Justification Clause: background information
Thailand is the worlds leading exporter of rice
Section I: what we propose to do
Section II: how much it will cost to do this/any definitions. Genetically modified organisms
(GMOs) can be defined as organisms in which the genetic material (DNA) has
been altered in a way that does not occur naturally.
Section III: how we will do it
Section IV: who will be enforcing this and what will be the consequence/punishment for not
abiding by the new rule/law/etc. There will be a fine of $5000 (or the equivalent in the
countrys currency) imposed on the offender for the first offense.
Section V: if passed, when will this proposal go into effect? This proposal will go into
effect 90 days after passing.
