Background
The I Swim for Bob Day event was established in memory of Robert Norr, a Recreation and
Park Management student, who tragically lost his life in a kayaking accident in 2012. The focus
of the event was to raise funds for the Robert A. Norr Presidential Merit Scholarship Fund and
to generate annual pass through monies to be awarded in a scholarship. The event began as a
healing event with the first one being held four months after Bobs death and the second event
a year later. These events brought together friends and family of Bob to celebrate his life and
assist students with their grieving process. The events have resulted in an endowed scholarship
of over $40,000 and annual pass through scholarships that have been awarded to students each
year.
Need for the Event:
The endowed scholarship now has a payout, but the tribute to Bob Norr is a priority to the
department and the Norr family. The events provide an opportunity to pay tribute to Bob,
award scholarships in his name, allow his family members to meet the students who receive the
scholarships, and provide students with a professional experience that permits them to work
for a meaningful purpose, develop their professional skills, and learn about philanthropy.
Program Planning Process:
The total event planning cycle takes one year and involved four classes across two semesters in
the planning, implementation, and evaluation process. The Fall semester RECR 491 class began
the planning process by reviewing the evaluation material from the 2014 event and using that
to plan the 2015 event. Ten of the twelve students in RECR 491 assisted with conducting either
registration or activities during the 2014 event and were part of the evaluation process. The
focus for the 2015 event is to engage more students on campus and alumni with a unique
collection of activities that are not normally provided, such as ultimate dodge ball, 12 minute
kickball, laser tag capture the flag, climbing at the climbing wall, swamped canoe relays, water
polo, water basketball, and water volleyball. The money raised went to the pass through
scholarship in order to meet the Norrs desires of creating a significant scholarship.
Additionally, the event was held Saturday, March 28 from 1-3 pm at the request of alumni and
recommendations from the RECR 491 class. The theme for the event was discover YOUR
adventure in tribute to the manner in which Bob lived his life; always looking for the next
adventure.
During spring semester, the RECR 491 class members were the managers and oversaw
marketing, logistics, training event staff, preparing for the event, and conducting the event.
The RECR 380 class conducted event activities to apply their leadership skills. The RECR 388
class conducted registration for the event and used that as foundation for an evaluation report

that analyzed quantitative and qualitative data and will serve as the foundation for the 2016
planning cycle. This program is the service learning component for each of these classes and is
supervised by Dr. Blankenship.

The Goals and Objectives for the event are the following:
Goal 1: The students will develop, prepare, promote, supervise, manage, and evaluate the
2015 I Swim for Bob.
Objectives:
1. The students of Fall RECR 491 will plan the event content, marketing, partnerships, and
budget.
2. The students of Spring RECR 491 will execute the program and supervise students from RECR
388 and RECR 380, conduct, manage, and evaluate the event.
3. The students of RECR 380 will conduct activities in the pool, gym, climbing wall, and baseball
room and evaluate the event.
4. The students of RECR 388 will conduct pre-registration and onsite registration and prepare
an evaluation report of the event.
Goal 2: The students will raise $4,000 for the pass through scholarship to be awarded in 2014.
Objectives:
1. The students of RECR 491, 388, and 380 will all contribute to the scholarship fund.
2. The students will raise $3,800 from participations.
Goal 3: The Norr family will be pleased with the efforts of the students and the program.
Objectives:
1. The Norrs will approve the program content and concept.
2. The Norrs will meet the student leaders for the event and scholarship winners.

Activity Area: Pool

Activity Name: Canoe Relay

Activity Objective: The participants will finish the relay and try not to tip over in the canoe.

Activity Risk Management Considerations:


1. Getting hit by canoe
2. Canoe flipping

Supplies and Equipment Required:


1. 4 Canoes
2. Whistle

Activity Formation:
1. In order to give direction, have the participants stand in a circle listening to the instructor.
2. To play the activity, have the participants divide into even relay teams.

Activity Directions:
1. The staff will start by sinking the canoes so that they are filled with water.
2. Have three people in the canoe at a time
3. Paddle the canoe to the other side of the pool and switch with your team members at the other side
of the pool.
4. Safety concern: make sure people are not trapped in canoe if it turns over, their legs should not be
under the bar, and have a life guard in the pool with them.

Activity Name: Water Polo

Activity Risk Management Considerations:


1. People not being able to touch the bottom of the pool
2. People coming up out of breath
Supplies and Equipment:
1. 6 small beach balls
2. Water polo goals
3. Items to determine teams (colors)
Activity Formation:
1. Divide people into to equal teams and explain the rules
2. Have each team at their goal for the beginning of each game
Activity Directions:
1. The purpose is to throw your ball into the other teams goal to score a point.
2. Be respectful and do not drown people on the opposite team.
3. The game begins with each team at their end of the pool at their goal.
4. The leader throws the ball into the center of the pool and play begins.
5. Teams play offense and defense at the same time.
6. The leader continues to throw balls into play.
7. Play can be non-stop or stopped when a goal is scored by either team and begin again.

Activity Name: Volleyball

Activity Risk Management Considerations:


1. Participants will be hitting the volleyball back and fourth to one another so theres a possibility of
being struck with by the ball.
2. If played in the deep end, endurance will be needed to tread water because players will not be able to
touch the bottom of the pool.
3. Stretching should be performed before this activity to avoid injury.
Supplies and Equipment Required:
1. A volleyball
2. Volleyball net
3. Whistle
Activity Formation:
1. Have the participants for a circle around the instructors so the instructors can explain the activity and
its rules.
2. Have the instructors divide the participants into teams depending on the number of the participants.
Activity Directions:
1. 1 team will start with the ball first and serve it to the opposing team to start the play.
2. Each team is allowed a maximum of three touches with no player allowed to touch the ball twice
consecutively before they have to hit the ball over the net back to the other team.
3. If you fail to return the serve back within three touches or the ball hits the water, the other team gets
a point.
4. First team to score 15 points wins that game!

Activity Name: Basketball

Activity Risk Management Considerations:


1. There will be balls thrown in the air so theres a risk of being hit by one.
2. Swimmers may not be able to touch the bottom of the pool
Supplies and Equipment Required:
1. Pennys or items to determine different teams
2. Two Miniature basketballs
3. Two Homemade floating basketball hoop
Activity Formation:
1. Have the participants for a circle around the instructors so the instructors can explain the activity and
its rules.
2. Have the instructors divide the participants into teams of four depending on the number of the
participants.
3. There will be 4 different teams with evenly number players and two games being played at once in
two ten minute games. The winner of the first two games will face each other for the championship
while the losers will face off in the 3rd place match.
Activity Directions:
1. Participants will attempt to score the basketball into the floating basketball hoop.
2. Defenders may attempt to steal the ball from the other team but must avoid touching the floating
basketball hoop.
3. After a change of possession, the team must take the ball back to a designated clear space before
attempting to score the ball in the basket.
4. Three people must touch the ball before a shot can be taken.
5. Every basket scored counts as 1 point, team with most points after ten minutes wins the game.

Activity Name: Dodge ball (Backboard Dodge ball or Regular)

Activity Risk Management Considerations:


1. Participants will be throwing balls at each other so there is a risk of injury.
2. Stretching should be performed before this activity to avoid injury.
Supplies and Equipment Required:
1. For regular dodge ball, we will need at least 4-5 balls.
2. For backboard dodge ball we will need 2 basketballs, 2-3 regular balls, and 1 football.
3. A timer.
Activity Formation:
1. Have the participants for a circle around the instructors so the instructors can explain the activity and
its rules.
2. Have the instructors divide the participants into teams depending on the number of the participants.
Activity Directions:
1. For regular dodge ball, the instructors will set the balls in the middle of the court and each team will
start at their end of the court.
2. The instructors will indicate when to start the game with a 5 minute round. If a player is hit with a ball
from an opposing player before it hits the ground they are out, or if they throw a ball and it is caught by
the opposing team then they are out.
3. If you catch a ball thrown from the other team then one of your members that is out can come back
on the floor. The winner is if your team is the last one standing or whoever has more players at the end
of the five minute round.

Activity Area: Practice Gym

Activity Name: 12 Minute Kickball

Activity Risk Management Considerations:


1. Player could get hit with ball.
2. Participants have a risk of running into each other.
3. Participants should properly stretch before this activity to avoid injury.
Supplies and Equipment Required:
1. A kick ball
2. Bases; either mats or plates depending on the variation the group wants to play.
3. A stop watch
Activity Formation:
1. Have the participants circle around the instructors to have them describe the activity.
2. Have the participants line up to divide the players evenly into teams.
Activity Directions:
1. The way this activity is played is just like normal kick ball, but instead of having 3 outs to switch teams
kicking, the team kicking will have 3 minutes to kick until switching to pitching.
2. If you kick the ball and it is caught in the air the kicker is still considered out but he has the
opportunity to kick again if his team goes quick enough. Each team must keep track of their own score.
3. After 3 minute intervals teams will switch from kicking to pitching; playing a total of 8 innings there
will be a break at the end of the 4th period to have participants catch their breath.

Activity Name: Capture the flag laser tag

Activity Risk Management Considerations:


1. Participants have the risk of running into each other.
2. Players should stretch before this activity to avoid injury.
Supplies and Equipment Required:
1. Bandanas to count as each teams flag.
2. Pennys or Bandanas to identify which team you are on.
3. Laser tag gun
4. Laser tag head bands
5. Music mix and player
6. Lighting
7. 3 whistles
Activity Formation:
1. Have the participants circle around the instructor to describe the activity rules.
2. The instructors will then divide the players into two teams.
The activity needs a minimum of 4 referees on the floor and the laser tag sensors should be set for 3
hits.
Activity Directions:
1. Have each team hide their flag in their defensive zone.
2. Each participant will be given a laser gun and head band with two lives. Once their 3 lives are
eliminated from that round and play and must leave the playing area.
3. The objective of the game is to successfully locate the other teams flag and then return to where
your flag is. Your flag must be present on your side of the field for your team to score.
4. Once the flag is found, flags will be sent back to their perspective team and each team will re hide
their flag to begin another round.

Activity Name: Free Climb

Activity Risk Management Considerations:


1. Participants should be properly strapped in to avoid injury if they fall.
2. Participants should stretch before activity to avoid injury.

Supplies and Equipment Required:


1. Climbing safety equipment

Activity Formation:
1. Participants should be properly strapped with safety equipment before climbing the wall.
2. Participants should be aware of the rules and regulations and be respectful to other climbers.

Activity Directions:
1. Climbers are free to roam the climbing wall at their own pace using whatever holds they please.

Activity Name: Blind Climb

Activity Risk Management Considerations:


1. Participants should be properly strapped in to avoid injury if they fall.
2. Climbers will be blindfolded so they will not be able to see; increased risk of falling.
3. Participants should stretch before activity to avoid injury.
Supplies and Equipment Required:
1. Climbing safety equipment
2. Blindfold
Activity Formation:
1. Participants should be properly strapped with safety equipment before climbing the wall.
2. Participants should be aware of the rules and regulations and be respectful to other climbers.
Activity Directions:
1. Climbers will be blindfolded before they attempt to climb the wall.
2. Climbers will began the climb by feeling with their hands and feet the different holds.
3. They will depend on their awareness and sense of feel to successfully climb up the wall.

Activity Area: Pool


Activity Name: Water Polo
Training Date: March 12, 2015

Activity leaders are to determine how they are going to separate people into
teams and how you are going to differentiate between the two teams.
Set up the water polo goals to their designated area.
Each leader should have an understanding of their assigned duty during the
game.
Have a shortened, simulated game of water polo.
As many as six balls could be in play during the actual event, so experiment and
take note of how hectic it gets the more balls that are in play.
Put an emphasis on safety; dont allow players to hold one another under water!

Activity Area: Pool


Activity Name: Canoe Races
Training Date: March 12, 2015

Activity leaders are to split the participants into four even teams for the activity.
Place the canoes into the water and sink them to the bottom. Canoes should be
positioned for the start of the race.
Leaders are to position the players of each team prior to the race beginning. Two
members of each team should be on the side of the pool where the canoe is
meanwhile the other two members of each team should be on the opposite end
of the pool.
Have a practice canoe relay.
Make sure participants arent placing their legs under the canoe bar. We want to
avoid the possibility of anyone getting stuck if the canoe flips.
Each participant should be completely out of the canoe before the next member
of the team climbs in.

Activity Area: Pool


Activity Name: Volleyball
Training Date: March 12, 2015

Set up the volleyball net in its designated area so its ready for play.
Divide participants into two even teams and give instructions of the rules.
Play two shortened games of volleyball. One game in the deep end, one game in
the shallow end. We want to experiment on which end we would like to use for
the actual event. So figure out which depth of water allows the participants to
have a fun, competitive game that everyone can enjoy.
Be conscious of the rules! Each team is allowed three touches before the ball has
to be returned to the opponent.
When playing in the deep end, lifeguards must be on alert at all times because
participants wont be able to touch the bottom of the pool.

Activity Area: Pool


Activity Name: Basketball
Training Date: March 12, 2015

Set up the basketball nets so that theyre ready for play.


Leader should divide players into two even teams.
Play two shortened practice games of basketball. One will be played in the deep
end while the other will be played in the shallow end. We want to compare
games to see which depth we should play at for the actual event.
Leaders should get a grasp of the rules and understand what theyre looking for.
For example, each team has to have a minimum amount of passes before theyre
allowed to shoot. Also, the play clock that forces the players to shoot in a certain
amount of time.
Make sure players arent making contact with the hoop as it would make it
nearly impossible to score if defenders move it.

Activity Name: Dodge Ball
Training Date: March 24, 2015

Leaders should divide the players into two even teams and explain the
instructions to them.
Leaders should each have a designated area they stand around during the
activity so that they have different angles of the play in order to make proper
calls.
Play a practice game of dodge ball.

Activity Area: Gym


Activity Name: 12 Minute Kickball
Training Date: March 24, 2015

Leaders should set the bases up so that theyre ready for play.
Divide the participants up into two even teams and explain the rules.
Players should be aware of the advantage of speed in this game. When your
team is on offense, you want as many players as possible to get a chance to kick
the ball in that three minute interval to score more points.
Play a shortened game of kickball.
Leaders should practice timing the event and making sure theres a smooth
transition when teams switch from offense to defense.
We want to keep the activity moving and maintain the level of fun.

Activity Name: Laser Tag-Capture the flag
Training Date: March 26, 2015

Obtain equipment for activity and blow up forms

Leader should review how equipment is used
Give each participant a sensor and gun
Give one team pennies to make different teams
Go into course and explain rules
Have staff that are referees on the floor
Play a round revise leadership and refereeing options

Activity Area: Climbing Wall


Activity: open climb
Training Date: March 24, 2015

The leaders will review the process of signing in to climb.


The process includes signing a release form
Providing sit harness and shoes
Showing the participant how to put on the harness
Introducing the participant to the climbing staff

Emergency Action Plan

*In case of an emergency, these steps should be followed to maintain the safety of all employees and
individuals that will be attending the event.

Fire/ Evacuation:
1) Immediately call campus police and dial 911 to alert authorities of the situation.
2) Gain the attention of everyone in the premises and have them stay calm and follow your directions.
3) Have one designated employee lead them to the nearest exit in a fast but calm matter. Another
employee should be the last to leave the area to ensure everyone has safely exited the room.
4) Everyone in the climbing wall area should go out of the front exit of the PE building. Everyone from
the pool area should exit out of the back of the PE building. Everyone from the baseball room and the
practice gym should go out of the side exit down the narrow hallway. Managers of each area should be
aware of their designated exit areas to avoid traffic so that they can exit as quickly as possible.
5) Once everyone has exited the building take roll to make sure everyone is accounted for and that
nobody is missing.
Injury:
1) If a serious injury should occur that requires medical assistance call campus police and dial 911.
2) Dont attempt to move the injured person unless they are in a dangerous position that could cause
further harm.
3) Try to keep the person calm until medical officials get to the scene.
Resuscitation:
1) If someone cant breathe alert campus police and dial 911.
2) Someone CPR certified on the scene may have to give CPR to attempt to revive them if they arent
breathing until medical officials arrive

Registration Procedures for Pre-registration:
1. Double check the form to ensure it is complete with the students name, PAWS number and cell
phone number. The PAWS number is needed to report the donation to the Development office.
2. Ensure the photo release form is signed.
3. Write at the bottom of the registration page the amount paid and if cash.
4. Paper clip the payment to the registration form. Make sure that the correct amount of money if
clipped to the registration form (if they paid $10 then $10, if they paid gave you $20 for $5 payment
give the person change from the change fund and clip only $5 to the registration form. Place the form in
the large envelope
5. Complete a receipt and give the yellow copy to the person paying.
Supplies needed: registration packets, pens, paper clips, receipt book, change fund, large envelope,
balloons, helium, balloon weights, table cover, wrist bands, decals, gift cards for drawing at event,
banner, signage.

Day of Registration:
1. Double check the form to ensure it is complete with the students name, PAWS number and cell
phone number. The PAWS number is needed to report the donation to the Development office.
2. Ensure the photo release form is signed.
3. Write at the bottom of the registration page the amount paid and if cash.
4. Paper clip the payment to the registration form. Make sure that the correct amount of money if
clipped to the registration form (if they paid $10 then $10, if they paid gave you $20 for $5 payment
give the person change from the change fund and clip only $5 to the registration form. Place the form in
the large envelope
5. Give the person a wrist band and decal.
6. As registration closes the people handling cash will review all transactions and verify change fund and
payment.
Supplies needed: registration form, pens, paper clips, receipt book, change fund, sign for registration,
table covers, balloons, helium, balloon weights, transaction sheet.

The I Swim for Bob Day - discover your Adventure! Is an annual event of the Recreation and Parks
Management program in tribute to Robert Norr who lost his life tragically in a kayaking accident in
January 2012.
Come celebrate his life and sense of adventure Saturday, March 28, 2015 from 1 p.m. to 3 p.m.
Discover YOUR adventure planning water polo, water volleyball, water, basketball, 12 minute kick ball,
ultimate dodgeball, laser tag capture the flag, and rock climbing in the indoor facility!
Pre-registration will be held the week before Spring Break, March 9-13, 2015, in the Lane Center. Preregister and you could win tattoo gift certificate of Sheetz gift certificate!

The Robert A. Norr Scholarship


Who was Bob? Bob Norr was an outstanding student, loved by all who knew him, who lost his
life in a tragic kayaking accident in 2012. He was a dedicated friend, always there to lend a
hand. He had a passion for kayaking, and with his recreation training, wanted to introduce this
passion to wounded warriors to help them discover a new world they could enjoy and benefit
from.
Gabe: The whitewater kayaking community is a tight knit community and everyone needs to
depend on each other for safety as well as fun when on the river. Bob was largely respected in
this which is a testament to his character.
The Robert A. Norr Scholarship: Established in 2012 in memory of Bob, the scholarship is
dedicated to helping future students complete their college education. It is awarded to
students who:
* Are studying Recreation and Park Management
* Are honors students
* Are/or/may concentrate in Therapeutic Recreation
* Exemplify the character and spirit of Bob
Each year the goal is to raise $5,000 to invest in the endowment fund for the future and an
additional $3,000 to provide an immediate scholarship for one student. Since the scholarship's
founding in 2012 it has supported four students.
How is the scholarship funded? The "I Swim for Bob Day-Discover Your Adventure" is the result
of students paying tribute to Bob. With the oversight, training and support of recreation
faculty, -- students plan, organize, fundraise, manage and carry out the event. The day is filled
with fun for the entire student body at Frostburg State University, alumni, and family and
friends of Bob. People can participate in laser tag, water volley polo, indoor rock climbing,
kickball games, laser tag and much more.
Participants pay an admission fee which is dedicated to the scholarship. In addition, grants and
contributions are sought from individuals, businesses, civic and educational organizations and
numerous other sources to fund the event.
Heather Working the event is something I won't forget because it is working something that
is more important than grades and classes. It is continuing the memory of a fellow Parks and
Rec. major...
