On March 24" my wife and I visited your Manchester office and asked to speak to a reporter. We met with Me. Mark Smith and handed him documentary information that shows that we have been intimidated and threatened by crime gangs that operate on behalf of elements that are high in the London establishment. The intimidation is to stop me from launching a civil law suit. We also provided a correspondence file that shows that although this matter has been brought directly to The Home Secretary's attention that the authorities are doing nothing since the parties involved operate at levels that are disgracefully above the law in Englind Mr Smith has told me that he passed the documentation to Ms. Helen Carter Ms. Carter denies having received it I can’t ask that you run my story, fut Lam deeply concerned that the information (which is very dangerous to my family) has disappeared from your office, and that the cstablishment-contacted crime gangs may have been alerted that I am now trying to contact the press. Tworhours after leaving your office, my wife and I wre again intimidated. My wite, my younger son (also a Chartered Accountant) and myself have all been threatened in Manchester on several occasions, my eldest son in Birmingham and my daughter, a student in Aberdeen, have also been threatened. Hf there are any matters for the Police to investigate they should be contacted again, Mr Russell suggested in his letter that there was a “cover up in the Home Office” As | said in my letter dated 12 July, this is not the case and the reality, as you of course know, is that itis the police and not the Home Office who are responsible for investigating crimes. Tony Blair MP Prime Minister 10 Dewning Street London SWiA 2AA June 15" 2005 Dear Prime Minister, Re: Death Threats & Serious Criminal Intimidation for 5-years ~ Minister Hazel Blears MP ~ Cover up by The Home Office For the last 5-years my family and | have been subjected to numerous death threats and intimidation from international crime gangs. There are witnesses outside of my own family, as well as substantial documentary evidence. Several of the telephone death threats are recorded 1am sorry to have to bring this to your attention, but unfortunately there is also clear evidence of a cover up by your officials in the Home Office - Why is the Home Office scared to have these crimes investigated? Iwas slandered by Grosvenor Intemational years ago and have filed a report that suggests that there may be some form of linkage between the slandering and the threats, since | tend to gel threatened when | mention the siandering. Perhaps it is. coincidental - but the authorities could check this oul, | am not complaining about a civil matter, | am complaining about serious criminal intimidation. Three examples: * Grosvenor /The Duke Of Westminster ~ 40 minutes atter | made a telephone call lo my daughler that referred critically to the Duke, | received a telephone death threat against both myself and one of my sons, and our daughter was intimidated the next day in Aberdeen where she is a university student. | have provided the Home Office (and Grosvenor) with a list of several other incidents where there is at least a strong appearance of this type of linkage. 1ce Charles's Circle ~ Three hours after | had met with a reporter from a newspaper, my wife and | received a death threat which was — Diana times 5 / ARH (there are 5 In our family). I know the Prince is not involved: yet the crime gangs are definitely trying to suggest to me that the threats are coming from his circle. Coincidentally, several of the Trustees of Grosvenor are high in this Circle, and the Council of The Duchy of Cornwall + Cover up by the Home Office ~ For 5 months the Home Office pretended to be investigating and did nothing, following a complaint made directly to The Home Secretary ~ They didn’t even contact one single witness — Yet the authorities have a detailed written complaint, and recorded evidence of some of the death threats in their possession ~ Why the cover up?? Cover up in The Home Office ‘The facts of the Home Office cover up can be summarised as follows. On Oct, 26° and again on Nov. 3° 2004 my wife and I reported these serious criminal offences to the Police in Didsbury, both in person and in writing. A Police Inspector, who has. never met us, refused to investigate even though | was told that he had been urged to approve an investigation by one of his own officers, Mr. Bradley MP, himself a former Home Office Minister, (as evidenced by his letters to me of 24" Nov. and 6" Dec. 2004, and 11" Jan. 2005) then brought this matter directly to the then Home Secretary's personal attention, and the Home Office told Mr. Bradley that they were investigating. In fact 2s shown by Home Office Minister “Ms. Hazel Blears” letter to Mr, Bradley dated 16" March 2008 this earlier statement the Home Office made (4 months before) that they were investigating was completely untrue, as they had never investigated at all Ms. Hazel Blears' letter then dismissed my complaint to the Home Office on the spurious grounds that her officials had stated that there was no evidence that | had initially reported the intimidation to the police. This excuse is amazing and completely untrue, since a 5-second phone call to me from a junior official would have easily determined where and when | originally reported this to the police. Needless to say no attempt was made to contact me. Ms. Blears then suggested that | contact the same police inspector who had refused to investigate in the first place. Quite amazing, is it not!! Bul it is worse than this. | am sorry to say that there is circumstantial evidence that an official may have tipped off the crime gangs ~ There are three examples ofthis. One example: On the same day (March 16") that Ms. Blears signed her letter that put a stop to the pretended investigation, | also got ordered to “stop” by the crime gangs ~ presumably stop complaining. As I wrote to Mr. Bradley on March 22" 2008 all this suggests to ma is that the authorities do not want to find out the truth, and presumably are relying on the crime gangs to keep me silent. Nothing could (and has) encourage the crime gangs more that the knowledge that in relation to my family they can operate with impunity above the law. The week after | made this written comment, my other son was subjected to a barrage of telephone death threats. The authoritios oven have recorded evidence of some of the death threats, and they still will not investigate Five Yoars of Death Throats and Intimidation How serious have these multiple criminal threats been? Well in addition to numerous telephone threats against us all (in several cities) and some very sophisticated computer intimidation and surveillance, I have had vehicles driven directly at me at speed, laser beams fired into my living room, been hit on the head by a pellet fired from some form of gun, been threatened on the street, prowlers, cars following one around and very much more. There have been dozens of such evil threatening incidents over the last 5-years together with hundreds of phone calls, These threats have been so bad that after one of the earlier incidents my wife collapsed, She was hospitalised for three days. Hardly surprising when one considers that my wife and | have had to live with the very real possibility that at eny time very powerful establishment-contracted erime gangs could murder either us or our three children. This is what the threats are alt about. Our Children (A Chartered Accountant in Manchester, An ACA Trainee in Birmingham, and a student at Aberdeen University) have also been directly threatened. You have to experience these threats to know just quite how horrible it is. Yes, it is bizarre. What is most bizarre is the total failure of the Home Office / Police to even begin to investigate these crimes, and the cover up in the Home Office. Given the nature of the threats | have taken the precaution of filing copies of my evidence and correspondence safely off shore; so that the matter can still be dealt should something happen to me. Lot me just repeat what these threats are: The direct threats (not phone calls) include ~ some Very sophisticated computer intimidation and surveillance - vehicles driven directly at me at speed several times, and up onto the pavement - laser beams fired into my living room - hit on the head by a pellet fired from some form of gun — we have been threatened on the street, subjected to prowlers in the night, and had cars following us around in the day, and very much more. There have been dozens of such evil threatening incidents over the last S-years together with hundreds of phone calls, some of which are recorded, Executives who are aware of some of the evidence of intimidation have described all this in writing as “an absolutely awful situation that you and your family are confronting” “shocking” “serious and dangerous ~ I hope the police are guarding." My officials have been liaising with Greater Manchester Police, and | am sorry to tell you that they can find_no record of Mr Russell contacting them regarding the allegations_in_his. letter. | would suggest that if Mr Russell wishes to report the incidents he has ‘experienced to the police, he may wish to contact Inspector Mike Dawson, who is responsible for policing his local neighbourhood, on 0161 856 4593. | can reassure Mr Russell that the Home Office does take both organised crime and victimisation very seriously. The Serious Organised Crime and Police Bill, published in November last year, proposes a radical overhaul of the way law enforcement agencies combat organised crime, and modernisation of police powers. The proposals will see the creation of the Serious Organised Crime Agency (SOCA) and new powers to secure more convictions of crime bosses. SOCA is being established to create a single, specialist organisation focused on reducing the harm caused to society by organised crime. It will bring together ‘existing agencies and skills and create an intelligence-driven mix of analysis, surveillance, technical skills, financial expertise and law enforcement powers to achieve a much greater impact of organised crime than ever before. Reforms to police powers of arrest and the new measures aim to help crack the scourge of organised criminals, whe trade in fear and intimidation, tearing apart communities and affecting the quality of life of every citizen, while strengthening and modemising the police service to ensure stronger, safer communities for all. ican also reassure Mr Russell that the Government will make sure that criminal Justice agencies put the needs of victims al the heart of the criminal justice system. In July 2003 the Government publishod the strategy document - A new deal for victims and witnesses ~ national strategy to deliver improved services - which outlines the national framework for the delivery of new services for victims and witnesses. The strategy identifies weaknesses and remaining gaps in services and sets out the future initiatives which will help to make new and lasting improvements in the service offered to victims and witnesses. In addition, a National Victims Advisory Panel has also been set up, consisting ‘of 10 members of the public, who have been victims of crime. The Panel is not to provide advice to victims, rather it has been established to advise Government Ministers and other representatives of the criminal justice agencies of their views on the planned Govemment policies for victims and witnesses. This will enable Ministers and others to hear their experiences, and generate idoas and practical proposals for improving services to victims and witnesses. Finally, | would like to fell you about the personal support which is available to victims of crime. The Government provides a substantial grant (£30 million in the current financial year) to the voluntary organisation, Viclim Support, which has enabled the organisation, through its local schemes, to continue its work of advising and helping victims and witnesses of crime. Mr Russell may wish to contact his local scheme, as they may be able to help him now or in the future.
