Overview
This bill appropriates a total of $1 million in state money to the St. Croix River
Education District for professional development activities including Response to
Intervention (RTI) training. The bill reduces the state appropriation by any
unallocated moneys from the federal stimulus act that can be used for this
purpose.
There are a variety of different mechanisms for distributing federal money for
education purposes under the American Recovery and Reinvestment Act (the
federal stimulus act). A substantial portion of the federal money is distributed
directly to school districts through pre-existing formulas, but the mechanisms for
distributing some of the remaining funds to state departments of education and
local education agencies have not yet been delineated.

Appropriation; St. Croix River Education District. Appropriates $500,000 per year
from the general fund to the Commissioner of Education for a grant to St. Croix River
Education District for standardized, research-based professional development activities.
Reduces the state appropriation by the amount of any uncommitted federal funds from the
stimulus act (American Recovery and Reinvestment Act) that can be applied to this
purpose.
