ABSTRACT
These slides provide the main factors that affect the GSM call drop rate by providing the formula and
counter mapping for all the vendors (Huawei, NSN, Ericsson and ZTE). In addition, these slides
provide the breakdown of the drop call count formula of Huawei and the current drilldown analysis on
the drop calls of Telkomsel network. Presented here also are the summary of the ongoing and
upcoming action/s to address the network drop call problem. Lastly, the technical descriptions of the
counters mentioned in these slides are presented in the Appendices.

Drop Call Count Breakdown
Huawei Drop Call Count Breakdown
The BSC measures call drops by cause, which facilitates call drop type identification and cause analysis.
Typically, most call drops in a network occur over radio interface (CM33C). These call drops are classified into call drops that occur in the
stable state (CM330) and call drops that occur during handover (CM331).
Other types of call drops are CM333 Abis link Failure and CM334 Equipment Failure. The loopback function is seldom used in the network,
therefore, loopback call drops (CM397 & CM385) seldom occur.

From the previous analysis (Drop Call
Distribution by Type), it is evident
that most of the drop calls are from
halfrate traffic. So comparing the
traffic profiles of the BSCs, it can be

percentage of higher Halfrate settings
have high drop calls. TBS5 which
have lower percentage of halfrate
settings have lower drop calls
compared to other BSCs.

Appendix : Drop Call (CM33) Technical Description (1)
Description
This measurement provides the number of call drops due to various reasons after the MS seizes a traffic channel.
The MS seizures a TCH in any of the following conditions:
The MS sends an ASS CMP message to the BSC;
The MS seizes a TCH and sends an HO CMP message to the BSC.
Measurement point
When a TCH is seized to carry traffic during a call, this counter is measured in the following situations:The BSC receives an ERROR INDICATION message from the
BTS because of the abnormal connection at the radio link layer. For details, refer to GSM Rec. 08.58.
The BSC receives a CONNECTION FAILURE INDICATION message from the BTS because of the radio link fault or hardware fault. For details, refer to GSM Rec. 08.58.
When receiving a DISC frame on a link layer connection in multi-frame mode, the BTS sends a REL IND message to the BSC. For details, refer to GSM Rec. 08.58.
The timer set to wait for an HANDOVER COMPLETE message expires during internal intra-cell handover.
The timer set to wait for an HANDOVER COMPLETE message expires during outgoing internal inter-cell handover.
The timer set to wait for an HANDOVER COMPLETE message expires during outgoing external inter-cell handover.
The timer set to wait for an HANDOVER COMPLETE message expires during incoming external inter-cell handover.
The BSC does not receive any measurement report within a certain period (by default, five minutes) and sends a CLEAR REQUEST message to the MSC to release
the call.
The BSC detects a broken RSL and releases all the calls on the RSL.
A call drop occurs due to any of the following situations: TRX mutual aid; dynamic modification of cell attributes, TRX frequencies, or TRX FH data; dynamic
deletion of cells or TRXs; blocking of cells, TRXs, or channels.
The timer set to wait for the outgoing BSC handover command expires, or the clear request message is received from the MSC before the timer expires.
A call drop occurs due to call assignment failure during the handover.
The MSC cannot send a short message because the data configuration prohibits the downlink short messages or because of flow control and the call is released.
A call drop occurs due to software error.
After seizing a channel, the MS fails to start a local switching due to terrestrial resource request failure, failures on the BTS side, or timer expiration.
After a call is in the BSC or BTS local switching state, if the local switching cannot be proceeded for handover or other reasons, the BSC restores the call to the
common call state. If the restoration fails due to terrestrial resource request failure or other reasons, the BSC releases the call.

Counter Description
CM330:Call Drops on Radio Interface in Stable State (Traffic Channel)
This measurement provides the number of calls released because of the ERR IND, CONN FAIL IND, and REL IND messages
received by the BSC after the MS seizes a traffic channel.
CM331:Call Drops on Radio Interface in Handover State (Traffic Channel)
After the MS seizes the traffic channel, the BSC sends the HO CMD to the MS. During the handover process, this
measurement provides the number of times that the timer for the target cell waiting for the handover completion expires
if the MS fails to access the new channel at the radio interface, or the number of times when the timer for the originating
cell waiting for the handover completion expires if the MS fails to return to the original channel.
CM332:Call Drops Due to No MR from MS for a Long Time (Traffic Channel)
After seizing an SDCCH, the MS sends a measurement report to the BSC every 470 ms. After seizing a TCH, the MS sends a
measurement report to the BSC every 480 ms. If the BSC does not receive any measurement report within a certain
period (five minutes, by default), it deems that a call drop occurs on the Um interface.
This measurement provides the number of call releases by the BSC because the BSC does not receive any measurement
report on the traffic channel within a certain period.
CM333:Call Drops due to Abis Terrestrial Link Failure (Traffic Channel)
If the terrestrial link on the Abis interface seized by the call fails after the MS seizes a channel, the BSC releases the call.
This measurement provides the number of call releases by the BSC due to the terrestrial link failure over the Abis interface
on the traffic channel.
CM334:Call Drops due to Equipment Failure (Traffic Channel)
After the MS seizes a channel, if the status of the BSC internal resources is abnormal, the BSC releases the call that seizes
the abnormal resources.
This measurement provides the number of call releases by the BSC on the traffic channel due to an abnormal internal
resource status.
CM335:Call Drops due to Forced Handover (Traffic Channel)
After the MS seizes a traffic channel, the BSC initiates forced handover in the case of channel preemption, channel failure,
or channel blocking. If the handover of the MS fails, the BSC releases the call.
This measurement provides the number of call releases by the BSC on the traffic channel due to forced handover failure.
CM397:Call Drops due to local switching Start Failure
After seizing a channel, the MS starts the local switching. This counter provides the number of call drops due to the failure
in starting the local switching caused by different reasons. The cause value can be Terrestrial Resource Request Failure,
Failures on the BTS Side, or Timer Expired.
CM398:Call Drops due to Handover Failure During the local switching
The handover occurs after the call is in the local switching state. This counter provides the number of call drops occurred

Counter Description
M3030J:Call Drops on TCH(Uplink and Downlink Quality)

When a call drop occurs on the TCH, the counter, Call Drops on TCH(Uplink Quality), is incremented by one if the uplink
quality is higher than "UL Quality Threshold for TCH Call Drop", the downlink quality is lower than or equal to "DL Quality
Threshold for TCH Call Drop", and the conditions for measuring Call Drops on TCH(Uplink FER), Call Drops on
TCH(Downlink FER), or Call Drops on TCH(Uplink and Downlink FER) are not met.
M3030K:Call Drops on TCH(Other)
This counter provides the number of call drops on the TCH of a cell. The causes for call drops are air interface fault, no
measurement report from the MS for a long time, Abis interface fault, equipment fault, and forced handover.
When a call drop occurs on the TCH, the counter, Call Drops on TCH(Other), is incremented by one if the conditions for the
measuring any one of the following counters are not met: Call Drops on TCH(TA), Call Drops on TCH(Uplink Received
Level), Call Drops on TCH(Downlink Received Level), Call Drops on TCH(Uplink and Downlink Received Level), Call Drops on
TCH(Uplink FER), Call Drops on TCH(Downlink FER), Call Drops on TCH(Uplink and Downlink FER), Call Drops on TCH(Uplink
Quality), Call Drops on TCH(Downlink Quality), and Call Drops on TCH(Uplink and Downlink Quality).
