Inflation Scenario of Bangladesh
Inflation, unemployment and growth trend are the major factor of macro economics. Losing the
purchasing power and increasing the cost of production indicates the high rate of inflation.
Unemployment occurs when people are without jobs and they have actively looked for work
within the past four weeks. The trend of the growth of the real GDP is called Growth Trend.
Economic growth is primarily driven by improvements in productivity. However, inflation &
growth rate have both positive & negative relationship depending on situation. Moreover,
inflation and unemployment have a negative relationship. All the factors are interrelated and at
the time of analyzing one must consider each and every factor with equal consideration. If we
analyze the economical condition of our country it is clear that inflation is higher in recent years
comparing with past decade. Growth trend is upward till the inflation rate is 7 percent. After that
the trend gets downward. At the same time unemployment rate is inverse all the time with
inflation rate maintaining contractionary &expansionary policy. Inflation fluctuates all the time
because of the fluctuation of the money supply. But in recent years, we came to know that
international affairs are influencing to increase the inflation rate. Consistent budget deficit and
exchange rate deteriorate the economic growth which directly relates with unemployment &
inflation.
Inflation in Bangladesh
In a least developed country like Bangladesh the financial sector and the money market are
grossly imperfect. This severely constrains the smooth operation of the transmission channels of
monetary policy. In consequence, fiscal policy is arguably the most potent macroeconomic
policy instrument to accomplish the development objectives. Fiscal policy is embodied in the
budget. In the budget of FY 2013-14 the total expenditure is estimated as BDT 222491 crores,
total revenue as BDT 167,459 crores, GDP growth as 7.2% and inflation rate as 7.0 percent. On
October 31,2013 the inflation rate was calculated as 7.03% which was 7.13% on
September31,2013.Apparently it may be told that this existing rate is good for our economy
because the rate is down warding. On July,2012 the point to point general inflation was
8.56%.Even the point to point inflation on July,2013 was 7.97%.In the fiscal year 2011-12 it was
11.89% due to the rise in dollar value in exchange to taka and oil price hike. Compared to those
days, now we are having relatively good inflation rate. But it doesnt explain that it will remain
steady or lower. Researchers have found that our current inflation rate will increase in the near
future because of our political unrest, less production capacity, import dependency on other
countries like India, China etc., global food price hike, oil price hike and the high bargaining
power of the political middleman in the upcoming days.
In this report, we have tried to focus on the current scenario of inflation in Bangladesh, its causes
and effects and suggested some strategic points to curb the pace of inflation.
Inflation
In economics, inflation is a rise in the general level of prices of goods and services in an
economy over a period of time. When the general price level rises, each unit of currency buys
fewer goods and services. Consequently, inflation reflects a reduction in the purchasing power
per unit of money.
Categories of inflation
The modern economic theory describes three types of inflation. They are
1.Demand pull inflation
2.Cost pull inflation
3.Monetory inflation
Demand Pull Inflation:
services. Due to higher aggregate demand, profit margins of producers also increase. So they try
to produce more by utilizing all the resources .But resources are scarce. Therefore disequilibrium
between demand and supply arises. It means people demand more than the available supply. So
this push the prices and they become high.
Cost Pull Inflation
It is a type of inflation which is occurred due to increase in the costs of the products and services.
The basic phenomenon is that manufacturing firms acquire goods and services at higher prices
due to which they earn lower profits. So, in order to earn REQUIRED AMOIUNT of profits ,
these firms Pass ON THEIR INCRESE Costs to the consumers and thus inflation emerges.

In Bangladesh the average inflation (general) in FY 2000 was 1.94% while it is found 9.76% in
FY 2011. But during these years changes in inflation did not follow any monotonic pattern.
Bangladesh faces a tougher challenge in bringing down burgeoning inflation. Bangladesh Bureau
of Statistics (BBS) data showed that inflation had increased to 11.97 % (on point-to-point or
monthly count) in September, 2011 the highest in 10 years. Food inflation, which was 12.7 per
cent in August, had increased to 13.90 % in September while food inflation in urban areas had
increased to 14.69 % in the same month from 12.94 % in August. But from February,2012. it had
followed a downward trend till October,2012.In February ,2012 it was 10.59 percent and in
October it was 7.22 percent. The inflation rate in Bangladesh is fluctuating much frequently. It
followed a increasing trend till January 2013.After that it started to fall again.
The rate of inflation is higher in the food sector than in the non-food sector. Side by side with the
prices of food items, house rent, transport cost, and expenditure on clothing have also increased.
As a result, the people are passing their days amid hardship. Additional money is going out of
their pockets on a static income. The government in the budget for the current financial year had
a plan to keep inflation at 7.0 per cent but it has crossed the limit. Usually a rise in the food price
always increases the prices of other goods. When expenditure increases on purchasing food
items, the prices of other goods are also raised in a race with that. When the price of food
increases, it also pushes up the house rent. Side by side with that, the prices of shoes and other
goods will also be increased. As a result, the prices of non-food items will rise at an abnormal
rate.
Causes of Inflation
Both internal and external factors have contributed to the current inflation in Bangladesh.
Dependency on Import
As the net domestic production of food is not sufficient to meet demand, the demand-supply gap
of cereals, edible oil and other food items are imported from external markets (Bangladesh
Economic Update, 2011). In 2005-06, the country produced 31.45 million metric ton (MMT)
food grain whereas it imported 2.56 MMT cereals. Bangladesh generally import onion from
India.But in recent time India government decided to prohibit the export of onion to other
countries like Bangladesh because there was less production of onion to support their own
countrys demand.As aresult the price of the onion has reached its maximum price in the history
of the Bangladesh.
Apart from these food items, Bangladesh sources petroleum products and metals from
international markets (Shahiduzzaman, 2006). Though Bangladesh has a sizeable amount of
natural gas, the country produces only 10 percent of its oil consumption. It depends on
international markets for oil and other petroleum products (Matin, 2011). So when prices of
those product increases in the international market ,the price of those goods increase in the
domestic market and cause a rise in the inflation rate.
Less production Capability
We may think that the capacity of our production has increased but its not enough to match with
the increasing demand of the food items. In recent years, rice production in the country remains
stagnant except for the Boro high yielding variety rice. The production of wheat and other crops
also delined over the years.Specially the production of onion has been drastically reduced. Crop
failures due to erratic weather (abrupt behaviour of South Asian monsoon, damages caused by
cyclones, etc.,) often create food shortages in Bangladesh. This shortage often create demand
pull inflation within country. And cause a rise in the inflation rate.
Illegal Practices of Businessmen
The Bangladesh market mechanism is highly distorted. Matin (2011) argued that the gap
between retail and wholesale market prices is substantial and it is widely believed that a group of
traders control the markets through syndication (oligopoly-type market).
2005-06 (Unnayan Onneshan, 2011). The higher energy cost also increased the domestic
distribution cost of commodities.
Apart from all these reasons, labor cost, information asymmetry, political unrest, dislocation in
market structure due to anti corruption drives are responsible from recent price hike.
High interest rate is also responsible for price hike as production is increasing. Bangladesh
government is borrowing from commercial banks excessively. Bangladeshs government
borrowed about $700 million from commercial banks in July and August, the first two months of
the new fiscal year, the central bank said on October 1. It will put private sector in open
competition with government. It will raise the interest rate as well as price level. Moreover
government is heavily borrowing from central and central bank is forced to print money, which
will also create inflation. Specially, Excess subsidy in quick rental power plant (energy sector)
forces government toward budget deficit and mismanagement in overall economic coordination.
3. Bangladesh Bank can take over some responsibilities such as monitoring modalities of L/C
(Letter of Credit) operation so that market forces determine the exchange rate in a process that
remains free from speculative transactions.
4. Government can effectively use its legal power to break up the market syndication and thus
improve competitiveness of the distribution network.
5. Bangladesh Bank can reduce the duration of loan given against L/C opened for importing
essential consumer gods.
6. Government should pass Consumer Rights Protection than consumers will be able to seek
legal protection against charging of irrational price of essentials by the sellers.
7. Commodity price also rice by Creating Artificial crisis, hoarding, obstructing goods
transportation, taking money by cheating in the name of providing services. These illegal
activities should be stopped as early as possible. Government should introduce commodity
exchange market that can forecast future demand.
8. Increases supply of essential commodities (rice, wheat, and lentil) with no or least tariff and
efficient intermediation.
9. Political parties should come out of the practice of mudslinging and blame shifting.
10. Information system should be improved in a way that reduced the information gap among
different stakeholders of the country.
11. To strengthen local currency Government has to increase Remittance Inflow, Export &
Production.
12. To strengthen the Trading Corporation of Bangladesh to control import prices of essential
commodities.
