AGENDA ITEM NO. SUBIECT: Construction of ONGC Energy Centre and Corporate Offices of ONGC Group of Companies at Vasant Kunj Mall, New Delhi. ‘SPONSORED BY: DGM(Civil), New Delhi. APPROVED BY: Director(HR) ‘SUBMITTED FOR: Approval of concept and execution methodology ‘A. BACKGROUND, ONGC has purchased and taken possession of Plot no. SB at Shopping Mall, Vasant Kunj, Phase-lI, New Delhi on 15.09.2004. The area of the plot is 18.340 Sqm. Similarly, OVL has purcfhased and taken pososession of Plot no. 5A at Shopping Mall, Vasant Kunj, Phase-II, New Delhi on 15.09.2004. The area of the plot is 18000 Sqm. The project was approved in the 153 Board meeting (Minutges placed at Annexure-I) Alternative concepts of the project design were presented to the EC in the 285” meeting (Mintues placed at Annexure-Il). EC decided as under: quote e. EC decided that ‘The possibility of following modifications be explored with DDA authorities for Delhi Office. One common entrance for the entire complex and another emergency exist. EC decided in favour of the 3M fecade option as its first preference for Delhi Office, subject to durability and maintainability of the fecade in Delhi condition. For the second preference, in case the first choice failed to meet the durability and maintainability criteria, EC decided on Option 2 (Evaluation only) presented by Architect Hafeez Contractor and having windows cut in different reactangular sizes which could be used to electronically flash different messages at different times. ‘That in place of granite, possibility of using oll bearing rocks, say Sandstone for Delhi office and Limestone for Mumbai office be explored. Requisite steps for maintaining aesthetics look and also roughing of the sandstone and filing of pores in limestone be carried out for durability keeping in view the weather at the two places. EC further desired that possibility of tinting with gold moulded with the glass frontage and using earth/gold colour, used in ONGC logo, on the edges of the galss fecade be edxamined. ECalso desired that clean frontage with nothing visible from outside the glass facade be ensured. Space allotment for Delhi building as per the followings: 25% of space each for a)Energy Centre & auditorium b) OVL, MRPL & CEC, cJONGC and d)Future expansion. IN ONGC area, there should be one Executive floor and provision for Operation Control Room for International uNquoTe ‘The Board in their 158” meeting decided that the energy centre be named as “Rajiv Gandhi Urja Bhawan” (Minutes placed at Annexure-Ii) & —— PRESENT:STATUS: ‘An agreement has been signed between ONGC and NBCC on 27.09.2006. NBC has engaged Artchitect Hafeez Contractor (AHC) for conceptualization, planning and designing of the project, based on the functional requirements of ONGC. NBCC shall submit concepts through presentations with plans, elevations, and internal layaout plans, rough cost estimates, along with cost-benefit analysis of the Green, Energy efficient & intelligent features of the buildings NBC has cleared all outstanding dues of O1DB amounting to Rs. 12 crores. “The Ministry of Environment and Forests have accorded environmental clearance on 28.11.2006, ‘As desired by EC in the 285" meeting the possibility of amalgamation was explored with certain accrued architectural features. DDA has agreed in principle to amalgamate the two plots viz, ‘SA(OVL) and SB{ONGC) on payment of Rs. $3.00 crores. The Board in its 153° meeting approved amalgamation of plots. ‘The benefits (subject to approval of DIUAC) of amalgamation of the two plots will be as under: Overhead connenction between the two buildings through bridges. Elevated Board room in the central courtyard connected by bridges to the two buildings. Vertical glass facades connecting the two buildings on the North and Ssouth side. Space truss connecting the two buildings at roof level and providing partial cover by use of fabric: Common basement ‘Common infrastructural facilities like sub-station, WTP, STP, Generators (PNG/Diesel), HVAC plant, IMMS, control room ete. Pursuant to board decision of naming the building as Rajiv Gandhi Urja Bhawan NBCC/AHC has prepared new conceptual drawings. C-SPACE UTILISATION Space allocation was broadly identified by the EC in the 285" meeting. Subsequently specific requirements were obtained from the various departments. These requirements were consolidated ‘and conveyed to the architect fornplanning the internal layout of each floor in each building, Floor- ization is placed at Annexure-IV. wise space D.EXECUTION MODALITY ‘The fourth resolution of item no. 153.09 of the 153 Board meeting stated as under: quote That NBCC, a central PSU, be appointed as Project Management Consultant on nomination basis, ‘and NBCC, in turn will engage the LSTK EPC contgractor on ICB basis, with ONGC’'s approval UNQUOTE a) LSTK EPC contractor on ICB basis: Consntruction of the building shall be taken up on LSTK/EPC basis through ICB. However, as advised by the PMC consultant and project Architect, following are not part of the {STK contract. LExcavation Can be taken up through National Competitive Bidding, separately. Advantage Environmental clearance could not be obtained for a considerable time, due to stay by the ‘Supreme Court on constructuction at Vasant Kunj mail leading to some delay in the ‘commencement of the project. Further, clearances from statutory authorities, and preparation of LSTK tneder will take solme more time. Hoswevr, tendering process for excavation can commence right away and work awarded immediately thereafter. This will save project time. Loose furniture Modular workstatiolns, chairs and other furniture items as per architects’ d either purchased or made to order and installed/fixed at site.
