THE PROBLEM AND ITS SETTING


INTRODUCTION
Policing is a huge governmental organization responsible in the prevention
and control of crimes. It has to include an array of activities in different situation
predominant to the preservation of the state. Police force is the most visible
entity of the criminal justice system which shows that the organization is one of
the known public servants who is accountable and most of the time responsible
to the people and the community. Promoting peace and order, ensuring public
safety and enhance community participation towards the end of truly
professionalized and dedicated law enforcers. They shall serve with utmost
responsibility, integrity, morality, loyalty and efficiency with the respect to human
rights and dignity. Also, the primary duty and responsibility of these men is to
enforce all laws and ordinances relative to the protection of the lives and
property and ensure public safety.
Law enforcement is carried out even in ancient period by the so called
prefects. In Jin, dozens of prefects were spread across the state to impose
authority and power. These prefects are appointed by local magistrates, who
reports to higher authorities such as governors, who in turn are appointed by the
emperor, and they oversee the civil administration of their "prefecture", or
jurisdiction. Under each prefect are "sub-prefects" who help them collectively
