Job Purpose: The Programme Analyst on Population and Development
and Gender substantively contributes to the effective management of UNFPA activities in the areas of population and development, and gender. S/
he analyses and assesses relevant political, social including demographic
and economic trends and provides substantive inputs to programme formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Analyst on Population and Development and Gender guides and facilitates the delivery of UNFPAs
programmes by monitoring results achieved during implementation. S/he
ensures and guides the appropriate application of systems and procedures
and develops enhancements if necessary.

ASSIGNMENT TITLE: DESIGN AND DEVELOPMENT OF ADJUSTMENT FOR AIPAS
INTEGRATED MANAGEMENT SYSTEM

The Project has the objective of mitigating the negative effects of the 2012
drought by helping to restore the corn and wheat production and preventing
livestock destocking in the most affected districts. Cash transfers to
affected farmers will be done by Agency for Interventions and Payments in
Agriculture (AIPA).
AIPAs integrated management system, which the institution aims to develop
and to implement, will include three sub-systems of major importance to the
efficient and easily accessible operation for farmers and all partner public
institutions:
1. Internal Document Management.
2. Continuous staff training (distance learning) and online tasks management.
3. Electronic submitting and archiving of subsidization files.
The consultant should meet the following qualification:

At least 5 years experience in IT and database design and maintenance


is required;

Experience in information management or monitoring data is required;

Experience in elaboration of e-learning systems is required;

Availability of key staff with the university degree in relevant area,


including:
- Team Leader (at least 5 years experience, including 3 years as team
leader, in software development projects);
- Technical coordinator (at least 5 years experience in software
development including Java environment)
- Business process analyst (at least 3 years experience as analyst in
software development projects);
- Training specialist (at least 3 years experience as trainer in software
development projects).
The Consolidated Agricultural Projects Management Unit (CAPMU) on behalf
of Ministry of Agriculture and Food Industry now invites eligible consultants

The USAID Local Government Support Project in Moldova (LGSP) is soliciting
offers for consultancy services on elaboration of socio-economic development
strategies in selected towns.
With the oversight of the LGSP, the Subcontractors will be facilitating and assisting the Local Public Authorities of Criuleni, Riscani, Briceni, Ocnita, Donduseni,
Edinet, Glodeni, Soroca, Floresti, Cahul, Cimislia, Leova, Anenii Noi, and Falesti in developing municipal socio-economic development strategies for the period

Support the Town Hall in drafting the strategic part;
Support the Town Hall in drafting the action plan for each selected town;
Support citizen participatory activities in the strategic planning process.

CONSTRUCTION WORKS FOR REHABILITATION OF THE IRRIGATION
INFRASTRUCTURE IN LOWER PRUT RIVER BASIN
IFB Ref: PP6/THVAP/W/CB/05
The United States of America, acting through the Millennium
Challenge Corporation (MCC) and the Government of
Moldova (the Government) have entered into a Millennium
Challenge Compact for Millennium Challenge Account
assistance to help facilitate poverty reduction through
economic growth in Republic of Moldova (the Compact)
in the amount of approximately 262,000,000 USD (MCC
Funding). The Government, acting through the Institutia
Publica Fondul Provocarile Mileniului Moldova (hereinafter
refer to Millennium Challenge Account Moldova (MCAMoldova), or Employer interchangeably), intends to apply
a portion of the MCC Funding to eligible payments under
a contract associated with this Invitation for Bids (IFB).
Any payments made by the Employer under the proposed
contract will be subject, in all respects, to the terms and
conditions of the Compact and related documents, including
restrictions on the use and distribution of MCC Funding. No
party other than the Government and the Employer shall
derive any rights from the Compact or have any claim to the
proceeds of MCC Funding.
The Compact Program has the following components:
Road Rehabilitation Project (RRP). The project would
improve profitability and marketability of goods carried
on the roads, improve access to social services among
communities serviced by the roads, and improve road safety.
The proposed project comprises the rehabilitation of existing
paved four-lane roads.
Transition to High Value-added Agriculture (THVA)
Project. The project objective is to increase incomes in
rural agricultural communities through transition to higher
value-added production through rehabilitation of irrigation
infrastructure, radical changes to its management, and
increased access to finance, training, and market information,
beneficiaries will transition to more intensive and varied crop
production and better marketing of the production.
The Employer, acting through its Procurement Agent, now
requests interested Bidders to submit sealed bids (Bids)
for the execution and completion of construction works for
rehabilitation of the irrigation infrastructure in the Centralized
Irrigation System (CIS) Chircani-Zirnesti in Lower Prut River
Basin (Works), which is being offered as a unit price contract
based on the Bill of Quantities. The resulting Contract, in
accordance with FIDIC Conditions of Contract (Red Book),
includes a fifteen (15)-months construction period followed
by a twelve (12)-months Defect Notification Period. Since
the Defect Notification Period ends after the Compact end
date of September 1, 2015, Employers obligations under the
contract will be shifted on its successor to be designated by
the Government.
The rehabilitation Works aim at achieving an integral irrigated
sector in this area of the country and shall include:
(a) Rehabilitation of the irrigation infrastructure:
(i) new constructions of facilities of pumping stations,
including electro- mechanical equipment;
(ii) installation of new river intake structures including inlet
canal dredging, fish protection structures, gravity intake
pipes, level control radial gates, valves and concrete
structures;
(iii) service canal works including rehabilitation of existing
canal, canal culvert crossings, structural works and
service road;
(iv) supply and installation of several new irrigation pumping
stations including vertical turbine pumps, automation
and control system, delivery to irrigation networks and
pumping station site development; and
(v) total and partial replacement of existing steel, reinforcedconcrete, steel core and asbestos cement pipes with
new HDPE pipes including main supply lines, delivery
off-takes, tertiary lines and hydrants.
(b) Drainage works and construction of intakes.
