Feb 1981 - Flight of Government Minister -Earlier Alleged Coup Attempt - Development
Assistance

Lt.-Col. Alexis Kanyarengwe, the Rwandan Minister of Public Service and Labour, sought political
asylum in Tanzania on Jan. 5, 1981, after leaving Rwanda a week earlier.

Although he had held ministerial office continuously under the regime of President Juvenal
Habyarimana since the latter assumed power in a military coup in July 1973, Lt.-Col.
Kanyarengwe had in December 1980 lost his seat on the central committee of the Mouvement
revolutionnaire national pour le developpement (MRNDB), the country's sole legal political
organization.

At the MRND congress held in Kigali (the capital of Rwanda) on Dec. 17–21, 1980, it had also
been decided that general elections should be held in mid-1981 for a new National Development
Council, under the terms of the 1978 Constitution. Voting would be by universal suffrage and
candidates (who would be members of the MRND) would be elected for a five-year term.
