmar#in- such as handB
off success rate- call dropBrate- hold time- and conestion are continuously monitored to provide indicators of areas that
miht reFuire tunin.

This field should contain the %P& formula description usin the 3GPP defined counter names.
This field can be used only if the counters needed for the %P& formula is defined in any of the 3GPP T" for
