Backround
In California, 16 percent of citizens purchase insurance either individually
or through small businesses.

Since 2011 health insurers are reviewed before going into effect.

The California Department of Insurance (CDI) is headed by the publicly
elected position of Insurance Commissioner.

Under Prop 45, the Commissioner would have the power to to approve or
reject any changes made by health insurers.

Motives for supporters :
-Gives the insurance commissioner, an
elected official, the ability to veto small-
group health insurance rate increases.
- Saves the money of many people with
health insurance.
Principal Opponents :
NO on 45!
-California Republican Party
-California Chamber of Commerce
-California Medical Association
-California Hospital Association
-California Orthopaedic Association
Motives for opponents:
Health insurance companies spending up to
55 million on campaigns against prop 45.
If voted yes this means that private health
companies will be losing money.



PROS:
Spiraling health insurance rates have risen many times
faster than inflation.
Prop. 45 will control health insurance costs just as Prop.
103 successfully controlled auto insurance costs.
Transparency required by Prop. 45 will help prevent
unreasonable rate hikes.

Cons:
Prop. 45 adds another level of expensive bureaucracy
to health care regulation.
Decisions about health care should not be made by a
politician.
Marketplace negotiations under the ACA could be
harmed by the new regulatory approach.
